Workers in stone-crushing units, mines, coal-based thermal power plants and construction sites face a serious occupational hazard — silicosis, an incurable lung disease caused by inhaling crystalline silica dust. The Haryana government runs a Silicosis Rehabilitation Pension for such workers — a certified worker gets Rs 4,000 per month as pension for life, plus a one-time rehabilitation assistance of Rs 5 lakh. The new Haryana Pneumoconiosis Rehabilitation Policy, notified on 21 April 2026, has widened the coverage to include asbestosis, byssinosis and bagassosis along with silicosis. This guide gives the full pension amount, eligibility, documents and the complete apply process.

What is this scheme?

Silicosis is an occupational lung disease — inhaling crystalline silica dust at work causes inflammation and nodular lesions in the lungs. The disease keeps progressing, can cause permanent disability and is ultimately fatal. In Haryana, silicosis is a notifiable disease under the Factories Act, 1948 and the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996.

The Haryana government first notified the “Haryana Silicosis Rehabilitation Policy” on 4 January 2017 (Notification No. 6/75/2016-1 Lab, Labour Department), which covered only silicosis-affected workers. On 21 April 2026, the government notified the new “Haryana Pneumoconiosis Rehabilitation Policy”, which supersedes the 2017 policy. The new policy covers four dreadful occupational lung diseases — silicosis, asbestosis, byssinosis and bagassosis. All benefit amounts are the same as in 2017; only the coverage has widened and one new condition has been added (see eligibility below).

The policy is implemented by the Haryana Labour Welfare Board. A separate corpus finances it — 70 per cent contribution by the Haryana Labour Welfare Board and 30 per cent by the Haryana Building and Other Construction Workers Welfare Board (HBOCWWB). The Labour Commissioner-cum-Welfare Commissioner, Haryana is the competent authority to sanction expenditure under the policy.

Note — what is the “Haryana Silicosis Board”? On myScheme, this scheme is listed as “Silicosis Rehabilitation Pension — Haryana Silicosis Board”, but there is no separate “Silicosis Board” department in the Labour Department. The disease is certified by the Silicosis/Pneumoconiosis Diagnosis Board, the identity card is issued by the Haryana Labour Welfare Board, and applications are processed through that Board. The “Silicosis Board Beneficiary Login” mentioned on the portal is the online part of the same arrangement.

How much benefit is given?

There are eight welfare schemes under the policy. A certified worker (or the family, as the case may be) can receive all of these as applicable:

Welfare scheme Assistance Condition
Rehabilitation assistance (one-time) Rs 5,00,000 On certification by the Diagnosis Board; if the worker dies before receiving it, it goes to the widow/widower (if married) or one living parent (if unmarried)
Silicosis Rehabilitation Pension Rs 4,000 per month For workers in ILO categories A, B or C, till the worker remains alive
Death assistance Rs 1,00,000 On the worker’s death, to the widow/widower or the nominee (if unmarried)
Funeral assistance Rs 15,000 For the last rites of the deceased worker
Family pension Rs 3,500 per month After the worker’s death due to silicosis, to the living widow/widower or living parents (if unmarried)
Children’s education assistance Rs 5,000–Rs 12,000 per year Class 1–5: Rs 5,000; Class 6–8: Rs 6,000; Class 9–10: Rs 8,000; Class 11–12: Rs 10,000; ITI/Diploma/Graduation/PG: Rs 12,000 — up to 2 boys and 3 girls, irrespective of birth order
Daughter’s marriage (Kanyadaan) assistance Rs 51,000 Up to 3 daughters
Son’s marriage assistance Rs 11,000 Up to 2 sons

In total: a certified worker receives Rs 5 lakh one-time + Rs 4,000 per month pension for life. After the worker’s death, the family gets Rs 1,00,000 + Rs 15,000 funeral assistance + Rs 3,500 per month family pension. Children’s education and marriage assistance are additional. On 28 September 2025, the Chief Minister distributed Rs 2.55 crore to 51 beneficiaries through DBT — Rs 5 lakh per beneficiary — which corroborates the amount.

Who is eligible?

  • Certification is compulsory: the disease must be certified by the Silicosis/Pneumoconiosis Diagnosis Board. No benefit is given on a private doctor’s prescription or a private hospital report alone.
  • Factory or construction-site worker: the policy applies ONLY to workers in factories and at construction sites — such as stone crushers, mines, coal thermal power plants, construction sites, ceramics or sandblasting work.
  • 5 years of continuous work in Haryana (new condition, 2026): the new policy applies only to workers who have worked continuously in Haryana for at least the past 5 years in the relevant work before the date of the notification. The 2017 policy had no such condition — this is a new condition of the 2026 notification. Confirm how the 5 years are counted from the Assistant Director, Industrial Health of your area.
  • ILO category for pension: the Rs 4,000 monthly pension is given to workers whose disease falls in category A, B or C under the ILO classification. The Diagnosis Board decides the category.
  • Identity card: the Haryana Labour Welfare Board issues an identity card to every certified worker — this card is the key document for all benefits under the policy.

Who is not eligible?

  • A worker whose disease is not certified by the Diagnosis Board — a private doctor’s prescription or a private hospital report alone does not qualify.
  • A worker who does not work in a factory or at a construction site — for example, shop, office, domestic or farm workers are outside this policy.
  • A worker who has not worked continuously for 5 years in the relevant work in Haryana (as per the 2026 condition).
  • A worker whose disease is none of the four listed diseases (silicosis, asbestosis, byssinosis, bagassosis).

How are treatment and compensation given?

Apart from pension and assistance, the policy also provides for treatment and compensation:

  • Treatment: as soon as a suspected case is confirmed by the Diagnosis Board, the worker is referred to a hospital. Workers registered under the Employees’ State Insurance (ESI) Act, 1948 are treated at ESI hospitals. Workers not registered under ESI get free investigations, treatment and medicines at district hospitals and medical colleges of the Health Department. If any medicine, test or equipment is not available with the Health Department, it can buy it from the market and the Labour Department reimburses the cost.
  • Compensation: ESI-registered workers get compensation under the ESI Act, 1948; workers not registered under ESI get compensation under the Workmen’s Compensation Act, 1923.
  • Symptoms of the disease: breathlessness, fatigue, loss of appetite, chest pain, dry cough, obstruction in breathing — and a link with TB has also been observed. If these symptoms appear, the worker should get examined immediately, because the disease is incurable and progressive.

How to apply online?

The Labour Department website hrylabour.gov.in is reported to have a “Silicosis Board Beneficiary Login” facility. As per news reports, the online registration steps are:

  1. Open the website: go to hrylabour.gov.in.
  2. Choose beneficiary login: click “Silicosis Board Beneficiary Login” on the home page — a new page will open.
  3. Fill the details: name, Aadhaar number, disease details, work details and bank account details.
  4. Upload documents: Aadhaar card, photograph, medical report (X-ray, CT scan, doctor’s prescription), work experience proof, residence proof, ration card and bank account details.
  5. Submit: after submitting the form, a registration number is sent by SMS/email — keep it safe.

Honest note: this online method is based on a news report (Zee News Hindi) — the official notification prescribes only the offline proforma method. Also, on direct check on 8 November 2026, hrylabour.gov.in did not open at all (server time-out) — so we could not verify this online facility ourselves. If the website does not open, use the offline method below — that is the official method.

How to apply offline — prescribed proforma

As per the official notification, applications are made in the prescribed proforma (Annexures i–viii). Each benefit has a separate annexure — Annexure v for pension, Annexure 2 for rehabilitation assistance, Annexure 3 for funeral assistance, Annexure 4 for family pension, Annexure 6 for marriage assistance and Annexure 7 for education assistance. The offline process:

  1. Get the form: collect the prescribed proforma from the Assistant Director, Industrial Health, Labour Department of your area. The forms can also be downloaded from the Labour Department website (hrylabour.gov.in).
  2. Fill the form: in the pension form (Annexure v), fill name, age, gender, mobile number, Aadhaar number, voter ID, ESI number, father/husband name, addresses, date of silicosis certification, disease status, treatment start date, hospital name and complete bank account details.
  3. Attach documents: attach a copy of the identity card, Aadhaar card and voter card copies, bank passbook and medical record.
  4. Submit: submit the filled form to the Assistant Director, Industrial Health of your area and take a receipt.
  5. Verification and payment: the Assistant Director verifies the application and forwards it to the office of the Labour Commissioner-cum-Welfare Commissioner, Haryana. After approval, the pension/assistance is sent directly to the Aadhaar-linked bank account.

To get the identity card, the disease must first be certified by the Diagnosis Board — without the certificate there is no identity card, and without the identity card no benefit is given. So the first step is: if symptoms appear, get examined at a district hospital or ESI hospital and obtain the certificate from the Diagnosis Board.

Fee, timeline and status check

Subject Status
Application fee No fee is mentioned in the policy or the forms — the application is treated as free. If anyone demands a fee, confirm with the District Labour Office.
Last date No last date — this is a year-round policy; no application window has been announced.
Timeline (RTS) No fixed timeline is published in the policy — so no number of days can be promised.
Status check (online) The application status can be checked on the Labour Department website or the “Shramik Saathi” mobile app (launched September 2025 — for registration, application tracking, scheme information and grievance redressal).
Status check (offline) Ask the Assistant Director, Industrial Health of your area or the District Labour Office, quoting your receipt number.
Payment After approval, the amount is sent directly to the Aadhaar-linked bank account (DBT). The bank account must be linked with Aadhaar — check the linking at your bank before applying.

Know the difference — silicosis pension vs other pensions

Haryana gives several kinds of pension — people often confuse them. The table below makes clear how the silicosis pension differs:

Point Silicosis Rehabilitation Pension (this guide) BOCW Pension Old Age Samman Allowance Cancer Patient Pension
Who gets it Factory/construction worker with a lung disease certified by the Diagnosis Board Registered construction worker after age 60 Senior citizens above 60 Stage 3–4 cancer patients
Amount Rs 4,000/month + Rs 5 lakh one-time Rs 3,250/month Rs 3,200/month Rs 3,200/month (as per our guide)
Department Labour Department — Haryana Labour Welfare Board Labour Department — HBOCWWB Social Justice Department (SEWA) Social Justice Department (SEWA)
Main condition Disease certificate + ILO category A/B/C + 5 years of work 3 years of membership + age 60 Age 60+ + income ≤ Rs 3 lakh/year Stage 3–4 cancer + income ≤ Rs 3 lakh/year

Two more confusions to clear: (1) The daughter’s marriage assistance under this policy is Rs 51,000 — this is different from the BOCW Kanyadaan scheme (Rs 51,000 + Rs 50,000 = Rs 1,01,000 for a daughter); the two come from different boards and different funds and cannot be clubbed together. (2) Rajasthan’s silicosis scheme is also different — there the rehabilitation amount is Rs 3 lakh, monthly assistance Rs 1,500 and death benefit Rs 2 lakh; West Bengal also has a Rs 4,000 pension + Rs 1 lakh arrangement, but that is another state’s scheme. This guide is only about Haryana’s policy.

Frequently asked questions (FAQ)

1. How much pension does a silicosis-affected worker get in Haryana?

Rs 4,000 per month, for as long as the worker remains alive. This pension is given to workers whose disease falls in ILO category A, B or C and whose disease is certified by the Diagnosis Board. A one-time rehabilitation assistance of Rs 5 lakh is also given.

2. Is this pension only for silicosis?

No — the new policy of 21 April 2026 covers four diseases: silicosis, asbestosis, byssinosis and bagassosis. Earlier (in the 2017 policy) only silicosis was covered. The amount and process are the same for all four diseases.

3. What is the first step to get the pension?

First, the disease must be certified by the Diagnosis Board. For this, get examined at a district hospital or an ESI hospital. After the certificate, the Haryana Labour Welfare Board issues an identity card — and only after that can a pension or any other benefit be applied for.

4. Does the 5-year work condition apply to everyone?

This condition came with the new notification of 21 April 2026 — the new policy applies only to workers who have worked continuously in Haryana for at least 5 years in the relevant work. The 2017 policy had no such condition. Ask the Assistant Director, Industrial Health of your area how the 5 years are counted.

5. What does the family get after the worker’s death?

On death, Rs 1,00,000 death assistance + Rs 15,000 funeral assistance is given, and after that a family pension of Rs 3,500 per month is paid to the widow/widower or (if unmarried) the living parents. If the worker dies before receiving the Rs 5 lakh rehabilitation assistance, that amount also goes to the widow/widower or one of the living parents.

6. What assistance is given for children’s education and marriage?

For children’s education, Rs 5,000 to Rs 12,000 per year (as per class) — up to 2 boys and 3 girls. For a daughter’s marriage, Rs 51,000 (up to 3 daughters) and for a son’s marriage, Rs 11,000 (up to 2 sons). A wedding invitation certified by the Sarpanch/Ward Member is needed for marriage assistance.

7. Where and how to apply?

Offline — fill the prescribed proforma (for pension, Annexure v) and submit it to the Assistant Director, Industrial Health, Labour Department of your area. Online — a “Silicosis Board Beneficiary Login” is reported on hrylabour.gov.in, but on direct check on 8 November 2026 the website did not open — so the offline method is the reliable one.

8. Is there any last date to apply?

No — no last date or application window has been announced for this policy; it runs year-round. An application can be made as soon as the disease is certified.

9. Can this pension be taken along with BOCW pension or old-age pension?

These are three different schemes — the silicosis pension is based on the disease, the BOCW pension (Rs 3,250/month) is given to registered construction workers after age 60, and the Old Age Samman Allowance (Rs 3,200/month) is given to senior citizens above 60. Whether one person can draw more than one pension depends on the rules of the respective departments — ask the District Labour Office and the District Social Welfare Office before applying.
