The Delhi Winter Action Plan 2026-27 has come into force on 1 November 2026 and will remain in effect until 28 February 2027. It was announced by Chief Minister Rekha Gupta on 20 October, after a high-level meeting chaired by Union Environment Minister Bhupender Yadav, and it will operate alongside the Commission for Air Quality Management’s Graded Response Action Plan (GRAP).

From 1 November 2026 to 31 January 2027, vehicles registered outside Delhi that are below BS-VI standards will be barred from entering the capital. Electric vehicles, CNG vehicles, ambulances, fire services and other exempt essential vehicles are exempt from the restriction, and the entry rule does not cover Delhi-registered vehicles.

Under the ‘No PUC, No Fuel’ rule, petrol, diesel, CNG and LPG will not be supplied without a valid Pollution Under Control Certificate. Traffic Police restrictions also apply to vehicles without a valid certificate, to non-compliant interstate buses, to trucks that are not destined for Delhi, and to tractors and jugaad vehicles as applicable.

Parking fees at authorised facilities have been doubled from 1 November 2026 to 28 February 2027. Electric vehicles are exempt from the increase, as are facilities owned or managed by the Delhi Metro Rail Corporation (DMRC).

Offices must limit physical attendance to 50 per cent from 1 November 2026 to 31 January 2027, with the remaining staff working from home and with staggered timings. Essential services are exempt; Delhi government offices will work from 10am to 6.30pm and Municipal Corporation of Delhi offices from 8.30am to 5pm.

Dust-generating demolition and open civil construction are prohibited from 1 November 2026 to 31 January 2027, except for essential public infrastructure, with stricter enforcement during the December-January peak. Large buildings and eligible sites must deploy anti-smog guns or mist systems. Commuters from Noida, Gurugram, Faridabad and Ghaziabad are likely to be most affected and should check their vehicle’s eligibility before travelling.
