Haryana Roadways Student Bus Pass 2026: 150 km Free Travel

As of 7 November 2026, any student of a government or recognised school or college in Haryana can travel up to 150 kilometres free every day on Haryana Roadways buses — from home to their institution and back, for both boys and girls. The facility has been in force since 5 July 2024; before that the free-travel limit was only 60 kilometres. And the new rule is that the same student bus pass is now also valid on the state’s electric AC buses (E-Buses) — announced by Chief Minister Nayab Singh Saini on 28 May 2026 in Panipat. This guide gives the eligibility, documents, application steps, renewal and pass rules — all in one place.

The pass is issued for six months (half-yearly) on the recommendation of the school or college — the student pays no fare at all. The application route is fully offline: the form comes from the institution and the pass is made at the General Manager (GM) office of the concerned depot. There is no verified online application portal — buspass.hrtransport.org carries only information and the form download.

One caution first — about the E-Bus news: the Transport Department’s official site buspass.hrtransport.org still says (checked live on 7 November 2026) that passes are valid only on Standard/Ordinary buses and Haryana Uday (CNG Standard) buses. Validity on E-Buses rests on the Chief Minister’s 28 May 2026 announcement and the arrangement that has since come into force at bus stands — so do confirm with your depot or the conductor before boarding an E-Bus.

150 km Free Travel — Since When, For Whom

Haryana’s then Transport Minister Aseem Goel announced on 9 July 2024 that the bus pass facility for students of government and recognised educational institutions had been raised from 60 kilometres to 150 kilometres. The arrangement came into force through the Transport Department’s letter of 5 July 2024 — four days before the announcement itself.

  • Who it covers: all students of schools, colleges or institutions in Haryana that are recognised by the State Government or affiliated with any university or board in the state.
  • Girls already had it: girls already enjoyed free travel; the 5 July 2024 letter extended the same 150 km free facility to boys as well — the limit is now the same for both.
  • Still in force today: the Transport Department clarified in February 2025 that the facility continues without any change — so the 150 km rule is the one in force on 7 November 2026.
  • How distance is measured: the distance from home/bus stand to the institution — if there is any doubt about the distance, get it confirmed at the concerned bus stand or on the Haryana Roadways website.

Also Valid on E-Buses — The 28 May 2026 Announcement

On 28 May 2026, while inaugurating the electric bus depot in Panipat, Chief Minister Nayab Singh Saini announced that the bus passes of school and college students would also be valid on electric buses, on the lines of Roadways. Eighty low-floor E-Buses were flagged off the same day.

  • Bus allocation: Panipat 40, Yamunanagar 15, Kurukshetra 10, Sonepat 10, Panchkula 5.
  • Depot: the Panipat electric bus depot was built at a cost of ₹7 crore.
  • City bus services: at the time, city bus services were running in 10 major cities — including Panipat, Yamunanagar, Karnal, Panchkula and Rohtak.
  • What comes next: 650 standard-floor AC buses for metropolitan cities such as Gurugram and Faridabad were also announced the same day.
  • In practice: the Stand Incharge at Ambala Cantt bus stand has confirmed that the student pass facility on electric buses is fully operational — students are travelling on E-Buses without any extra fare on routes such as Ambala City to Ambala Cantt, Naraingarh, Barara, Kalka and Yamunanagar.

Caution (again): the “Bus Passes” page on the official portal buspass.hrtransport.org still limits passes to Standard/Ordinary and Haryana Uday (CNG Standard) buses — it does not mention E-Buses. So this guide prints E-Bus validity on the basis of the CM’s announcement + on-ground implementation at the stands, not on the portal’s say-so. Confirm at your depot before boarding an E-Bus on your route.

Who Is Eligible — And Who Is Not

  • Eligible: every student — boy or girl — studying in a government or recognised school, college or institution in Haryana, provided the institution is recognised by the State Government or affiliated with a university/board in the state.
  • Distance condition: the distance from home to the institution must be within 150 km. No free pass is made for longer distances.
  • Hostellers are NOT eligible: students living in the institution’s hostel do not get this facility — the pass is only for students who commute daily from home (non-hostellers). The institution’s hostel warden/CHW also has to verify this.
  • The institution’s responsibility: the pass is made only on the institution’s recommendation — the institution must give a verified copy of its recognition/affiliation certificate and a list of students to the roadways depot of its area.

How to Get the Pass — Step by Step

  1. Get the form: take the application form from your school/college office — or download it from buspass.hrtransport.org (the form is free of cost).
  2. Fill the form: name, father’s name, roll number, course/branch, academic session, Aadhaar number, contact number, address, and “from which bus stand to which bus stand” — with the distance. Attach a copy of residence proof (other than Aadhaar).
  3. Get it verified by the institution: take the signature and seal of the Head of Department/Principal on the form — the institution also verifies that the student does not live in the hostel.
  4. Attach the documents: attach copies of all the documents in the list below.
  5. Submit at the depot office: submit the filled form at the office of the General Manager (GM), Haryana Roadways, in whose jurisdiction your starting point or destination falls — on any working day between 10.00 AM and 3.00 PM.
  6. Collect the pass: a computerised pass with a hologram is issued — it carries your photograph, the names of both stations and the duration of the pass. Get the pass laminated immediately on receiving it, and keep a photocopy of the form for your own record.

Renewal: the pass is half-yearly — when it expires, repeat the same process for a new/renewed pass; carry the original old pass at the time of renewal.

Documents Required

  • Duly filled application form (verified by the institution)
  • Old bus pass — original (for renewal only)
  • Copy of the school/college/university ID card
  • One passport-size photograph
  • Haryana Resident Certificate or PPP (Parivar Pehchan Patra) ID
  • Copy of the Aadhaar card
  • (Verification of non-hosteller status — from the institution’s hostel warden/CHW)

What Is Written on the Pass — And the Pass Rules

According to the Transport Department’s portal, the pass is computerised, carries a hologram and has your photograph printed on it. The names of both stations and the duration of the pass are clearly printed — passes of different durations are of different colours, and the expiry date is printed on the top.

  • Where the pass is valid: from any point in Haryana to any destination within Haryana — including Delhi and Chandigarh. The minimum distance must be 10 km on one side.
  • Not transferable: the pass cannot be given to anyone else, and its money is not refundable.
  • Always carry it: the pass must be shown when the conductor or checking staff asks for it — a photocopy is not accepted; only the original pass will do.
  • Not an identity proof: the bus pass cannot be used as an identity proof (ID proof) for any purpose.
  • If the pass is lost: a duplicate pass can be issued by paying a 50% penalty on the charges for the balance period.

General (Paid) Bus Pass Rates — Different from the Student Pass

The information above is about the student pass, which is free. The Transport Department’s portal also lists the rates for passes made for ordinary passengers — do not confuse these with the student pass:

Pass duration Charge
One-month pass 40 single fares
Three-month pass 110 single fares
Six-month pass 200 single fares
Card + processing fee (extra) ₹15 (card ₹10 + processing ₹5)

The fare is charged as per the fare on the date of issue or renewal of the pass. These charges do NOT apply to the student pass — the student pass is free for both boys and girls.

Happy Card — For Students with 60% or More Marks

If you scored 60% or more marks in Class 10 or Class 12, you may also be eligible for the Happy Card — which gives up to 500 kilometres of free travel for a full year on Haryana Roadways buses. This is a separate facility from the student bus pass and has its own application process — see our separate Happy Card guide.

What to Do If the Pass Is Lost or Has an Error

  1. Pass lost: go at once to the General Manager’s office of the concerned depot — a duplicate pass can be made by paying a 50% penalty on the charges for the balance period.
  2. Wrong name/station printed on the pass: get it corrected at the depot office that issued the pass — carry the institution’s recommendation and your ID.
  3. Pass not accepted in an E-Bus: cite the Chief Minister’s announcement of 28 May 2026 to the conductor and get a written confirmation from the depot office — the portal page is still the old one, so the depot’s confirmation is what counts in the end.
  4. Do not pay any agent: the student bus pass is free — if anyone asks for money to make a pass, do not pay, and complain at the General Manager’s office of the depot.
