Children of workers employed in factories, shops or other establishments in Haryana get a small but useful help for their studies — cash assistance to buy school uniforms, books and notebooks. It is run by the Haryana Labour Welfare Board (HLWB). Under this scheme, a registered worker’s child receives a one-time assistance of Rs 2,000 for Classes 1 to 4 and Rs 3,000 for Classes 5 to 8. The scheme’s name on myScheme says “Class 1st to 12th” — but the official district page does not record any amount for Classes 9 to 12; that difference is explained in the “Biggest confusion” section below.
First, be clear about one thing: this scheme is NOT for construction workers (BOCW/HBOCWWB) — the construction workers’ children’s scholarship (Labour Copy Scholarship) is a separate scheme, paying up to Rs 8,000 a year for Classes 1 to 8. This assistance is for children of workers whose employer contributes to the Labour Welfare Fund and who are registered with the Labour Welfare Board. And one more important point — the official district page describes this assistance as for “the Girls of workers”, while myScheme describes it as for “Children of Workers (2 boys & 3 girls)”. The two differ — ask the District Labour Office before applying which rule applies to your child.

How Much Assistance?
According to the Haryana Government’s district Labour Welfare page (Hisar — official .gov.in page, seen on 8 November 2026), this scheme pays a class-wise one-time assistance:
| Child’s class | Assistance (one-time) |
|---|---|
| Classes 1 to 4 | Rs 2,000 |
| Classes 5 to 8 | Rs 3,000 |
| Classes 9 to 12 | No amount is recorded on the official district page — ask the District Labour Office (see below) |
An honest warning: the scheme’s name on myScheme says “Class 1st to 12th”, but the official district page from which the amounts are taken records only Classes 1–4 (Rs 2,000) and Classes 5–8 (Rs 3,000) — no amount for Classes 9 to 12 is recorded there. That does not mean children in Classes 9 to 12 get nothing — it means that, at the time of writing this guide, no official source I could reach confirms an amount for Classes 9 to 12. Before applying for a child in Classes 9 to 12, confirm the amount from the District Labour Office. Do not take the construction workers’ (BOCW) scholarship amount for Classes 9 to 12 (Rs 10,000 a year) as this scheme’s amount — that is a different Board’s different scheme.
The Biggest Confusion — Girls Only or All Children? Classes 1–12 or 1–8?
Two sources that both look official differ on two points about this scheme. Read both, and confirm from the office before applying:
| Point | District Labour Welfare page, Hisar (official .gov.in) | myScheme (Government of India portal) |
|---|---|---|
| Whose children | “Providing of financial assistance for purchase of school uniforms, books and copies to the Girls of workers” — girls only | “for Children of Workers” — children; the detail says “children (2 boys & 3 girls)” — 2 boys and 3 girls |
| Which classes | Amounts are recorded only for Classes 1–4 (Rs 2,000) and Classes 5–8 (Rs 3,000) | The scheme’s name is “from Class 1st to 12th” — Classes 1 to 12 |
| How many children per family | No limit is recorded on the page | As per the detail, 2 boys and 3 girls (up to 5 children in total) |
| Child’s age | No age is recorded on the page | As per the detail, “Up to 18 yrs” — up to 18 years |
In this guide, the amounts, service period, wage ceiling, last date and documents are taken from the district Labour Welfare page, because it is the only official source that could be read directly and that states the amounts. “2 boys & 3 girls” and “up to 18 years” are taken from the myScheme detail and are recorded here as such. If your child is a boy, ask the District Labour Office clearly whether boys are also covered — because the district page says “Girls”.
Who Is Eligible?
- The worker is registered with HLWB — this registration happens through the employer; the employer registers the establishment with the Board and pays a contribution to the Labour Welfare Fund.
- Worker’s service period of 2 years completed (as per the district page).
- Worker’s monthly wage up to Rs 20,000 (wage ceiling as per the district page).
- The child is studying in school — the Appearing Certificate (proof of appearing in the examination) and Pass Certificate (proof of passing the previous class) are among the documents required.
- The child is in Classes 1 to 12 (as per the scheme’s name) — but the amounts are verified only for Classes 1 to 8; ask the office for Classes 9 to 12.
- The child’s age is up to 18 years (as per the myScheme detail).
- Worker employed in Haryana — HLWB registration is for workers of establishments in Haryana.
Who Is Not Eligible?
- Unregistered workers — an e-Shram card alone does not give this Board’s assistance; HLWB registration (through the employer) is compulsory.
- Construction workers (BOCW) are NOT covered by this scheme — their children have the separate HBOCWWB scholarship (Labour Copy Scholarship, Rs 8,000 a year for Classes 1 to 8).
- Workers whose monthly wage is above Rs 20,000 — as per the wage ceiling on the district page.
- Workers whose 2-year service period is not complete.
- Children who are not studying in school at all — without Appearing/Pass Certificates, the claim will not proceed.
- Children above 18 years of age (as per the myScheme detail).
Last Date and Current Status — Read This
The last date to apply for this scheme is 31 December — the official district page records “Last Date for Apply 31 December”. Like the scholarship, this is an annual window: applications can be made every year up to 31 December. The 2026-27 window has not been separately confirmed — the page states only “31 December”, with no year. So this guide takes the last date as 31 December 2026 (on the annual pattern) — confirm this year’s date from the District Labour Office before applying.
About the fake work-slip investigation: in December 2025, Labour Minister Anil Vij revealed a fake work-slip scam of about Rs 1,500 crore in the HBOCWWB (construction workers’ Board) — of 5,99,758 work slips in 13 districts, only 53,249 were found genuine, and of 2,21,517 registrations, 1,93,756 were found fake. During the investigation, new BOCW applications were stopped and the RTS timeline was suspended; in October 2026 the Labour Department announced block-level help desks and invited 2026 applications. That investigation was about construction-worker (BOCW) registrations — HLWB registration happens through the employer, not through work slips — so it does not directly affect this uniform-and-books assistance. Even so, because the same Labour Department tightened verification in 2026, ask your District Labour Office or SARAL centre before applying whether new HLWB applications are currently being accepted, and get your registration verified in advance.
Documents Required
As per the official district Labour Welfare page, these documents are required (all duly attested):
| Document | Why it is needed |
|---|---|
| Employee Certificate | Proof that the worker is a registered employee with HLWB |
| Employer Certificate | From the employer — the worker is employed with them and registered with the Board |
| Ration Card | For family details |
| ESI Card | Proof of coverage under Employees’ State Insurance |
| Appearing Certificate | Proof that the child is studying in school and appeared in the examination (issued by the school) |
| Pass Certificate | Proof that the child passed the previous class (issued by the school) |
| Salary Slip | Proof of the worker’s monthly wage (Rs 20,000 ceiling) |
Note: Aadhaar, Parivar Pehchan Patra (PPP) and bank account details are not on this official list — but the online form may ask for bank account and identity details for payment. Confirm the final list on hrylabour.gov.in or from the District Labour Office.
How to Apply Online
As per the district Labour Welfare page, applications are online — through hrylabour.gov.in. Apply online like this:
- Go to hrylabour.gov.in — open the section for Labour Welfare Board schemes/services. (The Labour Department’s new e-Governance portal also runs at registration.hrylabour.gov.in — registrations and scheme applications happen there.)
- If you are a new user, register, then log in with your ID and password.
- Search for the uniform-and-books assistance service in the Labour Department’s service list.
- Fill the form — worker’s registration details, child’s name, class and school name, bank account details.
- Upload documents — Employee/Employer Certificate, Ration Card, ESI Card, Appearing Certificate, Pass Certificate, Salary Slip.
- Submit the form and note down the application number — it is needed to check the status.
Note: the SARAL portal (saralharyana.gov.in) also carries Labour Department services, but the exact service name for this HLWB uniform-and-books assistance could not be verified on SARAL — search for “Uniform” or “वर्दी” under the Labour Department’s services on SARAL. Also, saralharyana.gov.in and hrylabour.gov.in both did not open directly from this environment on 8 November 2026 (no response from the server). That does not mean the websites are down; try opening them from your phone/browser, or take help from the nearest Antyodaya centre / Atal Seva Kendra (CSC).
Offline Application — From the District Labour Office
If you cannot apply online, contact the District Labour Office:
- Contact your District Labour Office / District Labour Welfare Officer — this office is the nodal office for the scheme.
- Get the application form: the district page lists no form download for this scheme (it says “Online”) — so get the form from the office itself; no form number is given in this guide because it is not recorded in any official source.
- Fill the form: worker’s name and address, registration details, child’s name, class and school name, bank account details.
- Attach documents: all 7 documents from the list above (duly attested).
- Submit the form: submit it at the District Labour Office and take the receipt/application number.
- Verification and payment: after verification and approval, the amount is paid.
How to Get Registered with the Labour Welfare Board First
Registration with HLWB is compulsory before this uniform-and-books assistance. This registration is different from BOCW (construction worker) registration:
- Registration through the employer: HLWB registration is done by the employer — the employer registers the establishment with the Labour Welfare Board and pays a contribution to the Labour Welfare Fund under Section 9(A) of the Punjab Labour Welfare Fund Act, 1965. As per the Labour Department’s notice, the 2026 contribution had to be deposited before 31 January 2026.
- Ask your employer: whether your establishment is registered with the Board and whether your name is on the list of registered workers — that is the first condition for this assistance.
- New registration/renewal portal is live: the Labour Department’s site says the “portal for new registration and renewal is now live” — contact your nearest helpdesk centre with documents.
- Get the registration verified: before applying for the assistance, confirm the active status of your registration and the 2-year service period from the District Labour Office.
- An e-Shram card does not give this assistance — e-Shram is the national database of unorganised workers, not HLWB registration.

Know the Difference — This Assistance vs Other Schemes
There are many government schemes linked to children’s education — do not mix them up:
| Scheme | For whom | Amount | Key point |
|---|---|---|---|
| HLWB uniform-and-books assistance (this guide) | Children of HLWB-registered (industrial) workers — Classes 1–12 (amounts verified only for 1–8) | Classes 1–4: Rs 2,000; Classes 5–8: Rs 3,000 (one-time) | 2 years of service; wage ceiling Rs 20,000/month; no fee; last date 31 December |
| HLWB scholarship | Children of HLWB-registered workers | Rs 4,000–Rs 15,000 per year | 1 year of service; wage ceiling Rs 20,000/month; Classes 9–10 to post-graduation; last date 31 December |
| BOCW scholarship (Labour Copy Scholarship) | Children of HBOCWWB-registered construction workers | Classes 1–8: Rs 8,000/year; Classes 9–12 and ITI: Rs 10,000/year; graduation: Rs 15,000/year; post-graduation: Rs 20,000/year (March 2018 hike) | 1 year of membership; up to 2 children (up to 3 girls); construction workers only |
| Education Department — free uniforms and books in government schools | Students of government schools (Classes 1–8) | Uniform grant Classes 1–5: Rs 800; Classes 6–8: Rs 1,000; textbooks free; free books for Classes 9–12 too (2020 announcement) | No worker registration needed — this is an Education Department scheme, not a Labour Board scheme |
| HLWB marriage assistance | HLWB-registered workers — a woman worker’s own marriage + daughters’ marriages | Rs 51,000 one-time | 5 years of service; wage ceiling Rs 20,000/month; linked to marriage, not education |
| HBOCWWB women workers’ self-marriage assistance | Registered woman construction worker’s own marriage | Rs 50,000 one-time | Only for her own marriage; 1 year of membership; construction workers’ Board |
The same family may be eligible for more than one scheme — but the rules about taking two government education assistances together for the same child differ from scheme to scheme. Read the conditions of each scheme before applying and give correct information in any declaration — wrong declarations can lead to the assistance being taken back. Remember in particular: the HLWB scholarship (Rs 4,000–Rs 15,000 a year) and this uniform-and-books assistance (Rs 2,000–Rs 3,000 one-time) are two separate HLWB schemes — they need separate applications.
Frequently Asked Questions (FAQ)
1. How much money will I get under this uniform-and-books assistance?
Rs 2,000 for Classes 1 to 4 and Rs 3,000 for Classes 5 to 8 — one-time. Both amounts are recorded on the Haryana Government’s district Labour Welfare page (Hisar). No amount for Classes 9 to 12 is recorded on that page — ask the District Labour Office.
2. Will boys also get this assistance, or only girls?
This is the scheme’s biggest question — and the two sources say different things. The district Labour Welfare page (Hisar) names the scheme “to the Girls of workers” — girls only. myScheme lists it for “Children of Workers” and its detail says “2 boys & 3 girls” — boys too. This guide does not treat either side as correct — ask the District Labour Office clearly before applying which rule applies to your child (boy or girl).
3. How much will children in Classes 9 to 12 get?
No amount for Classes 9 to 12 is recorded on the official district page. The scheme’s name on myScheme says “Class 1st to 12th” but states no amount. No amount has been written by guess — confirm the amount for a child in Classes 9 to 12 from the District Labour Office. The construction workers’ scholarship amount for Classes 9 to 12 (Rs 10,000 a year) is not this scheme’s amount.
4. How many children of one family can get this assistance?
As per the myScheme detail, 2 boys and 3 girls (up to 5 children in total). No limit is recorded on the district page. This limit comes from the myScheme detail — confirm it from the District Labour Office.
5. Can I get both the HLWB scholarship (Rs 4,000–Rs 15,000) and this uniform-and-books assistance?
These are two separate HLWB schemes — the scholarship is annual support for education, the uniform-and-books assistance is a one-time payment for uniforms and books. They need separate applications. No source records that both cannot be taken together — but ask the District Labour Office before applying whether both can be taken for the same child.
6. What does the 2-year service period mean?
The district page records “Service Period – Two Year”. The page does not make it clear whether this means 2 years of continuous service with the same employer or 2 years of total Board membership — confirm from the District Labour Office before applying.
7. By when should I apply?
Every year by 31 December — that is the last date recorded on the district page. The 2026-27 window has not been separately confirmed, so confirm this year’s date from the office.
8. Is there any fee to apply?
No — the official district page records the fee as “No”.
9. How do I apply online?
Go to hrylabour.gov.in, find the uniform-and-books assistance service among the Labour Welfare Board services, and fill the form with documents uploaded. The exact service name on the SARAL portal could not be verified — search for “Uniform” or “वर्दी” under the Labour Department’s services on SARAL. Offline applications go to the District Labour Office.
10. Will the December 2025 fake work-slip scam affect this assistance?
That scam was about BOCW (construction worker) registrations — HLWB registration happens through the employer, not through work slips, so it does not directly affect it. Even so, verification was tightened in 2026 — confirm the current status from your District Labour Office before applying and get your registration verified.

Disclaimer
This guide was prepared on 8 November 2026 from available official sources — the Haryana Government’s district Labour Welfare page (Hisar), Labour Department Haryana notices, the Punjab Labour Welfare Fund Act, 1965, the SARAL service list and the myScheme portal. The benefit amount, eligibility and process can change over time — confirm the latest information from your District Labour Office or the SARAL helpline 0172-3968400 before applying. Where sources differ or information could not be verified (especially girls or all children, the Classes 9–12 amount, how many children per family, the exact meaning of the 2-year service period, and the service name on SARAL), the guide says so clearly. Viksit Haryana is not an official portal of any government department.
