India Textiles PLI Scheme Round 4: Applications Open November 1 to December 31 with Lower Turnover Limit
The Ministry of Textiles will reopen the application portal for the Production Linked Incentive scheme for textiles on November 1, inviting fresh applications under Round 4 of the scheme until December 31, 2026.
The scheme supports manufacturing in three segments: man-made fibre apparel, man-made fibre fabrics and technical textiles. Its stated aims are to strengthen domestic manufacturing, attract investment, generate employment and improve India’s position in global textile value chains.
The most significant change in Round 4 is a lower entry bar for mid-sized manufacturers. Under the Part 2 category of the scheme, the minimum turnover requirement has been cut from Rs 200 crore to Rs 100 crore, opening the door to more micro, small and medium enterprises and mid-sized manufacturing units. The minimum investment threshold for Part 2 remains Rs 50 crore.
The tenure of the scheme has also been extended up to financial year 2033-34, but only for applicants approved under Round 4, giving successful applicants a longer horizon to build and expand production capacity.
Companies already participating in Rounds 1, 2 and 3 that have not claimed or received any incentive so far are also eligible to migrate to Round 4, subject to withdrawing their existing applications under the earlier rounds, as applicable.
Eligible companies have been asked to apply online through the portal pli.texmin.gov.in within the application window and in line with the scheme guidelines.
The government had approved 52 new applications under Round III of the textiles PLI scheme in April this year, which are expected to bring in investment of Rs 6708 crore, showing the scale of manufacturing capacity the scheme is already drawing into the sector.
For textile manufacturers planning fresh capacity in man-made fibre or technical textiles, the November 1 opening — combined with the halved turnover threshold — is the window to enter the scheme on its new, wider terms.
