What is this Scheme?
Through the Haryana Backward Classes & Economically Weaker Sections Kalyan Nigam, Backward Classes (BC) students of Haryana get an Education Loan for higher studies. This is the Education Loan Scheme of the National Backward Classes Finance & Development Corporation (NBCFDC) — a Government of India undertaking under the Ministry of Social Justice & Empowerment — implemented in Haryana through the State Channelising Agency (the Nigam). The scheme is called “Education Loan Scheme for Backward Classes”.
This is not a scholarship — it is a loan that must be repaid. But it is far cheaper than an ordinary bank loan: the interest is only 4% per year (for boys) and 3.5% per year (for girls), and there is a 5-year moratorium before repayment begins. Loans of up to ₹15 lakh for studies in India and ₹20 lakh for studies abroad are available.
The loan is given for professional and technical education — such as medical, engineering, nursing, pharmacy, management, law, hotel management and other recognised courses — at graduate level and above. Vocational courses are also covered.

Honest note on the amount and income limit: Some older websites still show this scheme’s amount as ₹10 lakh (in India) and the income limit as ₹6 lakh — these are old figures. Chief Minister Nayab Singh Saini stated twice — in December 2024 (Kaithal) and April 2025 (Gurugram) — that BC children get loans of up to ₹15 lakh in India and ₹20 lakh abroad at 4% interest if the family income is up to ₹3 lakh per year — and the myScheme/NBCFDC scheme details give the same figures. This guide uses ₹15 lakh / ₹20 lakh and the ₹3 lakh income limit.
Note on the moratorium: As per myScheme/NBCFDC, the moratorium is a fixed 5 years, irrespective of the course duration. Some older Haryana Nigam pages say “course period + 6 months”. This guide follows myScheme’s 5-year moratorium — confirm the current rule with the Nigam before applying.
How Much Loan is Given
The loan covers only a part of the course expenses — not the full cost. For studies in India it covers 90% of the course expenses, and for studies abroad 85%; the remaining part must be arranged by the student or the State Channelising Agency.
| Where you study | Share of course expenses | Maximum loan | Who pays the rest |
|---|---|---|---|
| In India | 90% | ₹15,00,000 | 10% — student or State Channelising Agency |
| Abroad | 85% | ₹20,00,000 | 15% — student or State Channelising Agency |
| Vocational course | 90% | Same limits as professional/technical courses | 10% — student or State Channelising Agency |
Example: if a course in India costs ₹10 lakh in total, a loan of up to ₹9 lakh (90%) can be given under this scheme; the remaining ₹1 lakh must be arranged by the student.
What is the Interest Rate
| Student | Interest rate (per year) |
|---|---|
| Boys | 4% |
| Girls | 3.5% |
This rate is less than half of an ordinary bank education loan (usually 8.5%–13% per year). The interest rate and loan amount may change as per the norms laid down by the state agency — this is also stated in NBCFDC’s press release.
Which Courses are Covered
The loan is given for recognised professional, technical and vocational courses at graduate level and above — the course must be approved by a competent authority (UGC, AICTE, Medical Council, Indian Nursing Council etc.).
| Course group | Examples |
|---|---|
| Professional courses | Medical (MBBS), Engineering (B.Tech), Management (MBA), Law (LLB), Pharmacy, Nursing |
| Technical courses | Polytechnic, technical diploma/degree after ITI, computer and other technical courses |
| Vocational courses | Courses of at least 6 months — Nursing, Pharma, Tourism & Catering, teacher training etc. (supported by a Government Ministry/Department or an NSDC-backed organisation; leading to a certificate/diploma/degree from a Government organisation) |
| Studies abroad | Professional/technical course at a recognised foreign institution (admission letter required) |
Which Expenses are Covered
The loan covers these expenses:
- Admission fee & tuition fee
- Books, stationery & other course-related instruments
- Examination fee
- Boarding & lodging expenses
- Insurance premium for the policy during the loan period
Who is Eligible — Eligibility Conditions
As per the myScheme/NBCFDC scheme details, the eligibility conditions are:
| Condition | Detail |
|---|---|
| Category | Student must belong to the Backward Classes (BC) as notified by the Central or State Government (in Haryana, the BC Block-A and Block-B caste lists) |
| Domicile | Student must be a permanent resident of Haryana (the loan is given through the Haryana State Nigam) |
| Income limit | Family annual income must be not more than ₹3 lakh (from all sources) |
| Marks | At least 50% marks in the qualifying examination |
| Admission | Admission to a professional/technical course at a recognised institute through an entrance test or on merit (for abroad, the university/college admission letter is required) |
| Course | Course must be approved by a competent authority (UGC/AICTE/Medical Council etc.) |
Note: As per NBCFDC rules, the State Channelising Agencies/Banks must allocate at least 50% of the funds to families with annual income up to ₹1.5 lakh — the poorest families get priority.
Who is Not Eligible
- Students who do not belong to the Backward Classes — this scheme is only for the BC category (SC students have a separate NSFDC/NSKFDC education loan scheme).
- Students whose family annual income is more than ₹3 lakh.
- Students who scored less than 50% marks in the qualifying examination.
- Students whose admission is not in a recognised course/institution.
- Students seeking a loan for a general (non-professional) course — this loan is only for professional/technical/vocational courses.
How This Scheme Differs From Other Schemes
Several loan and scholarship schemes run for education in Haryana, which causes confusion. This table clarifies which scheme this guide is about:
| Point | This scheme — BC Education Loan | Haryana Education Loan Scheme 2026 (Credit Guarantee) | NSKFDC Education Loan (Central) | BC Term Loan | Scholarships (PM-YASASVI etc.) |
|---|---|---|---|---|---|
| For whom | BC students, professional/technical education | All Haryana students (12th pass) | Safai Karamchari / manual scavenger community | BC — for self-employment/business | SC/OBC/Minority/LIG students |
| Benefit | ₹15 lakh (India) / ₹20 lakh (abroad) loan | State guarantee on bank loan — loan without collateral | Education loan (separate corporation) | Up to ₹15 lakh business loan | ₹5,000–₹20,000 per year grant |
| Interest rate | 4% (boys) / 3.5% (girls) | Up to 2% above RBI repo rate (bank decides) | Separate rules | 6%–8% | No interest — no repayment |
| Income limit | ₹3 lakh per year | ₹6 lakh per year (no limit for MBBS) | Separate rules | ₹3 lakh per year | ₹12,000–₹2.5 lakh (as per scheme) |
| Repayable? | Yes — 5-year moratorium + 10-year repayment | Yes — EMI to the bank (up to 15 years) | Yes | Yes | No — it is a grant |
| Apply where | SARAL portal / Nigam office | Atmanirbhar Haryana portal (atmanirbhar.haryana.gov.in) | NSKFDC portal | SARAL portal | NSP / Har-Chhatravratti portal |
Note — the Credit Guarantee scheme is different: Under the Haryana Education Loan Scheme 2026 (announced by former Chief Minister Manohar Lal Khattar on 4 March 2020), the government gives a guarantee to the bank so that the bank gives a loan without collateral — the government itself does not lend. Under it, a guarantee of up to ₹50 lakh is available for MBBS in Haryana government medical colleges and up to ₹10 lakh for other courses. This BC Education Loan scheme is completely different — here the Nigam directly gives a cheap loan. Do not confuse the two.
Similarly, the education loan for students with disabilities (through the same Nigam, up to ₹50 lakh — announced in July 2026) is a separate scheme — only for students with more than 40% disability.

How to Apply
Applications under this scheme can be made online and offline. In Haryana, applications are made through the Antyodaya SARAL portal under the “Education Loan Scheme” service.
Steps for Online Application (SARAL Portal)
- Open the SARAL portal: Go to saralharyana.gov.in (or visit your nearest Saral Kendra / CSC).
- Find the service: Search for the “Education Loan Scheme” service (a service of the Haryana Backward Classes & Economically Weaker Sections Kalyan Nigam).
- Fill the form: Enter your details — name, address, caste, income, course and institution details, loan amount.
- Upload documents: Upload scanned copies of the documents listed above.
- Submit: Submit the form and note down the Application/Reference ID — this is used to check the status.
- Verification and sanction: The Nigam verifies the application — if the documents are correct and eligibility is met, the loan is sanctioned.
Steps for Offline Application
- Contact the Nigam office: Get the form from the Haryana Backward Classes & Economically Weaker Sections Kalyan Nigam office (SCO 813-14, Sector 22-A, Chandigarh) or your district’s Nigam/district officer.
- Fill the form: Fill all columns and attach copies of the documents.
- Submit: Submit the filled form at the Nigam office and take the receipt.
- Through the NBCFDC website: You can also apply by filling the online form on the NBCFDC website (nbcfdc.gov.in).
Note: No application fee is mentioned in the scheme guidelines — if anyone asks for money in the name of this scheme, it may be fraud. A CSC service charge may apply at Saral Kendras — always take a receipt.
How the Loan is Given
The loan amount is given directly to the student’s bank account or to the institution — this depends on the Nigam’s rules and the fee structure of the course. The loan covers 90% (India) or 85% (abroad) of the course expenses — the remaining 10%/15% must be arranged by the student. The loan may be given in installments, as per the fee and other expenses of the course.
How Repayment Works
| Stage | Period | Detail |
|---|---|---|
| Moratorium | 5 years | No installment is payable for 5 years after the loan is given — irrespective of the course duration |
| Repayment period | Maximum 10 years | The full loan must be repaid within 10 years after the moratorium ends |
| Total period | Maximum 15 years | From the loan disbursement to full repayment |
| Early repayment | No charges | The full loan can be repaid any time after the repayment period begins — no pre-closure charges |
The installments are paid to the Nigam / Channel Partner. Interest is charged at 4% (boys) / 3.5% (girls) per year.
Application Timeline
| Session / Event | Status |
|---|---|
| Scheme launch | NBCFDC Education Loan Scheme — a Central Government scheme, implemented in Haryana through the State Nigam |
| Amount enhancement (announcement) | December 2024 (Kaithal) and April 2025 (Gurugram) — the Chief Minister announced loans of up to ₹15 lakh in India and ₹20 lakh abroad, with a ₹3 lakh income limit and 4% interest |
| 2026-27 | No fixed last date — no fixed application window has been published for education loans; applications are accepted through the year on the SARAL portal |
Unlike scholarships, this loan scheme has no fixed annual calendar — you can apply as soon as you get admission. Confirm the current status on the SARAL portal and at the Nigam office before applying.
How to Check Status
- From the SARAL portal: On saralharyana.gov.in, use “Track Application Status” and enter your Application/Reference ID to see the status.
- From the Nigam office: Contact the Haryana Backward Classes & Economically Weaker Sections Kalyan Nigam, SCO 813-14, Sector 22-A, Chandigarh.
- At the district level: Your district’s Nigam/district officer can also be asked about the status of the application.
Common Mistakes in the Application
- Confusing it with the Credit Guarantee scheme — that is a different scheme (state guarantee on a bank loan); this scheme is a direct cheap loan from the Nigam.
- Assuming the old amount — ₹10 lakh (India) and the ₹6 lakh income limit are old figures; the current figures are ₹15 lakh and ₹3 lakh.
- Thinking it is a scholarship — this is a loan, not a grant — it must be repaid within 10 years after the 5-year moratorium.
- Forgetting the 50% marks condition — at least 50% marks in the qualifying examination are required.
- Misunderstanding the income limit — income above ₹3 lakh makes you ineligible (the BC reservation creamy layer limit of ₹8 lakh is different).
- Course not recognised — the course must be approved by UGC/AICTE etc.
- Applying without admission — the admission letter / admission proof is required.
- Paying an agent — there is no application fee for this scheme; anyone asking for money may be a fraud.
Frequently Asked Questions
1. What is the Haryana Backward Classes Education Loan scheme?
It is the NBCFDC Education Loan Scheme of the Central Government, implemented in Haryana by the Haryana Backward Classes & Economically Weaker Sections Kalyan Nigam. Under it, BC students get loans of up to ₹15 lakh for studies in India and ₹20 lakh for studies abroad for professional/technical/vocational education, at 4% (boys) / 3.5% (girls) interest per year. Eligibility: BC category, Haryana domicile, family income not more than ₹3 lakh, 50% marks in the qualifying exam, and admission to a recognised course.
2. How much loan is given under this scheme?
For studies in India, 90% of the course expenses up to a maximum of ₹15 lakh; for studies abroad, 85% of the course expenses up to a maximum of ₹20 lakh. The remaining 10%/15% must be arranged by the student or the State Channelising Agency. Vocational courses also get up to 90%.
3. What is the interest rate and when does repayment start?
The interest rate is 4% per year for boys and 3.5% per year for girls. After the loan is given, there is a 5-year moratorium — no installment is payable during this period. After that, the full loan must be repaid within a maximum of 10 years (15 years in total). There are no charges for repaying the full loan early.
4. Where and how to apply? Is there an online application?
Yes — online applications are made on the Antyodaya SARAL portal (saralharyana.gov.in) under the “Education Loan Scheme” service, or on the NBCFDC website (nbcfdc.gov.in). Offline applications can be made by taking the form from the Nigam office (SCO 813-14, Sector 22-A, Chandigarh) or the district officer.
5. What is the last date for the Haryana BC Education Loan 2026-27?
No fixed last date has been published for this scheme — education loan applications are accepted through the year; there is no fixed window like scholarships. You can apply as soon as you get admission. Confirm the current status on the SARAL portal and at the Nigam office before applying.
6. Is this scheme the same as the Haryana Education Loan Scheme 2026 (Credit Guarantee)?
No — that is a different scheme. Under the Credit Guarantee scheme, the government gives a guarantee to the bank so that the bank gives a loan without collateral (Atmanirbhar Haryana portal, income limit ₹6 lakh, no limit for MBBS). Under this BC Education Loan scheme, the Nigam directly gives a loan at 4%/3.5% interest — the income limit is ₹3 lakh. Do not confuse the two.
7. Can SC students also get the benefit of this scheme?
No — this scheme is only for Backward Classes (BC) students. SC students have a separate NSFDC/NSKFDC education loan scheme (up to ₹20 lakh for studies abroad, income limit ₹3 lakh). Students with disabilities also have a separate education loan scheme through the same Nigam (up to ₹50 lakh).
