Rajasthan Equal Opportunity Policy 2025 for Disabled Persons: Equal Access, Jobs Reservation and Grievance Redressal
The Rajasthan government has implemented the Equal Opportunity Policy 2025 for persons with disabilities. The Chief Minister’s Office announced the policy on 1 November 2026, providing the state with a framework under the Rights of Persons with Disabilities Act 2016, which requires every state to notify such a policy.
The policy guarantees equal access, non-discrimination and meaningful participation for persons with disabilities in employment, education, accessible infrastructure and public life, along with grievance mechanisms. The official term used for persons with disabilities in this context is vishesh yogyajan.
The 2016 law expanded the recognised disability categories from 7 to 21 and raised the reservation for benchmark disabilities in government jobs from 3 per cent to 4 per cent. The policy is expected to address employment reservations, accessibility standards and grievance redressal in line with that law.
Chief Minister Bhajanlal Sharma, who has been in office since December 2023, has framed the push under Prime Minister Narendra Modi’s mantra of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas’. At the 31 October dialogue ‘Sapno ki Udaan — Asambhav Kuch Bhi Nahin’ for divyang youth, he said the government will act as a ‘Sarathi’ (charioteer) for them.
At the same event, it was cited that 2.71 lakh Unique Disability Identity (UDID) cards have been issued, that Anuaja Nigam self-employment loans have been given to 7,000 people including divyangjan, that over Rs 75 crore has been transferred through direct benefit transfer to over 5.5 lakh social security pension beneficiaries including divyangjan, and that assistive devices have been distributed.
The detailed notification provisions and any new budget allocations are not yet fully public. The real test of the policy will be its implementation — accessible workplaces and services, timely grievance handling and effective district-level delivery.
