What is this Scheme?

The Labour Department, Government of Haryana, runs several welfare schemes for registered construction workers through the Haryana Building & Other Construction Workers Welfare Board (HBOCWWB). One of them is financial assistance for the self-marriage of registered women workers. Under this scheme, if a woman construction worker is registered with the Board, she gets a one-time financial assistance of Rs 50,000 for her own marriage.

The scheme is listed on the Government of India’s myScheme portal in the Haryana schemes list as “Financial Assistance for Self-Marriage of Registered Women Workers”. It is meant for women who themselves do building and construction work — mason, labourer, beldar, painter, electrician or similar construction work — and whose names are registered with the Board.

One thing must be made clear at the very start — this scheme is different from the assistance given for a daughter’s marriage. For a daughter’s marriage, the Board gives Kanyadaan Rs 51,000 + marriage assistance Rs 50,000 = Rs 1,01,000 in total, while this scheme gives Rs 50,000 for the woman worker’s own marriage. The eligibility, form and application for the two are different. This guide explains the full difference in detail, so that you do not waste time applying under the wrong scheme.

The Rs 50,000 Amount — What is Verified and What is Not

The most important fact in this guide — the Rs 50,000 amount — has not been written without verification. It rests on two independent bases. First, Labour Minister Anil Vij’s statement of October 2026. When the Minister announced help desks for workers at the block level across the state, he listed the amounts of all the Board’s welfare schemes and said clearly — “Financial assistance of Rs 50,000 is given for women laborer’s own marriage.” Second, the Board’s own marriage-assistance structure: for a daughter’s marriage the Board gives Rs 50,000 as marriage assistance, to which Rs 51,000 of Kanyadaan is added to make Rs 1,01,000 in total. Kanyadaan is only for daughters, so for a woman’s own marriage only the Rs 50,000 marriage-assistance component applies.

Honest warning: the Board’s official form (Form XXIII) does not state any amount, and no separate Board circular for self-marriage was found on public sources. So before applying, do confirm the amount on the SARAL portal or at your District Labour Office. If the amount has been revised, the Board’s current notification will be final.

Also note that this amount is far higher than the original rule. The Haryana Building and Other Construction Workers Rules, rule 61, originally provided only Rs 2,000 as assistance for the marriage of children — and the same rule said that “a female member of this fund is also eligible for this assistance for her own marriage.” The amount has been raised from time to time by Board decisions, and today it stands at Rs 50,000. The old Rs 2,000 figure no longer applies — it is mentioned only to show that this is a decades-old scheme, not a new one.

Who Can Apply? — Eligibility

The benefit goes only to a woman who fulfils all the conditions below:

  • Registered woman worker: the applicant’s name must be registered with the Haryana Building & Other Construction Workers Welfare Board (HBOCWWB) — that is, she must hold a valid Labour Copy / Labour Card (BOCW registration). An e-Shram card alone does not give this benefit; Board registration is separate and compulsory.
  • Construction worker: the applicant must be engaged in building and construction work — mason, labourer, beldar, painter, electrician, plumber or similar construction work.
  • Resident of Haryana: the applicant must be a permanent resident of Haryana and registered with the Board from Haryana.
  • Age 18 to 60 years: the Board’s registration age band is 18 to 60 years; at the time of marriage the applicant’s age must not be below the legal marriage age (18 years for a woman).
  • Membership condition: see the box below — two different conditions have surfaced on membership period; read both.
  • First time, for her own marriage: this assistance is given only once, for the woman’s own marriage. A woman who has already received it cannot take it again.
  • No assistance from any other department for the same purpose: the applicant must give a self-declaration that she has not taken, and will not take, assistance for this purpose from any other government department, board or corporation.

Membership period — a conflict in the sources, please read carefully: two different conditions have surfaced on the membership requirement. (1) Published information on marriage assistance (sarkariyojana.com, 25 August 2026, and a video explainer of the Board’s schemes) says the worker must have been a regular member for at least one year. (2) The Kanyadaan eligibility (myScheme-style information) says the registered member must have worked for 90 days as a Building and Other Construction Worker during the preceding twelve months. The Board’s official Form XXIII asks for BOTH — the duration of membership and the first/last subscription dates, and whether the membership is live. This guide therefore states both conditions — do confirm with your Labour Office which rule applies in your case. The safe approach is to keep ready both proofs: at least 1 year of regular membership and proof of 90 days of work.

Income limit: no income limit has been published for this BOCW marriage assistance. Neither the Board’s form nor the Minister’s statement mentions any income limit. This sets it apart from the Vivah Shagun scheme (Rs 1.80 lakh annual family income limit) and the Labour Welfare Fund’s Kanyadaan scheme (Rs 20,000 per month wage ceiling) — both of which are given in the comparison table below.

Who Cannot Apply?

  • A woman who is not registered with the Board (only an e-Shram card, no BOCW registration).
  • A woman who is not a construction worker — for example, domestic work, street vending, tailoring or other unorganised work does not qualify for this Board’s scheme (separate schemes exist for them).
  • A woman whose membership has lapsed or whose subscription is in arrears (membership must be live).
  • A woman who has already received this assistance for her own marriage.
  • A woman who has taken assistance for the same purpose from any other government department, board or corporation.

Documents Required

The following documents are needed with the application. This list is drawn from the information asked in the Board’s official Form XXIII and the Kanyadaan scheme conditions:

Document Why it is needed
BOCW registration / Labour Copy (with registration number) Proof of being a registered woman construction worker
Marriage certificate — with number, date and issuing authority Compulsory proof of marriage; Form XXIII specifically asks for these details
Bridegroom’s (husband’s) name and address, marriage date and place Section 10 of Form XXIII requires exactly this information
Age proof of both bride and groom (self-attested copies) To confirm the legal age of marriage
Proof of 90 days of work / employer certificate Proof of construction work in the preceding 12 months
Membership / subscription proof (first and last subscription dates) To confirm regular and live membership
Bank account details — Aadhaar-linked account (copy of passbook) The amount is sent directly to the account (DBT)
Aadhaar card and Parivar Pehchan Patra (PPP / Family ID) Identity and Haryana residence proof
Self-declaration / undertaking That no assistance has been taken from any other government department, board or corporation for this purpose
Passport-size photographs With the application form

Note: the District Labour Office may ask for additional documents depending on your case — such as a ration card or salary slip. Before submitting, confirm the document list at your District Labour Office or CSC centre so that the form is not returned as incomplete.

How to Apply Online — SARAL Portal

Applications for this scheme are made online on the Antyodaya SARAL portal (saralharyana.gov.in). The Labour Department’s welfare schemes are available on SARAL. The steps are:

  1. Open the SARAL portal: go to saralharyana.gov.in. If you do not have an account, create one through “New User Registration” using your mobile number and Aadhaar.
  2. Log in: log in with your user ID and password.
  3. Find the service: go to “Apply for Services” → “View All Available Services”. Select Labour Department as the department and type “Marriage” in the search box. The daughter’s scheme appears on SARAL as “बच्चों की शादी पर वित्तीय सहायता — सुपुत्री” (financial assistance on children’s marriage — daughter); the self-marriage service is listed similarly among the Labour Department’s services.
  4. Fill the form: open the service and fill in the application form — registration number, marriage date and place, bridegroom’s name and address, bank account details and other information.
  5. Upload documents: scan and upload all documents from the list above — marriage certificate, age proof, Labour Copy, bank passbook and self-declaration.
  6. Submit and save the receipt: after submitting, you will get an Application Reference Number / SARAL ID — keep it safe. You will use it to check the status later.
  7. You can also apply through CSC: if you find it difficult to apply online yourself, visit the nearest CSC (Common Service Centre) with your documents and the operator will apply for you.

Honest note: the exact name of the self-marriage service on SARAL could not be verified from public sources — SARAL’s service list is visible only after login. That is why the search method is given above in step 3. If the service is not found on SARAL, use the offline method below or ask at the District Labour Office.

How to Apply Offline — Form XXIII

If online application is not possible, you can also apply offline. The Board’s official form is FORM XXIII (see rule 61) — Application for Marriage Assistance, available in the Board’s official forms list. The offline process:

  1. Get the form: collect Form XXIII from your district’s Labour Inspector office, the District Labour Office, or hrylabour.gov.in. Since October 2026, worker help desks are also being set up at the block level — forms and help are available there too.
  2. Fill the form: enter the registration number, age/date of birth, first and last subscription dates, duration of membership and whether the membership is live. In section 10 — “If application is for the Marriage of self (for women worker only)” — fill in the bridegroom’s name and address, marriage date and place, and the marriage certificate number, date and issuing authority.
  3. Attach documents: attach self-attested copies of all documents in the list above.
  4. Submit: submit the filled form at the Labour Inspector’s office or the District Labour Office and take a receipt.
  5. Verification and payment: the office will verify your registration and documents; after approval, the amount is sent directly to your Aadhaar-linked bank account.

When to Apply — No Last Date

There is no last date for this scheme. It is a year-round scheme — no application window has been announced. Even so, keep the timing in mind:

  • Apply before the marriage: for a daughter’s marriage, the Chief Minister has directed that the assistance be given 3 days before the marriage, so that the family gets the benefit in time. The same wisdom applies to your own marriage — apply before the wedding, so that the money reaches you in time.
  • Document deadline: for a daughter’s marriage assistance, documents must be submitted within 1 year of the marriage date. For self-marriage, this 1-year window has not been officially verified — so ask the Labour Office about the last date for submitting documents after marriage, and, if possible, complete the application before the marriage itself.
  • Registration first, application after: if you are not yet registered with the Board, first register through “Online Registration under BOCW” on hrylabour.gov.in (with Parivar Pehchan Patra and Aadhaar verification). Only after registration can you apply for marriage assistance — and the membership period is also counted from the date of registration.

Fee, Timeline and Status Check

Item Status
Application fee No fee stated (the form and the official district list record the fee as “No”). If you apply through CSC, the CSC’s prescribed service charge may apply — confirm at the CSC centre.
Timeline (RTS) No fixed timeline has been published. In December 2025 the RTS timeline was suspended during verification (see the warning below) — so no number of days can be promised.
Status check (online) On the SARAL portal (saralharyana.gov.in), use “Track Application Status” with your Application Reference Number / SARAL ID. Updates also come by SMS.
Status check (offline) Ask at the District Labour Office or with the Labour Inspector, quoting your receipt number.
Payment After approval, the amount is sent directly to the Aadhaar-linked bank account (DBT). The bank account must be linked with Aadhaar — check the linking at your bank before applying.

Important warning — new applications were halted in December 2025: on 30 December 2025, Labour Minister Anil Vij exposed a fake work-slip scam of about Rs 1,500 crore in the HBOCWWB. At that time, instructions were issued to “halt acceptance of new applications during the ongoing verification”, SARAL Centres were directed accordingly, and the RTS timeline was suspended. However, in October 2026 the Labour Department announced block-level help desks and invited applications for the 2026 welfare schemes — meaning the application process is running again. Even so, before applying, do confirm the current status on the SARAL portal or at your District Labour Office — if any verification hold is still in force, the office will give you the correct information.

Understand the Difference — Self-Marriage vs Kanyadaan vs Vivah Shagun

People often get confused between the three big marriage assistances in Haryana. The table below makes it clear which scheme is for whom — and which one you should apply under:

Point Self-Marriage Assistance (this guide) Kanyadaan + Daughter’s Marriage Assistance Mukhya Mantri Vivah Shagun Yojana
Whose marriage A registered woman worker’s own marriage A registered worker’s daughter’s marriage A daughter’s marriage in an eligible family
Amount Rs 50,000 (once) Kanyadaan Rs 51,000 + marriage assistance Rs 50,000 = Rs 1,01,000 total Rs 31,000 to Rs 71,000 by category
How many times Once, for her own marriage Up to 3 daughters Up to 2 daughters per family
Which department Labour Department — HBOCWWB (Construction Workers Board) Labour Department — HBOCWWB Social Justice & SC/BC Welfare Department (SEWA)
Main eligibility condition Registered woman construction worker; regular membership (details above) Registered worker; 90 days of construction work in the preceding 12 months Haryana domicile; family income up to Rs 1.80 lakh/year; by category
Income limit No published income limit No published income limit Rs 1.80 lakh/year
How to apply SARAL portal / Form XXIII SARAL portal (separate applications for the two components) SARAL portal only; within 6 months after marriage
Detailed guide This article Haryana BOCW Kanyadaan 2026: Rs 1,01,000 for Daughter Vivah Shagun Yojana Haryana 2026: Up to Rs 71,000

Note — Vivah Shagun also gives assistance for a woman’s own marriage in some categories: under Vivah Shagun, a woman’s own marriage also gets Rs 51,000 in some categories — such as the remarriage of a widow/divorced/destitute woman, a woman sportsperson’s own marriage, and a divyangjan’s marriage (even if only one of the couple is disabled). But that is a SEWA Department scheme, with a Rs 1.80 lakh income limit, and it is completely separate from the Board’s scheme. If you are a registered woman construction worker, the Board’s self-marriage assistance (Rs 50,000) is the one for you — and if you also fall in SEWA’s categories, you can read about Vivah Shagun too. The benefit for one marriage cannot be taken under both schemes at the same time — the self-declaration says exactly that.

One more similar scheme — do not confuse it: the Labour Welfare Fund (Haryana Labour Welfare Board) Kanyadaan scheme also gives Rs 51,000 for a female worker’s own marriage — but that is for factory/establishment workers, not construction workers. Its conditions are also different: 5 years of service and a Rs 20,000 per month wage ceiling. It is a separate item in our myScheme list (queue #29) and will get its own guide. If you are a factory worker, that scheme may be for you — if you are a construction worker, this guide’s scheme is the one.

How much is given for a son’s marriage? The Board also gives assistance for a son’s marriage — some sources put this amount at Rs 21,000. But this figure has appeared only on aggregator websites; it has not been independently verified from any official source. So do not treat it as a confirmed figure — ask the Labour Office for the current amount for a son’s marriage. Full details of a son’s marriage assistance are given in our Kanyadaan guide.

Frequently Asked Questions (FAQ)

1. How much assistance does a registered woman construction worker get for her own marriage?

Rs 50,000 as a one-time assistance. This amount is as per the Labour Minister’s October 2026 statement and the Board’s marriage-assistance structure. The Board’s form does not state the amount, so do confirm it at the Labour Office before applying.

2. Is this assistance different from the Rs 1,01,000 given for a daughter’s marriage?

Yes, completely different. Rs 1,01,000 (Kanyadaan Rs 51,000 + marriage assistance Rs 50,000) is given for a registered worker’s daughter’s marriage, for up to 3 daughters. The Rs 50,000 in this scheme is given for the woman worker’s own marriage, only once. The applications for the two are also separate.

3. How old must the Board registration be to apply?

The sources differ on this. Some published information says at least 1 year of regular membership is required; the Kanyadaan eligibility asks for 90 days of construction work in the preceding 12 months. The Board’s form asks for both. The safe approach: keep ready both proofs — 1 year of membership and 90 days of work — and ask your Labour Office which condition applies.

4. Is there any income limit for this scheme?

No — no income limit has been published for this BOCW self-marriage assistance. This is different from the Vivah Shagun scheme (Rs 1.80 lakh annual income limit).

5. Where and how do I apply?

Online — on the Antyodaya SARAL portal (saralharyana.gov.in), search “Marriage” under the Labour Department’s services, or through hrylabour.gov.in. Offline — fill Form XXIII and submit it to the Labour Inspector / District Labour Office / CSC centre. The exact service name on SARAL is not verified, so if the service is not found, use the offline method.

6. Is there any last date to apply?

No — no last date or application window has been announced; it is a year-round scheme. Even so, apply before the marriage so that the money reaches you in time. For a daughter’s assistance, documents must be submitted within 1 year of the marriage — ask the Labour Office about the deadline for self-marriage.

7. When and how will the money reach my account?

After approval, the amount is sent directly to the Aadhaar-linked bank account (DBT). No fixed number of days has been published — the RTS timeline was suspended in December 2025. The application status can be checked on the SARAL portal with the Reference Number.

8. Will an e-Shram card alone get me this benefit?

No. An e-Shram card alone does not give the Board’s cash benefits. BOCW registration (Labour Copy) with HBOCWWB is compulsory for this scheme. Registration can be done on hrylabour.gov.in through “Online Registration under BOCW”.

9. If I have already taken Vivah Shagun assistance, can I get this one too?

No. The benefit for one marriage cannot be taken under two schemes at the same time. The application requires a self-declaration that no assistance has been taken from any other government department, board or corporation for this purpose.
