Some diseases are so rare that only one or two people in lakhs suffer from them — such as Spinal Muscular Atrophy (SMA), Duchenne Muscular Dystrophy (DMD), Pompe disease or Gaucher disease. Their treatment costs lakhs and crores of rupees and often continues for life. To help such patients and their families, the Haryana Government has started the Rare Diseases Financial Assistance scheme — under it, a Haryana resident suffering from a rare disease gets Rs 3,200 per month. This assistance is given to patients of any age, and it is given in addition to other social security pensions. This guide gives the full amount, eligibility, documents and application process.
What is this Scheme?
Under the Government of India’s National Policy for Rare Diseases, 2021 (NPRD 2021), certain diseases are notified as “rare diseases”. These are diseases that affect very few people, whose treatment is extremely expensive, and which often last a lifetime. The Haryana Government made its own scheme for these patients to reduce their day-to-day financial burden — “Financial Assistance to Persons Suffering from Rare Diseases”.
The scheme was announced by Chief Minister Manohar Lal on 11 May 2023 at Yamunanagar. The Cabinet then approved it, and on 12 December 2023 it was notified in the Haryana Gazette (Notification No. 40/20/2023-4SW, Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya Department — SEWA). The scheme came into force from the date of its publication in the Gazette. According to the Health Department’s estimate, there are about 700 to 1,000 such patients in Haryana.
The SEWA Department runs the scheme — its Director General/Director is the overall in-charge. Diagnosis and verification are handled through the Health Department (DGHS) — the disease is confirmed by a Centre of Excellence (CoE) notified by the Central Government, and the district Civil Surgeon issues the verification certificate.
Understand this first — what this scheme is for: this scheme gives Rs 3,200 per month for the patient’s day-to-day expenses. Separately, under the national policy, there is also treatment support of up to Rs 50 lakh at a CoE — that is NOT part of this scheme, and its details are given separately below. Do not mix the two.
How Much Assistance is Given?
Under this scheme, the patient gets a monthly amount equal to the Old Age Samman Allowance. Whenever the government raises the old-age allowance, this scheme’s amount rises by the same amount automatically. The amount history is:
| Since when | Monthly assistance | Basis |
|---|---|---|
| December 2023 (scheme launch) | Rs 2,750 | Scheme notification — equal to the Old Age Samman Allowance |
| From 01.01.2024 | Rs 3,000 | Old Age Samman Allowance became Rs 3,000; also recorded in the SARAL service document (April 2025) |
| From 01.11.2025 | Rs 3,200 | SEWA Department notification (February 2026) — Rs 200 hike across 9 social security schemes; enhanced amount paid from February 2026 with arrears |
At present, the patient gets Rs 3,200 per month. The amount is sent directly to the patient’s bank account every month through PFMS (Public Financial Management System). The assistance continues as long as the patient is alive and suffering from the disease — the Civil Surgeon re-examines the patient every year to check whether the patient is still suffering from the disease or has recovered. On recovery, death, violation of the eligibility terms, or false information, the assistance is stopped immediately.
Clearing the confusion on the amount: many old pages and aggregator websites on the internet still show Rs 2,750, and the SARAL service document of April 2025 also shows Rs 3,000. But as per the SEWA notification of February 2026 — reported by News18, The Times of India and Hindustan Times — “Financial Assistance to Persons suffering from rare diseases” is among the 9 schemes whose amount was raised from Rs 3,000 to Rs 3,200 with effect from 1 November 2025. This guide therefore states Rs 3,200, which is the current amount.
Who is Eligible?
The benefit goes only to a person who fulfils all the conditions below:
- Resident of Haryana: the applicant must be a domicile and bonafide resident of Haryana — a person of any age is eligible; there is no age limit.
- Parivar Pehchan Patra (PPP): the applicant must have a Parivar Pehchan Patra, along with a valid identity proof — Passport, Aadhaar Enrolment No., Aadhaar Card, Ration Card or Voter ID.
- Suffering from a notified rare disease: the applicant must suffer from one of the diseases listed in the National Policy for Rare Diseases, 2021 (and added from time to time) — such as Spinal Muscular Atrophy (SMA), Duchenne Muscular Dystrophy (DMD), Pompe disease, Gaucher disease, Fabry disease, Cystic Fibrosis, Maple Syrup Urine Disease and Phenylketonuria (PKU).
- Diagnosis confirmed by a CoE: the disease must have been definitely diagnosed at a Centre of Excellence (CoE) notified by the Central Government — a private hospital report or an ordinary doctor’s prescription alone does not give the benefit.
- Family income below Rs 3 lakh: the family’s annual income from all sources must be less than Rs 3,00,000.
Special point: this assistance is given in addition to any other social security pension — so even if the patient is already getting an old-age pension, disability pension or widow pension, this Rs 3,200 is paid separately.
Who is Not Eligible?
- A person who is not a domicile/resident of Haryana.
- A person who does not have a Parivar Pehchan Patra (PPP).
- A person whose disease is not in the list of the National Policy for Rare Diseases, 2021.
- A person whose disease has not been confirmed by a notified Centre of Excellence (CoE) — a private hospital report alone does not give the benefit.
- A person whose family annual income is Rs 3,00,000 or more.
- A patient who has recovered from the disease (found recovered in the Civil Surgeon’s annual examination).
The Rs 50 Lakh Treatment Support — A Separate Benefit, Do Not Confuse It
News reports often say that “a rare disease patient gets assistance of up to Rs 50 lakh”. That is true, but it is NOT the Haryana monthly scheme of Rs 3,200 — it is the treatment support under the Central Government’s National Policy for Rare Diseases, 2021. Understand the difference:
| Point | Haryana monthly assistance (this guide) | National policy — treatment support |
|---|---|---|
| Amount | Rs 3,200 per month (every month, for life) | Up to Rs 50 lakh (one-time, per patient, for treatment) |
| Given by | Haryana Government — SEWA Department | Central Government — Ministry of Health & Family Welfare (MoHFW) |
| How it is given | Directly into the patient’s bank account (PFMS/DBT) | Not cash — the amount is spent on treatment through the Centre of Excellence (CoE) |
| For what | Day-to-day expenses | Treatment/medicine costs at the CoE |
| How to apply | SARAL portal + Civil Surgeon verification | On the recommendation of the CoE’s Rare Disease Committee |
The number of diseases notified under the national policy has also kept growing — at the time of Haryana’s notification in December 2023 there were 55 diseases listed, while as of August 2026, as per the information given to Parliament, 63 diseases are notified. The diseases are divided into three groups — Group 1 (curable with one-time treatment), Group 2 (long-term treatment, lower cost) and Group 3 (lifelong treatment, high cost). The number of Centres of Excellence has also grown from 8 to 16 (till August 2026). The nearest centres for Haryana are PGIMER, Chandigarh and AIIMS, New Delhi. Treatment support is available only at these notified centres, so do check the current list on the Health Department’s website (haryanahealth.gov.in) before applying.
Benefit Under the Chirayu Scheme Too
Rare disease patients have been given one more big benefit — they have been included in the Chirayu Yojana, that too with an exemption from the family income limit. This means even patients whose family income is above Chirayu’s normal limit can join Chirayu under this exemption. Under Chirayu, free treatment of up to Rs 5 lakh per year is available at government and private hospitals. This was announced in October 2023 by the Director General of Health Services, Dr Sonia Trikha Khullar. The Health Department registers the patients — for this, contact your district Civil Surgeon office.
Documents Required
The following documents are needed with the application. This list is drawn from the official SARAL service document and the scheme notification:
| Document | Why it is needed |
|---|---|
| Age proof (any one) — Date of Birth Certificate / School Certificate / Voter Card / Voter list with photograph | To confirm the applicant’s age |
| Residential proof (any one, self-attested, issued prior to 15 years) — Ration Card / Voter Card / Voter list with photograph | To confirm Haryana residence |
| Aadhaar Card | For identity and linking the bank account |
| Parivar Pehchan Patra (PPP) | A compulsory eligibility condition — no application without PPP |
| Saving bank account details — with photocopy of passbook | The assistance is sent directly to the account (PFMS/DBT) |
| Diagnosis report / medical record from a Centre of Excellence (CoE) | To confirm the rare disease — the most important document |
| Verification Certificate from the Civil Surgeon | Issued by the district Civil Surgeon on the basis of the CoE diagnosis |
| Passport-size photographs | With the application form |
Note: the District Social Welfare Office may ask for additional documents depending on your case. Before submitting, confirm the document list at your district Civil Surgeon office, so that the form is not returned as incomplete.
How to Apply Online — SARAL Portal
Applications for this scheme are made online on the Antyodaya SARAL portal (saralharyana.gov.in). But note — before applying on SARAL, the diagnosis and registration process must be complete (see the offline process below). The steps for online application are:
- Open the SARAL portal: go to saralharyana.gov.in. If you do not have an account, create one through “New User Registration” using your mobile number and Aadhaar.
- Log in: log in with your user ID and password.
- Find the service: go to “Apply for Services” → “View All Available Services”. Select Social Justice and Empowerment as the department and type “Rare Diseases” in the search box — the service is named “Financial Assistance to Persons Suffering from Rare Diseases”.
- Fill the form: open the service and fill in the application form — name, age, PPP number, Aadhaar number, disease name, CoE name, bank account details and other information.
- Upload documents: scan and upload all documents from the list above — age proof, residence proof, Aadhaar, PPP, bank passbook and the CoE diagnosis report/verification certificate.
- Submit and save the receipt: after submitting, you will get an Application Reference Number / SARAL ID — keep it safe. You will use it to check the status later.
- You can also apply through CSC: if you find it difficult to apply online yourself, visit the nearest CSC (Common Service Centre) with your documents and the operator will apply for you. The CSC service charge is Rs 30.
Honest note: on 8 November 2026, a direct check found saralharyana.gov.in not opening due to a server time-out — this is a known problem with the portal; it usually opens in the browser. If the portal does not open, try again after some time or apply through the nearest CSC centre.
Offline Process — From CoE Diagnosis to Verification Certificate
As per the notification, the process before the application — diagnosis and registration — happens offline. The full process is:
- Get diagnosed at a CoE: first, the patient should go to a notified Centre of Excellence (CoE) — the nearest for Haryana are PGIMER, Chandigarh and AIIMS, New Delhi. The CoE will make a definite diagnosis of the disease.
- Register with the Civil Surgeon: after diagnosis, the patient should register at the Civil Surgeon office of the district of residence, or with the Medical Superintendent of any Government Medical College of Haryana, along with the medical record.
- Verification Certificate: the Civil Surgeon / Medical Superintendent will register the patient on the basis of the CoE diagnosis and issue a Verification Certificate through the online portal hosted on the Health Department’s website (haryanahealth.gov.in).
- Verification by the DGHS office: the nodal officer of the DGHS office verifies the data and forwards it to the Citizen Resources Information Department (CRID).
- Apply on SARAL: after this, apply online on the SARAL portal as explained above. The application goes to the district Civil Surgeon — they will examine the patient’s health condition. If the patient is not found to be suffering from a rare disease, the Civil Surgeon will reject the application with their findings. If found genuine, the application is forwarded to the District Social Welfare Officer (DSWO) concerned.
- Sanction and pension number: the DSWO checks the data through PPP at their own level and sanctions the assistance online on the SARAL portal — after this, the beneficiary gets a Unique Pension Identification Number and Rs 3,200 per month starts coming into the account.
Fee, Timeline and Status Check
| Item | Status |
|---|---|
| Application fee | No government fee (No Fee). CSC/Atal Seva Kendra service charge is Rs 30 if applied through CSC. |
| Timeline (RTS) | 60 days — as per the SARAL service document, the time limit for disposal of the application is 60 days. |
| Last date | No last date — this is a year-round scheme; you can apply any time after the disease is confirmed. |
| Status check (online) | On the SARAL portal (saralharyana.gov.in), use “Track Application Status” with your Application Reference Number / SARAL ID. Updates also come by SMS. |
| Status check (offline) | Ask at the District Social Welfare Office (DSWO) or the Civil Surgeon office, quoting your receipt number. |
| Payment | After approval, the amount is sent directly to the bank account every month (PFMS/DBT). The bank account must be linked with Aadhaar — check the linking at your bank before applying. |
Payment rules — know them: as per the notification, the bank will not permit withdrawal of the benefit from outside the district in which the beneficiary is registered. If there is no withdrawal from the account for 60 continuous days, the bank will render the account “inoperative” for the purpose of this scheme — it can be re-operationalised within 90 days with a justification, with the Director’s permission. Assistance taken on wrong information can be recovered with 12% annual interest — as arrears of land revenue.
Understand the Difference — Rare Disease Assistance vs Other Pensions
Haryana has several pension schemes of Rs 3,200 a month — people often mix them up. The table below makes it clear how the rare disease assistance is different:
| Point | Rare Disease Assistance (this guide) | Cancer Patient Pension | Divyang Pension | Old Age Samman Allowance |
|---|---|---|---|---|
| For whom | Patient with a notified rare disease, diagnosed at a CoE | Stage III–IV cancer patient | Person with 60% or more disability | Senior citizen aged 60 or above |
| Amount | Rs 3,200/month | Rs 3,200/month | Rs 3,200/month | Rs 3,200/month |
| Age condition | None — a patient of any age | No age limit | 18 years or above | 60 years or above |
| Income limit | Below Rs 3 lakh/year | Rs 3 lakh/year | Rs 3 lakh/year | Rs 3 lakh/year (combined income of self + spouse) |
| Department | SEWA Department | SEWA Department | SEWA Department | SEWA Department |
| Special point | Given along with other pensions; income exemption in Chirayu too | A separate scheme linked to cancer treatment | Disability certificate compulsory | Age 60+ compulsory |
| Detailed guide | This article | Cancer Patient Pension 2026 | Divyang Pension 2026 | Old Age Samman Allowance 2026 |
One more thing: the same amount (Rs 3,200) does not mean these are the same scheme — all four are separate schemes with separate eligibility. The special feature of the rare disease assistance is that there is no age limit — a patient from a newborn baby to an elderly person can be eligible, provided the disease is in the notified list and diagnosed at a CoE.
Frequently Asked Questions (FAQ)
1. How much assistance does a rare disease patient get in Haryana?
Rs 3,200 per month — the current amount in force from 1 November 2025 (earlier Rs 2,750, then Rs 3,000 from 01.01.2024). The amount comes into the bank account every month through PFMS and continues as long as the patient is alive and suffering from the disease.
2. Is the Rs 50 lakh assistance also given under this scheme?
No. The assistance of up to Rs 50 lakh is for treatment under the Central Government’s National Policy for Rare Diseases, 2021 — that amount is not given in cash; it is spent on treatment at a Centre of Excellence (CoE). Haryana’s scheme gives only Rs 3,200 per month as monthly assistance. Both are separate benefits and both can be taken together.
3. Which diseases are covered under this scheme?
The diseases listed in the National Policy for Rare Diseases, 2021 — 63 diseases are notified as of August 2026, including Spinal Muscular Atrophy (SMA), Duchenne Muscular Dystrophy (DMD), Pompe disease, Gaucher disease, Fabry disease, Cystic Fibrosis, Maple Syrup Urine Disease and Phenylketonuria (PKU). The full current list can be seen on the Health Department’s website (haryanahealth.gov.in).
4. Where should the disease be confirmed?
The disease must be definitely diagnosed at a Centre of Excellence (CoE) notified by the Central Government. The nearest centres for Haryana are PGIMER, Chandigarh and AIIMS, New Delhi. A private hospital report alone does not give the benefit — after the CoE diagnosis, the district Civil Surgeon issues the verification certificate.
5. Can I also get an old-age pension or disability pension along with this assistance?
Yes. The notification clearly says this assistance is given in addition to any other social security pension. So even if you are getting an old-age pension, disability pension or widow pension, this Rs 3,200 is paid separately.
6. Where and how do I apply?
Online — on the Antyodaya SARAL portal (saralharyana.gov.in), under the service “Financial Assistance to Persons Suffering from Rare Diseases”. But first, the CoE diagnosis and the Civil Surgeon’s verification certificate are necessary — without them the application will not be approved. You can also apply through a CSC centre (service charge Rs 30).
7. Is there any last date to apply?
No — no last date or application window has been announced; it is a year-round scheme. You can apply any time after the disease is confirmed.
8. How long is the assistance given, and when can it stop?
The assistance is given as long as the patient is alive and suffering from the rare disease. The Civil Surgeon re-examines the patient every year — if the patient has recovered, the DSWO is informed and the assistance is stopped. It also stops immediately on death, violation of the eligibility terms, or false information, and wrongly taken assistance can be recovered with 12% annual interest.
9. Will a rare disease patient also get the benefit of the Chirayu scheme?
Yes. Rare disease patients have been included in the Chirayu Yojana with an exemption from the family income limit — under it, free treatment of up to Rs 5 lakh per year is available at government and private hospitals. For this, contact your district Civil Surgeon office.
