Haryana Lal Dora Property Card Download
As of 7 November 2026, every homeowner in a Haryana village has a firm legal paper for their house — the Lal Dora Property Card, created under the Government of India’s SVAMITVA scheme through drone surveys. This card is the official proof of ownership for your house inside the village abadi (Lal Dora) area — it helps you get a bank loan, buy or sell the house easily, and settles boundary disputes. This guide gives the correct steps to download the card, what is written on it, how to get mistakes corrected, and the benefits — all in one place.
The most important fact first: Haryana’s online download portal is down today. The Development & Panchayat Department’s site haryanadp.gov.in shows “under maintenance” on 7 November 2026 — so there is no verified online route to fetch the card today. The reliable route right now is offline — the Gram Sachiv, the BDPO office or a CSC (see below). Also note a difference in the figures: the Ministry of Panchayati Raj told Parliament on 25 March 2026 that surveys were complete in all 6,260 villages of Haryana and 2,515,646 cards had been prepared and distributed; but the SVAMITVA portal’s live dashboard (6 November 2026) shows surveys complete in only 6,220 villages and only 535,971 cards prepared. The two official figures do not match — so this guide gives both, with dates, instead of printing one number as the truth.

What Is Lal Dora? (And How It Differs from Jamabandi)
Lal Dora (red line) is the boundary of the village abadi — the inhabited part where people live — drawn in red ink in revenue records since British times. Inside it lie houses, courtyards, lanes and the village settlement, not fields.
- Inside Lal Dora: your house, plot or shop — this is abadi. Its record is the SVAMITVA Property Card.
- Outside Lal Dora: fields and agricultural land — its record is the Jamabandi, available on jamabandi.nic.in. A property card is not the paper for farm land.
- The old problem: Lal Dora land had no firm ownership record at all — no registry, no map. So no loan was available on the house, and boundary or partition disputes were common. SVAMITVA fixed this by measuring every house with drones.
Note: if your house stands in a field outside the village abadi, its record is in the Jamabandi — this guide’s card does not apply to it. See our separate Jamabandi guide.
How Does the SVAMITVA Scheme Work? (5 Stages)
- Drone survey: Survey of India drones fly over the village and take high-resolution images of the abadi; CORS (Continuously Operating Reference Stations) technology makes measurements accurate to 5 centimetres.
- Map preparation: A 1:500 scale map of every plot is made from these images — showing exactly where each property begins and ends.
- Public display in Gram Sabha: the map is displayed in the village on large flex boards — every owner can check their plot and point out errors.
- Objection settlement: objections about wrong measurements, wrong names or boundary disputes are recorded and resolved before the map is finalised.
- Card issue: a Property Card is made for every owner from the final map — the State Government distributes it, and a digital copy is also made available.
Haryana’s special feature: according to the Ministry’s reply, Haryana is among the states where the wife’s name is recorded as co-owner on the property card.
On 18 January 2025, the Prime Minister distributed 6.5 million property cards at once to owners in more than 50,000 villages across 10 states and 2 Union Territories — Haryana’s cards were part of this drive.
How to Download the Haryana Lal Dora Property Card Online
The direct answer — as of today (7 November 2026) there is no verified online download route. A live check of all three official sites found this:
- haryanadp.gov.in — under maintenance. The Haryana Development & Panchayat Department’s site today shows only: “This site is under maintenance. It will be live soon.” (confirmed again after a reload). There is no SVAMITVA, Property Card or Lal Dora link or section visible — so no step asking for district, property card ID, mobile number or owner name could be verified today.
- svamitva.nic.in — no individual card download link. On the scheme’s official site, “Village Profile” (village-wise KPI status) only lets you look up a village’s progress by village name or code — there is no form to download an individual owner’s card. Downloads offer only blank state formats (samples) of the card — including a blank Haryana format PDF — but that is not your filled card.
- The method printed on many websites (enter district, card ID, mobile and name on haryanadp.gov.in and press “Generate Report”) — that method did not appear on any official site today, so this guide does not print it as a step. The guide will be updated as soon as the portal is live again.
What to do today: use the offline routes below — get a copy of the card from the Gram Sachiv, the BDPO office or a CSC. You do not need to wait for haryanadp.gov.in to come back.
How to Get the SVAMITVA Card from DigiLocker
Haryana’s SVAMITVA card is NOT verified in DigiLocker. In the check of 7 November 2026, searching “SVAMITVA” in DigiLocker’s public issuer list returned 7 issuers — but the Ministry of Panchayati Raj was not among them. Haryana’s issuer (Revenue & Disaster Management Department Haryana) shows exactly one document, named “Property Certificate” — not “Property Card” or “SVAMITVA Property Card”. Whether that certificate is the SVAMITVA card or a different document could not be verified publicly, because opening it needs a DigiLocker sign-in.
- Other states are different: Uttarakhand (“Property Card-Swamitwa Yojna”) and Odisha (“Integration of Property Card under Svamitva Scheme into Digilocker”) have SVAMITVA cards clearly listed in DigiLocker — no such card type was found for Haryana.
- What you can try: sign in to the DigiLocker app/site and look under Issued Documents for the Revenue & Disaster Management Department Haryana entry “Property Certificate” — if your card/certificate appears there, that is your copy. If it does not, use the offline route.
- Caution: a document in DigiLocker is visible only after sign-in — never share your OTP or password with anyone.
Offline Options — If the Card Is Not Found Online
If the card does not open online or your name is not in the list, use these routes:
- Ask the Gram Sachiv — the village Gram Sachiv holds the list and distribution record of SVAMITVA cards; the cards were distributed in the village itself.
- Visit the BDPO office — the Block Development & Panchayat Officer (BDPO) office holds the record of your village’s cards.
- Visit a CSC (Common Service Centre) — the nearest CSC can help you get the card; carry your Aadhaar and property card ID.
- Panchayat Bhawan / Gram Sabha — cards that were not collected during distribution are often kept safely with the panchayat.
Caution: if anyone asks you for money in the name of the property card, do not pay — the card is completely free. Report fraud on the CM Window (cmharyanacell.nic.in) or at the nearest police station.
What Is Written on the Property Card?
- Owner’s name (and in Haryana the wife’s name as co-owner, wherever applicable)
- Property ID / card number — a unique identity for every plot
- Village, block and district name
- Plot area (in square metres / square yards)
- Plot boundary and map (1:500 scale drone map)
- Property type — residential (house), shop, etc.
- Issuing department — Development & Panchayat Department, Haryana / Revenue Department
Read the card carefully and match the spelling of the name, the area and the plot boundary — this same information is used later for a loan or a sale.
5 Big Benefits of the Property Card
- Bank loan: the house is now documented property — you can take a home loan or a loan against property using the card.
- Easier buying and selling: the buyer sees official proof of ownership — deals become faster and safer.
- Fewer disputes: the drone map fixes the boundary — “my land, your land” disputes with neighbours are easier to settle.
- Useful in government schemes: the card works as ownership proof for housing, toilet and other schemes.
- Inheritance and partition: the card becomes the basis for family partition or a will.
How to Get a Mistake on the Card Corrected
- Note the mistake first — spelling of the name, area, boundary or co-owner’s name — write down exactly what is wrong.
- Contact the Gram Sachiv / Patwari — the correction application goes to the Revenue Department through the Gram Sachiv or the concerned Patwari.
- Keep documents ready — Aadhaar card, old proof of possession (electricity bill, ration card, voter card) and a copy of the card if you have it.
- Objection in Gram Sabha — there is a stage when SVAMITVA maps are publicly displayed for objections; if your village has passed that stage, correction follows the normal revenue-record process (like fard/mutation) — the Patwari will tell you the right route.
- Written complaint — file a written complaint at the BDPO office or on the CM Window (cmharyanacell.nic.in) and keep its acknowledgement safe.
Note: the map-objection stage is complete village by village; correction now takes time — stay away from agents who promise an “instant correction”.

Frequently Asked Questions (FAQ)
1. What is the Lal Dora Property Card? It is the government card proving ownership of your house/plot inside the village abadi (Lal Dora), made from drone-survey maps under the SVAMITVA scheme. It carries the owner’s name, property ID, area and map.
2. How many villages in Haryana have their cards ready? Two official figures do not match. According to the Ministry of Panchayati Raj’s reply in Parliament of 25 March 2026, surveys are complete in all 6,260 villages of Haryana and 2,515,646 cards have been prepared and distributed. But the SVAMITVA portal’s live dashboard (6 November 2026) shows surveys complete in only 6,220 villages, 535,971 cards prepared in 3,545 villages and 409,052 cards distributed in 3,403 villages. This guide gives both figures with dates — the department’s confirmation is needed for the correct number.
3. What is the fee to download the card? There is no fee — the card is completely free, whether downloaded, taken from a CSC or collected from the panchayat.
4. Can I get a bank loan with this card? Yes — that is the card’s biggest benefit. The card is official proof of ownership, so banks accept it as property paper. Loan approval still depends on the bank’s own conditions.
5. My house is built in a field — will I get this card too? No. A house in a field is recorded in the Jamabandi, not in a SVAMITVA card. Jamabandi can be downloaded from jamabandi.nic.in.
6. My name is printed wrong on the card — what should I do? Contact the Gram Sachiv or Patwari and apply for a correction; keep your Aadhaar and proof of possession ready. Correction goes through the Revenue Department’s process — it takes time, so stay away from agents.

Disclaimer: all information in this guide is based on checks made on 7 November 2026. haryanadp.gov.in was “under maintenance” that day and no verified online card-download route was found on any official site — so no online download steps are printed in this guide. The guide will be updated as soon as the portal is live. The difference between the Parliament reply and the live dashboard figures is stated plainly. If the card is not found, use the offline routes (Gram Sachiv / BDPO / CSC) and confirm finally with the concerned department.
