The central government will launch its largest-ever nationwide Digital Life Certificate campaign on November 1, making it easier for pensioners across the country to submit the annual proof of life that keeps their pension flowing.

The Department of Pension and Pensioners’ Welfare will conduct the fifth nationwide campaign from November 1 to 30, 2026, covering 2,000 cities and districts. The government aims to generate 2.30 crore Digital Life Certificates during the month-long exercise, including 1.50 crore through face authentication.

Face authentication is the centrepiece of this year’s campaign. It allows pensioners to generate their Digital Life Certificate, known as Jeevan Pramaan, using a smartphone running Android or iOS, without needing a fingerprint scanner. The Ministry of Electronics and Information Technology and the Unique Identification Authority of India will provide technical support during the campaign.

The campaign follows a whole-of-government approach. Pension disbursing banks, India Post Payments Bank, pensioners’ welfare associations, the Controller General of Defence Accounts, the Department of Telecommunications, Railways, the Employees’ Provident Fund Organisation, state governments, UIDAI and MeitY will all work together to reach pensioners, including those in remote areas.

In all, 19 banks, 785 district post offices and 56 welfare associations will take part. Camps will also be organised in what the department calls Utsav mode, offering additional services such as health check-ups and Aadhaar updation alongside certificate generation, with doorstep services and grievance officers handling complaints.

Government pensioners are required to submit a life certificate every year to continue receiving pension payments without interruption. Pensioners aged below 80 years can submit theirs from November 1, while those aged 80 and above have been able to submit from October 1, with the submission window generally closing on November 30.

For elderly pensioners who find travel difficult, the combination of a smartphone-based face check and doorstep camp services is designed to remove the hardest part of the annual exercise — reaching a bank or office in person.
