New GST Rules From 1 November 2026: Easier Registration for Small Sellers and Faster Refunds

New goods and services tax rules coming into force on 1 November 2026 are designed to make life simpler for small businesses, especially sellers who trade through e-commerce platforms. The changes, notified on 26 October 2026, put into effect parts of the Finance Act 2026 and follow decisions taken at the 57th meeting of the GST Council. For many traders, the most useful change is the way registration will work. Small e-commerce sellers whose input tax credit is up to Rs 2.5 lakh a month will be able to declare an e-commerce platform warehouse as their principal place of business in a state where they do not have an office. That removes a long-standing practical hurdle for sellers who dispatch goods from warehouses far from their home base. Firms working from co-working spaces will also be able to register using that address, a step that reflects how many new businesses now operate. The notification is expected to benefit nearly 9.5 lakh small sellers, many of whom have found state-by-state registration and compliance a burden disproportionate to their turnover. Another important change concerns discounts given after a supply has been made. Until now, a post-supply discount could be left out of the taxable value only in narrower circumstances. Under the new rules, such a discount can be excluded where the supplier issues a credit note and the buyer reverses the related input tax credit. The change should reduce disputes over promotional offers and year-end settlements, and give businesses clearer ground for pricing decisions. Refunds are also set to become quicker and more automatic. Balances lying in excess in the electronic cash ledger will be refunded automatically, without waiting for an officer to intervene. The time allowed for acknowledgement or for a deficiency memo has been cut from 15 days to 10 days, tightening the timetable for the administration as well as for claimants. For zero-rated supplies and for cases involving an inverted duty structure, 90 per cent of an eligible refund claim will be sanctioned provisionally, subject to a system-based risk assessment. That should improve cash flow for exporters and for businesses whose inputs attract a higher tax rate than their finished products. Officials have stressed that implementation will be phased, and that some wider recommendations still require legislative or procedural amendments. Even so, the package points in a clear direction: fewer registration obstacles, faster money back, and simpler treatment of ordinary commercial discounts.
