Central Government Annual Toll Pass Rs 1500 from November 1: Local Pass for Vehicles Near Toll Plazas
The central government has brought relief to people living near National Highway toll plazas, with a new annual local toll pass system coming into effect from 1 November 2026 for eligible private vehicle owners.
Under the new arrangement, a private, non-commercial vehicle owner whose home lies within 20 kilometres of a toll plaza can buy a pass valid for one year at that plaza alone. The price depends on the plaza’s location: Rs 1500 a year where the plaza sits outside municipal or local town limits, and Rs 3000 a year where it sits within those limits.
Two conditions apply. The vehicle must be a private vehicle carrying a valid, working FASTag, and the owner must be able to show that their residence falls within the 20-kilometre radius of the plaza. The pass is issued for one specific plaza and cannot be used at any other toll plaza in the country.
The facility does not apply everywhere. It is not available on highways or expressways that run a closed user-fee collection system, or where a service road or alternative road is available. The change has been made through the National Highways Fee (Determination of Rates and Collection) Fifth Amendment Rules, 2026.
The announcement was shared by Union Road Transport and Highways Minister Nitin Gadkari and the National Highways Authority of India, which published the notification. The move replaces twelve monthly local passes with a single annual payment for regular users of the same plaza.
The government says the step will ease daily travel for residents near toll plazas and spare them repeated toll payments. Vehicle owners are advised to check availability and eligibility conditions at their own toll plaza before applying, so that the application is not delayed.
