In Haryana, an ex-serviceman aged 60 years or above who does not receive any kind of pension can get a monthly financial assistance of Rs 600 under an old but still active state scheme. The same assistance is also given to the widows of such ex-servicemen who are not receiving any family pension. The scheme belongs to Haryana’s Sainik & Ardh Sainik Welfare Department (Rajya Sainik Board), and the money comes directly from the state government’s budget.
But before understanding the scheme, one thing must be made clear — Rs 600 a month is the rate written in the 2006 policy, and the same policy is still hosted on the department’s website today. No official order revising this rate after 2006 could be found. This guide therefore presents Rs 600 as the rate in the official policy document, and asks readers to confirm the current rate at their Zila Sainik Board before applying. Also, this amount is completely different from the central government’s Rs 8,000 Penury Grant and Haryana’s Rs 3,200 Old Age Samman Allowance — do not mistake one for the other.

How Much Assistance Will You Get?
This scheme pays a monthly assistance, not a one-time amount. The rates differ for different categories, and so do their effective dates — read the table below carefully.
| Category | Assistance | Effective from | Authority |
|---|---|---|---|
| Ex-serviceman, 60 years and above | Rs 600 per month | 1 December 2005 | Memo No. 34/5/90-3D-III, dated 7 April 2006 |
| Widow of ex-serviceman (enrolled after 31 August 1945) | Rs 600 per month | 1 November 2006 | Memo No. 34/5/90-3D-III, dated 31 October 2006 |
| Widow of World War II veteran (enrolled on or before 31 August 1945) | Rs 800 per month | 1 November 2006 | Memo No. 34/5/90-3D-III, dated 31 October 2006 |
| World War II veteran (enrolled before 31 August 1945) | Rs 1,000 per month, then Rs 4,500 per month (from September 2015) | 1 April 2007; increase September 2015 | Memo No. 23/1/2005-3D-III, dated 24 May 2007; Finance Department approval, September 2015 |
The sanctioned assistance starts from the first day of the month FOLLOWING the month in which the Rajya Sainik Board sanctions the case. No arrears are paid for the period before sanction — except for the one-time arrears paid in 2005–2006 to the then-existing beneficiaries on survival verification when the rates were enhanced. Every year, in the month of April, a survival proof must be submitted — a certificate verified by the Sarpanch, Nambardar, Patwari, Kanungo or Tehsildar, with the Sarpanch and Nambardar certificate attested by a Gazetted Officer. If a beneficiary fails to submit it, the assistance is stopped immediately.
One more point — ex-servicemen who were already beneficiaries of this scheme continued to receive the enhanced rate automatically; they did not need to apply afresh.
The Biggest Confusion — Rs 600, Rs 8,000 and Rs 3,200
Searching for this scheme on the internet throws up three different amounts, and all three belong to three different schemes. Mistaking one for the other is the most common error.
- Rs 600 a month — THIS scheme (Haryana state financial assistance, Sainik Welfare Department): ex-servicemen aged 60+ and widows; no pension must be received.
- Rs 8,000 a month — Central Penury Grant (Kendriya Sainik Board, Ministry of Defence): non-pensioner ex-servicemen and widows aged 65+; doubled from Rs 4,000 on 1 November 2025.
- Rs 3,200 a month — Old Age Samman Allowance (Social Justice & Empowerment Department, Haryana): Haryana residents aged 60+, annual income up to Rs 3 lakh; an ex-serviceman may also qualify — but not along with this scheme.
The most important warning: the Rs 600 rate is written in a 2006 order. The same order is still hosted on the department’s website as the policy, and no order increasing this rate could be found on any official source after 2006. But the rate for World War II veterans WAS increased — from Rs 1,000 to Rs 4,500 (September 2015). So it is possible that the 60+ rate was also revised and the order is simply not available online. Ask your Zila Sainik Board for the current rate in writing before applying. If the rate turns out to be higher than Rs 600, treat this guide’s figure as outdated, not wrong — the rate will be whatever the Board states.
The second warning — you can choose only one of them. The scheme’s rules say that if a beneficiary is found drawing old age pension or any other financial assistance from any government source after sanction, he or she will be permanently debarred from all welfare schemes run by the Rajya and Zila Sainik Boards. So you cannot take both the Rs 600 assistance and the Rs 3,200 Old Age Samman Allowance — only one.
Who Is Eligible?
The eligibility conditions for an ex-serviceman are written in Annexure ‘A’ of the order dated 7 April 2006. Every condition below must be fulfilled — if even one is missed, the case will be returned from the Rajya Sainik Board.
| Condition | Details |
|---|---|
| Age | 60 years or above; no upper age limit |
| No pension | Not in receipt of any kind of pension or maintenance allowance from any department of the Government of India or the State Government, or from any body or organisation controlled by the Central or State Government; if found drawing any other government assistance after sanction, permanently debarred from all Sainik Board welfare schemes |
| Residence | Bonafide resident of Haryana State; domicile certificate issued by the competent authority as authorised by the Haryana Government, plus an attested copy of the ration card |
| Route of application | Apply through the respective Zila Sainik Board covering the area of jurisdiction; all applications are scrutinised at the Zila Sainik Board itself and fit cases are forwarded with the full case to the Rajya Sainik Board for sanction, with a clear recommendation of the Secretary, Zila Sainik Board |
| Discharge Book | Original Discharge Book issued by the concerned Record Office must be attached for scrutiny (returned through the respective Zila Sainik Board after consideration) |
| DSWO certificate | Certificate from the concerned District Social Welfare Officer that the applicant is not getting any financial assistance, pension or widow pension from the Social Justice & Empowerment Department of Haryana |
Note — there is no income limit written in this scheme. The only test is that no pension is received. Unlike the Old Age Samman Allowance, the Rs 3 lakh income ceiling does not apply here. But that does not mean a wealthy person can claim it — the no-pension condition is itself the real test, because most ex-servicemen receive a service pension and are excluded for that very reason.
There is also no single minimum length of service — it depends on when the soldier was released from service (see the “Definition of Ex-Serviceman” section below).
Eligibility for the Widow
There is a separate order for the widow of an ex-serviceman — Memo No. 34/5/90-3D-III, dated 31 October 2006. There is no age condition for the widow — she can be of any age; the 60-year condition applies only to the ex-serviceman, not to his widow. A widow must fulfil these conditions:
- She must be the widow of an ex-serviceman — Rs 600 a month if her husband was enrolled after 31 August 1945; Rs 800 a month if he was a World War II veteran enrolled on or before 31 August 1945.
- She must not be in receipt of any kind of pension, family pension or maintenance allowance from any department of the Government of India or the State Government, or from any agency or organisation controlled by the Central or State Government — nor any pay or emolument from any civil or government source.
- She must be a bonafide resident of Haryana State — a domicile certificate from the competent authority is required.
- The original discharge book of the ex-serviceman must be attached for scrutiny (returned after consideration).
- A certificate from the District Social Welfare Officer that she is not getting any financial assistance or old age pension from the Social Justice & Empowerment Department of Haryana.
- An affidavit (Annexure ‘C’) stating: she is the widow of an ex-serviceman (husband’s name and date of death); she is a permanent resident of her village/town; she is not getting any financial assistance, pension, family pension or maintenance allowance from any State or Central Government, or any pay or emolument from any civil or government source; neither her husband was employed anywhere after retirement from the army, nor is she in any employment at present; she has not applied in any other government department for financial assistance or pension; she has not remarried after the death of her husband; and she is not getting any old age pension or financial assistance from the Haryana Government.
- If she is found drawing old age pension or any other financial assistance from any other government source after sanction, she too will be permanently debarred from all welfare schemes run by the Rajya and Zila Sainik Boards.
- Survival verification must be submitted every year in April, otherwise the assistance will be stopped.
The no-remarriage condition is the most important one. The affidavit clearly states — “I have not remarried after the death of my husband.” If a widow remarries, she stops being eligible for this assistance. For widows who remarry, the Kendriya Sainik Board has a separate Marriage/Remarriage Grant (Rs 1,00,000, from 1 November 2025) — that is a different scheme.
One more point — the affidavit also requires stating that the husband was not employed anywhere after retirement and that the widow herself is not in any employment at present. In other words, this assistance is meant for widows who have no regular source of income.
Who Is NOT Eligible?
If any of the situations below applies, the application will be rejected — check yourself against this list before applying.
- Receiving a service pension or family pension — the first condition of this scheme is that no pension is received.
- Receiving Old Age Samman Allowance or Widow Pension — anyone taking any pension or assistance from the Social Justice Department is excluded; the District Social Welfare Officer’s certificate checks exactly this.
- Service in the Defence Security Corps, General Reserve Engineering Force, Lok Sahayak Sena or Para Military Forces — under the definition, these are not ex-servicemen.
- Only enrolled as a recruit and released without service — recruits are not ex-servicemen.
- Released by dismissal, or discharged on account of misconduct or inefficiency — outside the definition; honourable release is required.
- Left service at own request between 1979 and 1987 without completing 5 years of service — the definition for that period requires 5 years of service.
- A widow who has remarried — the affidavit condition is broken, eligibility ends.
- A widow in employment, or whose husband was employed after retirement — under the affidavit, there must be no regular source of income.
- Not a bonafide resident of Haryana — only Haryana residents are eligible.
- Found taking other government assistance (even after sanction) — permanently debarred from all Sainik Board welfare schemes.
One special point — retired personnel of the Central Armed Police Forces (BSF, CRPF, CISF, ITBP, SSB, Assam Rifles) are NOT ex-servicemen under this scheme’s definition. In July 2026 the Haryana Government launched a separate online registration for retired CAPF personnel on the department’s website and spoke of extending them several benefits on par with armed forces ex-servicemen — but this 2006 scheme runs on the old definition, which does not include para military forces. CAPF personnel should seek their benefits through the department’s website or their District Sainik Welfare Office, and should not apply under this scheme.
Definition of “Ex-Serviceman”
In this scheme, “ex-serviceman” means what is written in the Department of Personnel & Training memo of the Government of India (27 March 1987). The definition changes according to when the soldier was released from service — so read the row that matches your release date.
| Date of release | Who is an ex-serviceman |
|---|---|
| Before 1 July 1968 | Any person who served in any rank in the Armed Forces of the Union and was released otherwise than by way of dismissal or discharge on account of misconduct or inefficiency |
| 1 July 1968 to 1 July 1979 | Any person who served in any rank in the Armed Forces of the Union for a continuous period of not less than six months after attestation, and was released otherwise than by way of dismissal or discharge on account of misconduct or inefficiency |
| 1 July 1979 to 1 July 1987 | Continuous service of not less than six months after attestation; if discharged at his own request, not less than 5 years of service is required; and not dismissed or discharged on account of misconduct or inefficiency |
| On or after 1 July 1987 | A person who served in any rank, whether as a combatant or non-combatant, in the regular Army, Navy or Air Force of the Indian Union and (a) retired from such service after earning his pension, or (b) was released on medical grounds attributable to military service or circumstances beyond his control and was awarded a medical or other disability pension, or (c) was released as a result of reduction in establishment, or (d) was released after completing the specific period of engagement, otherwise than at his own request or by way of dismissal or discharge on account of misconduct or inefficiency, and was given a gratuity |
The post-1 July 1987 category also includes these Territorial Army personnel — pension holders for continuous embodied service, persons with disability attributable to military service, and gallantry award winners. Personnel of the Army Postal Service who are part of the regular Army and released from the regular Army also come within this definition.
One more rule — a person’s status as an ex-serviceman is governed by the definition in force at the time of his discharge; later changes in the definition do not affect it.
Documents Required
The checklist attached to the policy lists 12 items, given below in 11 rows (the conditional delay report is included in the application-form row). The application must be submitted to the Zila Sainik Board with all of these — if even one paper is missing, the case will stall.
| No. | Document | Note |
|---|---|---|
| 1 | Forwarding letter along with two joint photographs of the ex-serviceman | Addressed to the Zila Sainik Board |
| 2 | Application for financial assistance | In the prescribed format; if applying more than 1 year after turning 60, a delay report (reason for the delay) must also be given |
| 3 | Annexure-I | Format attached to the policy |
| 4 | Verification report by the Welfare Organiser (Annexure-II) | Verification by the Welfare Organiser of the Zila Sainik Board |
| 5 | Affidavit | For a widow, the Annexure ‘C’ affidavit; an affidavit is required for the ex-serviceman too |
| 6 | Domicile / resident certificate | Issued by the competent authority of the Haryana Government |
| 7 | Attested copy of the ration card | Attested copy |
| 8 | Fresh NOC issued from the DSWO | Fresh certificate from the District Social Welfare Officer that no pension or assistance is being received from the Social Justice Department |
| 9 | Service particulars of the ex-serviceman | As per service records |
| 10 | Discharge Book in original | Original copy for scrutiny; returned by the Zila Sainik Board after consideration |
| 11 | Non-employment certificate | Proof of not being in any job or regular income |
In the widow’s case, the husband’s death certificate must also be given — the affidavit requires the husband’s date of death, so keep the death certificate ready. The policy does not separately mention bank account details, but it is advisable to carry a copy of the bank passbook along with the application so that the assistance can be sent to the account — this is advice, not a condition of the policy.
How to Apply?
The application for this scheme is offline — the policy states the route is through the Zila Sainik Board, and no online portal or SARAL service name for this scheme could be verified from any official source. Apply by following the steps below.
| Step | What to do |
|---|---|
| 1 | Visit your district’s Zila Sainik Board / District Sainik & Ardh Sainik Welfare Office (the district-wise list is on the department’s website, sainikwelfareharyana.gov.in) |
| 2 | Collect the financial assistance application form, the Annexure-I format and the affidavit format; gather all documents — domicile certificate, attested copy of the ration card, original Discharge Book, fresh NOC from the District Social Welfare Officer, non-employment certificate |
| 3 | Get the affidavit made — for a widow, the Annexure ‘C’ affidavit (swearing no remarriage and no pension received) |
| 4 | Submit the application at the Zila Sainik Board; the Welfare Organiser (W.O.) will verify the case and attach the verification report (Annexure-II) |
| 5 | The Zila Sainik Board will scrutinise the case and forward the full case, with the Secretary’s recommendation, to the Rajya Sainik Board, Panchkula for sanction |
| 6 | The Rajya Sainik Board will sanction the grant; the assistance will start from the first day of the following month |
About online application, plainly: in July 2026 the Haryana Government launched online registration for retired CAPF personnel on the department’s website — but that facility is for CAPF, not for this scheme. No service name for this scheme on the SARAL portal (saralharyana.gov.in) could be verified, so no SARAL service name is written in this guide. If any website or agent claims to file an online application for this scheme, first confirm with the Zila Sainik Board. An Antyodaya SARAL Kendra or Atal Seva Kendra may help in filling the form, but the application will ultimately go through the Zila Sainik Board.
Fee, Timeline and Status Check
- Fee: no application fee is written in the policy. There is no prescribed government fee for the form, the affidavit or verification — if anyone asks for a fee, ask the Zila Sainik Board in writing.
- Timeline: no disposal timeline is written in the policy — only that the assistance starts from the first day of the month following sanction. No timeline under the Right to Service (RTS) for this scheme was found on any reachable official source either, so no number of days is stated here. If sanction is delayed, ask the Secretary of your Zila Sainik Board in writing.
- Status check: no verified arrangement for checking status online was found — check the status at your Zila Sainik Board / District Sainik & Ardh Sainik Welfare Office. If an application was made through SARAL, the status can be asked on the SARAL helpline 0172-3968400, or by sending an SMS in the format SARAL <Application ID> to 7738299899 (this is SARAL’s general facility, not a separate arrangement for this scheme).
- Survival proof every April: to keep the assistance running, a survival proof must be submitted every year in April — a certificate verified by the Sarpanch, Nambardar, Patwari, Kanungo or Tehsildar, with the Sarpanch and Nambardar certificate attested by a Gazetted Officer. Failure to submit it will stop the assistance immediately.
- Mode of payment: the policy does not separately state the mode of payment (direct transfer to a bank account or otherwise), so no claim is made in this guide — give your bank account details with the application after asking the Zila Sainik Board.
World War II Veterans and Their Widows — the Rs 4,500 Arrangement
The rates for World War II veterans (enrolled before 31 August 1945) and their widows are different — and this is also the place where the rates actually changed. Under the order dated 24 May 2007, their assistance was raised from Rs 800 to Rs 1,000 a month (from 1 April 2007). Then in September 2015, with the Finance Department’s approval, the amount was raised to Rs 4,500 a month — this increase applied to both the veterans and their widows. Earlier, in May 2014, the amount had been raised from Rs 1,500 to Rs 3,000.
The same 2015 announcement also said that even after the death of a World War veteran, financial help of Rs 51,000 would be given for the marriages of his granddaughters.
Honest warning: the Rs 4,500 figure is from the September 2015 announcement — no later official source confirming whether this amount still holds in 2026 could be found. Confirm the current rate at the Zila Sainik Board before applying. And note — Rs 4,500 is only for World War II veterans and their widows; for widows of soldiers enrolled after 1945, the Rs 600 rate applies.
Understand the Difference — This Scheme vs Other Schemes
Sainik welfare schemes look similar to each other, but every scheme has different conditions, amounts and departments. Applying under the wrong scheme will only waste time.
| Scheme | Amount | For whom | Difference from this scheme |
|---|---|---|---|
| This scheme — 60+ ex-servicemen & widows (state) | Rs 600 a month | Ex-servicemen aged 60+ with no pension; widows with no family pension | — |
| Financial Assistance to Disabled Ex-Servicemen (state) | Rs 1,000 a month (from 13 December 2006) | Soldiers released on medical grounds, disability not attributable to service, no pension received | No age condition; one already on the 60+ scheme stays at that rate until fresh sanction under the disabled scheme |
| World War II veterans & widows (state) | Rs 4,500 a month (from September 2015) | Soldiers enrolled before 31 August 1945 and their widows | Only for World War veterans; Rs 51,000 also for a granddaughter’s marriage (2015 announcement) |
| Financial Assistance to War Widows of Defence Forces (state) | Amount not verified | Widow of a soldier killed in war or military operations | Death must have occurred in war — this scheme is for widows of ordinary death |
| Additional Pension — widow (with / without children) & 100% disabled ex-serviceman with children (state) | Amount not verified | Widow with children; widow without a child; 100% disabled ex-serviceman with children | Three separate schemes (myScheme entries 28, 62, 29); the amount of none of them could be verified from an official source — do not link them to this scheme’s Rs 600 rate |
| Marriage Grant for Daughter of War Disabled Ex-Serviceman above 50% Disability (state) | Amount not verified | Marriage of the daughter of a war-disabled soldier with above 50% disability | A one-time marriage grant, not a monthly assistance |
| Central Penury Grant (Kendriya Sainik Board) | Rs 8,000 a month (from 1 November 2025) | Non-pensioner ex-servicemen and widows aged 65+, rank Havildar or below | Central scheme; age 65+; apply via the KSB portal; different from the state’s Rs 600 scheme |
| Central Education & Marriage Grants (Kendriya Sainik Board) | Education Rs 2,000 a month per child; marriage Rs 1,00,000 one-time (from 1 November 2025) | Up to two children for education; up to two daughters for marriage; also for a widow’s remarriage | Central schemes; different from the state’s Rs 600 monthly assistance |
| Armed Forces Flag Day Fund (state, guidelines of 15 May 2025) | Rs 1,000 a month / Rs 20,000 one-time | Above 40% disabled child; widow/divorced daughter (income below Rs 1,20,000 a year); Rs 20,000 to a widow on an ex-serviceman’s funeral | Case-by-case help from a fund; not this scheme |
| Old Age Samman Allowance & Widow Pension (state) | Rs 3,200 a month (old age: from 1 November 2025) | Haryana residents aged 60+ (income up to Rs 3 lakh a year); widows and destitute women | Social Justice Department; neither can be taken together with this scheme |
Frequently Asked Questions (FAQ)
1. How much assistance will an ex-serviceman above 60 years of age get?
Rs 600 per month — as per the department’s policy dated 7 April 2006, the rate effective from 1 December 2005. The condition is that he must not be receiving any kind of pension or maintenance allowance, and must be a bonafide resident of Haryana. Note — this rate is from 2006; confirm the current rate at the Zila Sainik Board before applying.
2. Will the widow also get Rs 600 a month, and is there an age condition for her?
Yes, Rs 600 a month — if her husband was enrolled after 31 August 1945. The widow of a World War II veteran gets Rs 800 a month. There is no age condition for the widow — the 60-year condition applies only to the ex-serviceman. But the widow must not be receiving any pension, family pension or allowance, must not have remarried, and must not be in any employment.
3. Can the Rs 8,000 Penury Grant be taken along with the Rs 600 assistance?
No — almost certainly not. The Rs 8,000 Penury Grant is from the central government (Kendriya Sainik Board), for non-pensioner ex-servicemen and widows aged 65+, effective from 1 November 2025. This state scheme’s condition is that the beneficiary must not be receiving any pension or allowance from any department of the Government of India either — so anyone taking the central grant will not remain eligible for the state assistance. Choose one of them, and decide after asking the Zila Sainik Board in writing.
4. Will the Old Age Samman Allowance (Rs 3,200) be given along with this assistance?
No. The policy clearly says — if a beneficiary is found drawing old age pension or any other financial assistance from any other government source after sanction, he or she will be permanently debarred from all Sainik Board welfare schemes. The District Social Welfare Officer’s certificate is also demanded at the time of application precisely to check that no pension is being received from the Social Justice Department.
5. Can retired CAPF (BSF, CRPF) personnel apply?
Not under this scheme. Under the policy’s definition, personnel of the Defence Security Corps, General Reserve Engineering Force, Lok Sahayak Sena and Para Military Forces are not ex-servicemen. In July 2026 the Haryana Government launched a separate online registration for retired CAPF personnel on the department’s website — CAPF personnel should get information about their benefits from there or from their District Sainik Welfare Office.
6. Will the application be online or offline?
Offline — through your district’s Zila Sainik Board / District Sainik & Ardh Sainik Welfare Office. That is the route written in the policy. No service name for this scheme on the SARAL portal could be verified, so do not trust any website claiming to file an online application for this scheme before confirming with the Zila Sainik Board.
7. Is there any last date to apply?
No. There is no last date for this scheme — applications can be made throughout the year. But note one thing — if you apply more than 1 year after turning 60, a delay report (the reason for the delay) must also be given. And a survival proof must be submitted every year in April, otherwise the assistance will be stopped.
8. What happens if the widow remarries?
She will stop being eligible for this assistance. The affidavit clearly requires swearing — “I have not remarried after the death of my husband.” For widows who remarry, the Kendriya Sainik Board has a separate Marriage/Remarriage Grant (Rs 1,00,000 one-time, from 1 November 2025).
9. How long will it take for the assistance to be sanctioned?
No disposal timeline is written in the policy, and no timeline under the Right to Service (RTS) for this scheme was found on any reachable official source either — so no number of days can be stated. What is certain is that the assistance starts from the first day of the month following sanction, and no arrears are paid for the period before sanction. If there is a delay, ask the Secretary of your Zila Sainik Board in writing.
10. Will a disabled ex-serviceman get more assistance?
Yes — from a separate scheme. There is a separate scheme for disabled ex-servicemen — Rs 1,000 a month (from 13 December 2006), for soldiers released on medical grounds whose disability is not attributable to service and who receive no pension. A soldier already on the 60+ scheme will stay at that rate until fresh sanction under the disabled scheme, and will then move to that scheme’s rate. There is no age condition in that scheme.

Disclaimer
This guide was prepared on 8 November 2026 from available official sources — the policy hosted on the Haryana Sainik & Ardh Sainik Welfare Department’s website (Memo No. 34/5/90-3D-III, 7 April 2006 and 31 October 2006), the World War II veterans policy (24 May 2007), the Flag Day Fund guidelines (15 May 2025) and the September 2015 Finance Department approval reported in the press. The most important point: the Rs 600 a month rate is written in a 2006 order; no order increasing this rate could be found on any official source after that. The assistance amount, eligibility and process can change — confirm the latest information from your Zila Sainik Board / District Sainik & Ardh Sainik Welfare Office, or the department (0172-5210277, [email protected]) before applying. Where sources differ or information could not be verified (especially the current rate, the amounts of the Additional Pension schemes, the online application arrangement, the RTS timeline and the mode of payment), the guide says so clearly. Viksit Haryana is not an official portal of any government department.
