Haryana pays a monthly financial assistance to soldiers discharged from service on medical grounds — Rs 7,000 per month (from 1 November 2026, as calculated). This is the “Financial Assistance to Disabled Ex-Servicemen” scheme — a Haryana state scheme run by the Sainik & Ardh Sainik Welfare Department through the Rajya Sainik Board (RSB). The most distinctive feature of this scheme is that it is meant for soldiers whose disability is NOT linked to military service — soldiers discharged on medical grounds because of an illness or disability that did not arise from service. Note — the Rs 7,000 rate is calculated from the memo of 29 October 2016 (Rs 3,000 + Rs 400 every November); no later memo was found, so confirm the current rate in writing from your Zila Sainik Board (ZSB) before applying.

The biggest confusion is mistaking this assistance for a disability pension. The two are completely different: a disability pension is paid by the Government of India to soldiers whose disability is attributable to service; under this scheme the disability must NOT be attributable to service — and anyone receiving any pension is not eligible at all. The second confusion is mixing it with the daughter’s marriage grants. The Rs 51,000 grant for a war-disabled soldier’s daughter’s wedding (guide 7788) and the KSB’s Rs 1 lakh grant (guide 7781) are different schemes — this assistance is the ESM’s own, not his daughter’s wedding grant. And the third confusion is the old Rs 1,000 rate still shown on the department’s website; the site was never updated with the 2016 memo, so do not take Rs 1,000 as the current rate.

How much assistance? — Full rate list

This assistance has run since the 1990s and its rate has been raised several times. The table below gives the rate in every period — and remember, the rates after 2016 are calculated from the Rs 400 annual increase rule in the memo of 29 October 2016, not from any new memo.

From Amount (per month) Basis
Before 2004 Rs 200 Rate carried from the letters of 8 May 1991 and 4 August 1992
1 December 2004 Rs 500 Memo FA/D.ESM/4D-III/2004, 16 December 2004
13 December 2006 Rs 1,000 Memo 24/9/97-4DIII, 5 April 2007
Memo of 28 May 2014 Rs 1,500 Cited in the 2016 memo; effective date not verified
1 November 2016 Rs 3,000 Memo 24/9/97-4D-III, 29 October 2016
1 November 2017 Rs 3,400 Annual increase of Rs 400 every November begins (from 1 November 2017)
1 November 2021 Rs 5,000 Rs 400 annual increase continues
1 November 2024 Rs 6,200 Rs 400 annual increase continues
1 November 2026 Rs 7,000 (calculated — confirm) Calculated from the 2016 memo; no new memo found after 2016

The arithmetic is simple — Rs 3,000 in 2016, then add Rs 400 every November: Rs 3,400 in 2017, Rs 3,800 in 2018, Rs 4,200 in 2019, Rs 4,600 in 2020, Rs 5,000 in 2021, Rs 5,400 in 2022, Rs 5,800 in 2023, Rs 6,200 in 2024, Rs 6,600 in 2025 and Rs 7,000 in 2026. The memo states no upper cap on the increase — so under the rule the amount keeps rising every year until the government changes it. But understand this clearly — this is a calculation based on the 2016 memo; if the government issued any further order after 2016, it was not found here. So treat Rs 7,000 as “the rate calculated from the memo’s rule”, not “the confirmed current rate” — and confirm it in writing from the ZSB before applying. Exactly the same rule and the same calculation apply to the war-widow assistance (guide 7773) — both schemes were enhanced by memos of the same date (29 October 2016).

The biggest confusion — this assistance vs other schemes

Haryana has several schemes for disabled soldiers and their families, and their conditions differ — the most common confusion is about which scheme applies to whom and whether money from two schemes can be taken together. The table below makes the difference clear — and remember, the strictest condition of this scheme is that no pension or FA must be coming from any source.

Scheme For whom Amount Key condition
This scheme — the disabled ESM’s own assistance (State) Disabled ESM (medical discharge, disability not service-related) Rs 7,000/month (from 1.11.2026, calculated) No pension/FA; no civil employment; apply on SARAL
War Disabled Daughter Marriage Grant (guide 7788) Daughter of a war-disabled ESM (above 50%) Rs 51,000 one-time Paper application to the ZSB 2 months before the wedding; a daughter’s wedding grant
KSB Marriage Grant (guide 7781) Daughter of an ESM/widow (Havildar or below) Rs 1,00,000 per daughter (max 2) Online on ksb.gov.in within 180 days of the wedding; a central scheme
War Widow Assistance (guide 7773) Widow of a soldier killed in action Rs 7,000/month (from 1.11.2026, calculated) Paid ON TOP of the Government of India family pension — the opposite rule to this scheme
Ex-Servicemen 60+ Assistance (guide 7743) ESM and widows aged 60+ Rs 600/month No pension; an age condition, not a disability condition
Haryana Divyang Pension Divyang persons with 60%+ disability (3-year residence, income limit) Rs 3,200/month (from 1.11.2025) Social Justice Department; cannot be taken together with this scheme
Para/Tetra/Hemi Plegic ESM Assistance 100% disabled ESM in penury, unfit for civil life Rs 1,000/month (2007 memo; later rate unverified) Also paid in addition to the Government of India disability pension — the opposite rule to this scheme

Who is eligible?

Every condition below must be met — these are the conditions in Annexure ‘A’ of the Government of Haryana’s 2004 memo; wherever information could not be verified, the guide says so clearly.

Condition Detail
Applicant An ex-serviceman discharged on medical grounds — no age limit (irrespective of age)
Disability The disability must not be attributable to service — the same disability must have been the reason for the medical discharge
Service Regular Army, Navy or Air Force — the DSC, GREF, Lok Sahayak Sena and para-military forces are not covered by this definition
Haryana residence Must be a bonafide resident of Haryana; a domicile certificate from the competent authority is required
Pension No pension or financial assistance from any source — not even the Government of India disability pension
Employment Must not be working in any civil job
Application route Through the respective Zila Sainik Board (ZSB) — the ZSB verifies, the Rajya Sainik Board (RSB) sanctions
Affidavit An affidavit on 7 points — Haryana resident, medically boarded out, disability not attributable to service, no FA from the DSWO or any department, no disability pension from the Government of India, not in civil employment

Who is NOT eligible?

In any of the situations below, no money will be paid under this assistance — check yourself against this list before applying.

  • Receiving any pension or FA from any source — the Government of India disability pension, old-age pension, Divyang pension or any other financial assistance; this is the strictest condition of the scheme.
  • Disability attributable to service — such as an injury in war or a service-related illness; that is the disability pension route, not this FA.
  • Working in a civil job — eligibility ends as soon as a civil job is taken; even an already sanctioned FA will stop.
  • A personnel of the DSC, GREF, Lok Sahayak Sena or a para-military force (CAPF) — under the Government of India ex-serviceman definition (DoPT memo, 27 March 1987) these are not ESM; recruits are not ESM either.
  • Not a bonafide resident of Haryana — without a domicile certificate the application will not proceed.
  • Found drawing a pension/FA from any department after sanction — permanently debarred — not only from this scheme but from all Sainik Board FA schemes.

The disability condition — no minimum percentage in the memo

The most important and most misunderstood point of this scheme is the disability percentage — no minimum disability percentage is written in the memos for this general scheme. Not in the 2004 memo, not in the 2007 memo, not in the 2016 memo — nowhere does it say “the disability must be this many percent”. The only condition is that the disability must have been the reason for the medical discharge and must not be attributable to service. This sets it apart from the other schemes: the Para/Tetra/Hemi Plegic scheme needs 100% disability, the daughter’s marriage grant (#42) needs above 50%, and the Divyang pension needs above 60% — but this scheme states no percentage threshold in the memo. But note — the SARAL list asks for a disability certificate showing the percentage, which means the percentage is looked at; whether the ZSB applies any percentage threshold in practice could not be verified — ask your ZSB before applying. Also understand this — the disability is assessed by a medical board and recorded in the discharge book; a discharge book that clearly records the medical discharge is the strongest proof.

Documents required

The list below is drawn from Annexure ‘A’ of the 2004 memo and the SARAL/myScheme document list — if even one paper is missing, the case will get stuck, so also confirm the exact list with your Zila Sainik Board before applying.

No. Document Note
1 Ex-serviceman identity card ESM ID card — as per the SARAL list
2 Parivar Pehchan Patra (PPP) and Aadhaar card The SARAL application fetches family data using the PPP number
3 Original discharge book Shows the medical discharge details — returned by the ZSB after scrutiny
4 Haryana residence certificate Domicile certificate issued by the competent authority
5 Revenue report checked by a Tehsildar As per the SARAL list
6 Aadhaar-linked bank passbook Account details — for payment
7 Disability certificate Shows the disability percentage — no minimum percentage is stated in the memo
8 Non-employment certificate and signed affidavit No civil job + the 7-point affidavit (the memo’s proforma)
9 No Objection Certificate (NOC) from the DSWO Confirms no FA/pension is being received from the District Social Welfare Department — a memo condition

How to apply?

Applications for this assistance are made online — on the Antyodaya SARAL portal. The service is listed at serial 164 in the SARAL services list (3 December 2018) — “Financial Assistance to Disabled ESM”. Follow the steps below.

Step What to do
1 Check eligibility — medical discharge, disability not service-related, no pension/FA, no civil job, Haryana resident
2 Gather documents — original discharge book, domicile certificate, DSWO NOC, affidavit, Aadhaar-linked bank passbook (see the list above)
3 Register on SARAL — register as a “New User” on saralharyana.gov.in; verify your mobile and email with OTP and log in
4 Find the service and fill the form — in “Apply for Services” search for “Financial Assistance to Disabled Ex Serviceman”; enter the PPP number to fetch family data, verify your name with OTP, fill the form, upload documents and submit
5 ZSB verification and RSB sanction — the ZSB Secretary and Welfare Organiser will verify the case; complete any shortcoming at once; the case goes to the RSB with a recommendation
6 Payment and status — monthly payment from the 1st of the month after sanction; check the status on the SARAL status portal with the application reference ID

Note — the 2004 memo describes a paper application to the ZSB, while myScheme and the SARAL list describe an online service — the current route is SARAL online, but the ZSB verification still happens. The SARAL portal did not load from here, so the steps above are taken from the myScheme list — check the service name and form on the live portal yourself. If you face difficulty with the online application, visit your Zila Sainik Board office for help — the ZSB is the office that verifies your case.

Fee, timeline and status check

  • Fee: No government fee for the application is written in any official source — no fee is claimed here; ask on SARAL.
  • Timeline: There is no annual last date — applications can be made year-round; the real deadline is the survival verification every April.
  • Status check: Check on the SARAL status portal with the application reference ID; you can also ask at the ZSB office.
  • RTS: No Right to Service (RTS) timeline for this service was found in any official source — no number of days is stated here.
  • Disposal time: How many days sanction takes is not written in any official source — no number of days is stated here.

How will the money come? — Payment route

After sanction, the monthly assistance comes into the beneficiary’s bank account — the route is as follows:

  • Fund (state budget) — budget head 2235-SSW-60-OSSWP-200-OP(88) FA to Disabled ESM-09-GIA (Non-Plan); the money comes from the Haryana Government budget, not from the central RMEWF.
  • Sanction — the Rajya Sainik Board (RSB) sanctions it; the application moves forward after the ZSB’s verification and the Secretary’s recommendation.
  • Payment — every month from the 1st of the month after sanction; no arrears for the period before sanction. The memo speaks of an “FA grant roll” and the SARAL list asks for an Aadhaar-linked bank passbook — whether it comes by DBT is not stated clearly; ask the ZSB.
  • Monthly, not one-time — this is an assistance paid every month; the daughter’s marriage grants (#41/#42) are one-time — the two are different and can be received together.
  • Proof of being alive — before payment, the Welfare Organiser gives a written certificate on the FA grant roll that all beneficiaries are alive; survival verification must be submitted every April, otherwise payment stops immediately.

When will the money come and why is it delayed?

The memo does not say how many days after the application the money will come — no number of days is stated here. But one thing is certain — the money will come from the 1st of the month after sanction, not from the date of application; no arrears will be paid for the period before sanction. The most common reasons for delay are incomplete documents (especially a discharge book that does not clearly record the medical discharge, or a missing DSWO NOC), delay in the ZSB verification, or missing the survival verification every April. So stay in touch with your ZSB after applying, and never forget to submit the proof of being alive every April — miss one year and the payment stops at once. Keep checking your application status on the SARAL status portal with the reference ID.

Scheme budget and scale

This assistance runs from the Haryana Government budget — that is why it has a separate head in the department’s budget statement. The scale is as follows:

Point Detail
Budget head 2235-SSW-60-OSSWP-200-OP(88) FA to Disabled ESM-09-GIA (Non-Plan), Demand No. 22
2024-25 provision Rs 60.00 lakh
2024-25 expenditure Rs 51.09 lakh (up to 18 February 2025)
Department’s total budget Rs 14,053.22 lakh (2024-25, gross total)
Scale (calculated) Around 80 beneficiaries (calculated from the 2024-25 expenditure; not an official count) — the Rs 60 lakh head covers about 71 beneficiaries a year at Rs 7,000/month

Frequently asked questions (FAQ)

1. How much assistance will I get under this scheme?

Rs 7,000/month (from 1 November 2026, as calculated). This rate is calculated from the memo of 29 October 2016 (Rs 3,000 + Rs 400 every November) — confirm the current rate in writing at the ZSB. The department website still shows the old Rs 1,000 rate — do not take that as the current rate.

2. Is this a disability pension?

No. This is the Haryana Government’s monthly financial assistance (FA). A disability pension is paid by the Government of India to soldiers whose disability is attributable to service — and anyone receiving any pension is not eligible for this scheme at all.

3. How much disability is required?

No minimum percentage is written in the memo. The only condition is that the disability must have been the reason for the medical discharge and must not be attributable to service; the disability certificate records the percentage. Whether the ZSB applies any percentage threshold in practice could not be verified — ask the ZSB.

4. Will a pensioner ex-serviceman get it?

No. If any pension or FA is being received — the Government of India disability pension, old-age pension or Divyang pension, any of them — this assistance will not be paid. If a pension/FA is found to be drawn after sanction, the beneficiary is permanently debarred.

5. Where do I apply — on SARAL or at the ZSB?

Online on the Antyodaya SARAL portal — service “Financial Assistance to Disabled Ex Serviceman”. The ZSB verifies the case and the RSB sanctions it. The 2004 memo describes a paper application, but the current route is SARAL online.

6. Will the daughter’s marriage grant also be paid together with this?

Yes. The daughter’s marriage grants (#42 state Rs 51,000; #41 KSB Rs 1 lakh) are different schemes — the ESM’s own monthly assistance and the daughter’s marriage grant can be received together. The restriction is only on taking two marriage grants for the same wedding.

7. What must be done every April?

Submit proof of being alive (survival verification) through the revenue authorities. If it is not submitted, payment stops immediately. Before payment, the Welfare Organiser gives a written certificate on the FA grant roll that all beneficiaries are alive.

8. From when will the money come?

From the 1st of the month after the RSB sanctions the case. No arrears will be paid for the period before sanction — this is the memo’s clear rule.

9. Will it be paid together with the 60+ assistance (Rs 600)?

No. Under the 2007 memo, a disabled ESM already receiving FA under the “Ex-Servicemen 60 Years Assistance” scheme keeps receiving FA at that scheme’s rate until the RSB sanctions a fresh case under this scheme — only one FA is paid, never both.

10. Will it be paid together with the Divyang pension (Rs 3,200)?

No. The Divyang pension is a separate Social Justice Department scheme (60%+ disability, Rs 3,200/month) — if any other government pension/FA is being received, this assistance will not be paid; if one starts later, the beneficiary is permanently debarred.

Disclaimer

This guide was prepared on 9 November 2026 from official sources — Government of Haryana memo No. 24/9/97-4D-III (29 October 2016; csharyana.gov.in), memo No. FA/D.ESM/4D-III/2004 (16 December 2004) and memo No. 24/9/97-4DIII (5 April 2007) (department website), the SARAL services list (3 December 2018, serial 164), the Haryana Sainik Welfare Department website (policy list and the 2024-25 budget statement, as on 18 February 2025), the Ministry of Defence’s KSB increase order of 15 October 2025 (for comparison) and the myScheme Haryana list (entry #19). The most important point: the Rs 7,000/month rate is a calculation from the 29 October 2016 memo’s rule (Rs 3,000 + Rs 400 every November from 1 November 2017) — no new memo was found after 2016; the Haryana department’s state policy document (“Financial Assistance to Disabled ESM”) could not be opened from here, so if any separate state-level condition or rate exists, it is not in this guide. The amount, eligibility and process can change — take the latest information in writing from your Zila Sainik Board before applying. Wherever sources differ or information could not be verified (especially the current rate, the effective date of the 2014 memo, the minimum disability percentage, the payment channel, the fee and the RTS timeline), the guide says so clearly.
