When a daughter of a worker gets married — or when a woman worker herself gets married — the Labour Department of Haryana has a special scheme to help. It is run by the Haryana Labour Welfare Board (HLWB). Under this scheme, a registered worker receives a one-time assistance of Rs 51,000 — for the marriage of a woman worker herself, and also for the marriage of a worker’s daughter. The assistance is given in the shape of Kanyadaan.
First, be clear about one thing: this scheme is NOT for construction workers (BOCW/HBOCWWB) — the construction workers’ Kanyadaan scheme is also Rs 51,000, so mixing up the two is the most common mistake. This assistance is for workers whose employer contributes to the Labour Welfare Fund and who are registered with the Labour Welfare Board. The amount looks the same, but the Board and the conditions are different — read the “Biggest confusion” section below.

How Much Assistance?
According to the Haryana Government’s district Labour Welfare page (Hisar — official .gov.in page, seen on 8 November 2026), this scheme pays a one-time assistance of Rs 51,000:
| Whose marriage | Assistance |
|---|---|
| Marriage of a registered woman worker herself | Rs 51,000 one-time |
| Marriage of a registered worker’s daughter | Rs 51,000 one-time |
An honest warning: the official page does NOT record how many daughters of one family can get this assistance. The construction workers’ (BOCW) Kanyadaan scheme has a “maximum 3 daughters” rule — do not apply that rule to this HLWB scheme. Ask the District Labour Office before applying whether the assistance is available for more than one daughter’s marriage. Similarly, the page does not record whether to apply before the marriage or after it — in the BOCW scheme, documents must be submitted within 1 year of the marriage, but do not apply that rule to this scheme either; confirm from the office.
The Biggest Confusion — Three Different Schemes of Rs 51,000
The amount of Rs 51,000 is paid under three different schemes in Haryana — and many websites mix them up. The amount is the same, but the Board, eligibility and conditions are completely different:
| Point | This scheme (HLWB marriage assistance) | BOCW Kanyadaan scheme | Mukhyamantri Vivah Shagun Yojana (SEWA) |
|---|---|---|---|
| Board / department | Haryana Labour Welfare Board (HLWB) | HBOCWWB (construction workers’ Board) | Social Justice Department (SEWA) |
| Whose marriage | A woman worker’s own marriage + a worker’s daughter’s marriage | Only a registered construction worker’s daughter’s marriage | Daughter’s marriage in poor families |
| Amount | Rs 51,000 one-time | Rs 51,000 (Kanyadaan) + Rs 50,000 (marriage assistance) = Rs 1,01,000 total | BC families (income up to Rs 1.8 lakh) Rs 51,000; SC/DT BPL families Rs 71,000 |
| Service / membership condition | 5 years of service | 1 year of membership + 90 days of construction work in the preceding 12 months | No worker registration — income and category conditions |
| Wage / income ceiling | Worker’s monthly wage up to Rs 20,000 | No income limit published | Family annual income up to Rs 1.8 lakh (BC); BPL category |
| Limit on daughters | Not recorded on the page — ask the office | Maximum 3 daughters | Maximum 2 daughters; apply within 6 months of the marriage |
| Our guide | This guide | Haryana BOCW Kanyadaan 2026: Rs 1,01,000 for Daughter’s Marriage | Mukhyamantri Vivah Shagun Yojana Haryana 2026 |
If you are a construction worker (mason, labourer, beldar and so on) and hold a BOCW labour card, you should read the BOCW Kanyadaan guide — the amount may look the same, but this HLWB guide’s conditions do not apply to you. And if your family is BPL or belongs to the BC category, also look at the Vivah Shagun scheme — but the rules about taking two government marriage assistances together for the same wedding differ from scheme to scheme, so give correct information in any declaration.
Who Is Eligible?
- The worker is registered with HLWB — this registration happens through the employer; the employer registers the establishment with the Board and pays a contribution to the Labour Welfare Fund.
- Worker’s service period of 5 years completed (as per the district page).
- Worker’s monthly wage up to Rs 20,000 (wage ceiling as per the district page).
- Beneficiary: the marriage of a registered woman worker herself, or the marriage of a registered worker’s daughter.
- The marriage must be legally valid and registered — the marriage certificate is compulsory among the documents. Legal minimum marriage age: 18 years for the woman, 21 years for the man (as per the Prohibition of Child Marriage Act).
- Worker employed in Haryana — HLWB registration is for workers of establishments in Haryana.
Who Is Not Eligible?
- Unregistered workers — an e-Shram card alone does not give this Board’s assistance; HLWB registration (through the employer) is compulsory.
- Construction workers (BOCW) are NOT covered by this scheme — they have the separate HBOCWWB Kanyadaan/marriage assistance (Rs 1,01,000 total).
- Workers whose monthly wage is above Rs 20,000 — as per the wage ceiling on the district page.
- Workers whose 5-year service period is not complete.
- No assistance under this scheme for a son’s marriage — the official page records only a woman worker’s own marriage and daughters’ marriages. (The Rs 21,000 for a son’s marriage mentioned in aggregator articles is not part of this scheme either.)
- Marriages without a certificate — without a registered marriage certificate, the claim will not proceed.
Last Date and Current Status — Read This
There is no last date for this scheme — no date is recorded on the official district page, and marriage assistance is claimed around the wedding, so it is a year-round scheme.
About the fake work-slip investigation: in December 2025, Labour Minister Anil Vij revealed a fake work-slip scam of about Rs 1,500 crore in the HBOCWWB (construction workers’ Board) — of 5,99,758 work slips in 13 districts, only 53,249 were found genuine, and of 2,21,517 registrations, 1,93,756 were found fake. During the investigation, new BOCW applications were stopped and the RTS timeline was suspended; in October 2026 the Labour Department announced block-level help desks and invited 2026 applications. That investigation was about construction-worker (BOCW) registrations — HLWB registration happens through the employer, not through work slips — so it does not directly affect this marriage assistance. Even so, because the same Labour Department tightened verification in 2026, ask your District Labour Office or SARAL centre before applying whether new HLWB marriage assistance applications are currently being accepted, and get your registration verified in advance.
Documents Required
As per the official district Labour Welfare page, these documents are required (all duly attested):
| Document | Why it is needed |
|---|---|
| Employee Certificate | Proof that the worker is a registered employee with HLWB |
| Employer Certificate | From the employer — the worker is employed with them and registered with the Board |
| Ration Card | For family details |
| ESI Card | Proof of coverage under Employees’ State Insurance |
| Salary Slip | Proof of the worker’s monthly wage (Rs 20,000 ceiling) |
| Undertaking | Declaration — the exact format is not recorded on the page; get it from the office (usually it declares that the same assistance has not been taken from any other department/board/corporation) |
| Marriage Certificate | Proof of the marriage — a registered marriage certificate is compulsory |
Note: Aadhaar, Parivar Pehchan Patra (PPP) and bank account details are not on this official list — but the online form may ask for bank account and identity details for payment. Confirm the final list on hrylabour.gov.in or from the District Labour Office.
How to Apply Online
As per the district Labour Welfare page, applications are online — through hrylabour.gov.in. Apply online like this:
- Go to hrylabour.gov.in — open the section for Labour Welfare Board schemes/services.
- If you are a new user, register, then log in with your ID and password.
- Search for the marriage assistance (Kanyadaan) service in the Labour Department’s service list.
- Fill the form — worker’s registration details, name of the person getting married, date and place of marriage, bank account details.
- Upload documents — Employee/Employer Certificate, Ration Card, ESI Card, Salary Slip, Undertaking, Marriage Certificate.
- Submit the form and note down the application number — it is needed to check the status.
Note: the SARAL portal (saralharyana.gov.in) also carries Labour Department services, but the exact service name for this HLWB marriage assistance could not be verified on SARAL — search for “Marriage” or “विवाह” under the Labour Department’s services on SARAL. Also, saralharyana.gov.in and hrylabour.gov.in both did not open directly from this environment on 8 November 2026 (no response from the server). That does not mean the websites are down; try opening them from your phone/browser, or take help from the nearest Antyodaya centre / Atal Seva Kendra (CSC).
Offline Application — From the District Labour Office
If you cannot apply online, contact the District Labour Office:
- Contact your District Labour Office / District Labour Welfare Officer — this office is the nodal office for the scheme.
- Get the application form: the district page lists no form download for this scheme (it says “Online”) — so get the form from the office itself; no form number is given in this guide because it is not recorded in any official source.
- Fill the form: worker’s name and address, registration details, name of the person getting married, date and place of marriage, bank account details.
- Attach documents: all 7 documents from the list above (duly attested).
- Submit the form: submit it at the District Labour Office and take the receipt/application number.
- Verification and payment: after verification and approval, the amount is paid.
How to Get Registered with the Labour Welfare Board First
Registration with HLWB is compulsory before this marriage assistance. This registration is different from BOCW (construction worker) registration:
- Registration through the employer: HLWB registration is done by the employer — the employer registers the establishment with the Labour Welfare Board and pays a contribution to the Labour Welfare Fund under Section 9(A) of the Punjab Labour Welfare Fund Act, 1965. As per the Labour Department’s notice, the 2026 contribution had to be deposited before 31 January 2026.
- Ask your employer: whether your establishment is registered with the Board and whether your name is on the list of registered workers — that is the first condition for this marriage assistance.
- New registration/renewal portal is live: the Labour Department’s site says the “portal for new registration and renewal is now live” — contact your nearest helpdesk centre with documents.
- Get the registration verified: before applying for the marriage assistance, confirm the active status of your registration and the 5-year service period from the District Labour Office.
- An e-Shram card does not give this assistance — e-Shram is the national database of unorganised workers, not HLWB registration.

Know the Difference — This Assistance vs Other Schemes
There are many government schemes linked to marriage — do not mix them up:
| Scheme | For whom | Amount | Key point |
|---|---|---|---|
| HLWB marriage assistance (this guide) | HLWB-registered (industrial) workers — a woman worker’s own marriage + daughters’ marriages | Rs 51,000 one-time | 5 years of service; wage ceiling Rs 20,000/month; no fee; no last date |
| BOCW Kanyadaan + marriage assistance | HBOCWWB-registered construction workers’ daughters’ marriages | Rs 1,01,000 (Rs 51,000 Kanyadaan + Rs 50,000 marriage assistance) | 1 year membership + 90 days work; maximum 3 daughters; separate applications |
| HBOCWWB women workers’ self-marriage assistance | Registered woman construction worker’s own marriage | Rs 50,000 one-time | Only for her own marriage; 1 year of membership; no wage ceiling published |
| Mukhyamantri Vivah Shagun Yojana (SEWA) | Daughters’ marriages in poor families | Rs 31,000–Rs 71,000 (category-wise): SC/DT BPL Rs 71,000; BC (income up to Rs 1.8 lakh) Rs 51,000; widow’s/orphan daughter Rs 51,000; one side divyangjan Rs 41,000 | Maximum 2 daughters; apply within 6 months of the marriage; SARAL only |
| Silicosis Board Kanyadaan | Daughters/sons of silicosis/pneumoconiosis-affected workers | Daughter Rs 51,000; son Rs 11,000 | A separate Silicosis Board scheme — its guide will come later |
| Maternity benefit (HBOCWWB) | Registered woman construction workers on childbirth | Rs 36,000 one-time | Not a marriage scheme — paid on childbirth |
| HLWB scholarship | Children of HLWB-registered workers | Rs 4,000–15,000 per year | For education; 1 year of service; wage ceiling Rs 20,000/month |
The same family may be eligible for more than one scheme — but the rules about taking two government marriage assistances together for the same wedding differ from scheme to scheme. Read the conditions of each scheme before applying and give correct information in any declaration — wrong declarations can lead to the assistance being taken back.
Frequently Asked Questions (FAQ)
1. How much money will I get under this marriage assistance?
Rs 51,000 one-time — the same amount for a woman worker’s own marriage and for a worker’s daughter’s marriage. This amount is recorded on the Haryana Government’s district Labour Welfare page.
2. Is this the same Rs 51,000 Kanyadaan scheme that construction workers get?
No. The construction workers’ (BOCW) Kanyadaan scheme is also Rs 51,000, but it belongs to a different Board (HBOCWWB) — and on a daughter’s marriage, a construction worker gets Rs 51,000 Kanyadaan plus Rs 50,000 marriage assistance, Rs 1,01,000 in total. This HLWB scheme is for factory/shop/establishment workers; only Rs 51,000 is paid under it. Identify them by the Board and the conditions.
3. Will a woman worker get this assistance for her own marriage?
Yes — the scheme is named “Financial Assistance in Marriage of Women Workers or Daughters of Workers”. A registered woman worker gets Rs 51,000 for her own marriage, and a worker gets Rs 51,000 for his daughter’s marriage.
4. How many daughters of one family can get the assistance?
The official district page does not record any limit. The construction workers’ scheme has a “maximum 3 daughters” rule and Vivah Shagun has a “maximum 2 daughters” rule — do not apply those rules to this scheme. Ask the District Labour Office.
5. Is there any assistance for a son’s marriage under this scheme?
No — the official page records only a woman worker’s own marriage and daughters’ marriages. There is no assistance for a son’s marriage under this scheme.
6. What does the 5-year service period mean?
The district page records “Period of Service – Five Year”. The page does not make it clear whether this means 5 years of continuous service with the same employer or 5 years of total Board membership — confirm from the District Labour Office before applying.
7. Should I apply before the marriage or after it?
The official page does not record this. In the construction workers’ scheme, documents must be submitted within 1 year of the marriage — do not apply that rule to this scheme. As soon as the wedding date is fixed, ask the District Labour Office when to apply.
8. Is there any fee to apply?
No — the official district page records the fee as “No”.
9. How do I apply online?
Go to hrylabour.gov.in, find the marriage assistance (Kanyadaan) service among the Labour Welfare Board services, and fill the form with documents uploaded. The exact service name on the SARAL portal could not be verified — search for “Marriage” or “विवाह” under the Labour Department’s services on SARAL. Offline applications go to the District Labour Office.
10. Will the December 2025 fake work-slip scam affect this marriage assistance?
That scam was about BOCW (construction worker) registrations — HLWB registration happens through the employer, not through work slips, so it does not directly affect it. Even so, verification was tightened in 2026 — confirm the current status from your District Labour Office before applying and get your registration verified.

Disclaimer
This guide was prepared on 8 November 2026 from available official sources — the Haryana Government’s district Labour Welfare page (Hisar), Labour Department Haryana notices, the Punjab Labour Welfare Fund Act, 1965, the SARAL service list and the myScheme portal. The benefit amount, eligibility and process can change over time — confirm the latest information from your District Labour Office or the SARAL helpline 0172-3968400 before applying. Where sources differ or information could not be verified (especially how many daughters are covered, whether to apply before or after the marriage, the exact meaning of the 5-year service period, and the service name on SARAL), the guide says so clearly.
