What is this Scheme?
Under a scheme of the Haryana Government’s Department of Social Justice, Empowerment, Welfare of Scheduled Castes & Backward Classes and Antyodaya (Welfare of SC & BC Department — SEWA Department), Scheduled Caste (SC) and Backward Class (BC) students get free classroom coaching in private institutions to prepare for higher competitive/entrance examinations. The scheme is called “Financial Assistance for Higher Competitive Entrance Examinations to SC/BC Students”. Its main objective is to enable SC/BC students to take good coaching for civil services examinations — such as IAS, IFS and Allied Services — without worrying about the fee.
This is not a scholarship — no cash is paid to the student. The government pays the coaching fee directly to the institution, and the student takes free coaching at a selected private institution. The institution sends its proposal to the department, and a State-level committee (chaired by the Secretary, Welfare Department) selects the institutions and the students.
The scheme has been running in its amended form since 1 June 2009. After the amendment, the committee itself decides the duration of coaching and the quantum of fee for each examination, keeping in view the market rates.

Honest position on the 2026-27 status: No advertisement for the 2026-27 session of this scheme has been found yet. Buddy4Study shows the scheme status as “Closed”, and no current advertisement is visible on the department website either. No last date for 2026-27 has been announced — so no date is given in this guide. As soon as an advertisement is issued, the information will be available on the department website and at the District Welfare Officer (DWO) office.
Note on the amount: There is no fixed amount under this scheme — the committee decides the coaching fee for each examination, keeping in view the market rates. Old figures: before the 2009 amendment, assistance was up to a maximum of ₹10,000; in 2007 the rates were raised from ₹3,000 to ₹8,000 and from ₹4,000 to ₹10,000. If any website quotes a “fixed amount” for this scheme, it is not official.
Which Examinations are Covered
The main objective is coaching for civil services examinations, but as per the 44th Report of the Haryana Vidhan Sabha (2020-21), the scope is wider — free coaching is given to SC and BC aspirants to prepare for Civil Services Exam, Banking, Railway, SSC, HTET, CGL and NEET/JEE and other competitive/entrance examinations.
| Examination group | Examples |
|---|---|
| Civil Services | IAS, IFS and Allied Services (UPSC and State Public Service Commissions) |
| Banking and SSC | Bank examinations, SSC CGL and other SSC examinations |
| Railway | Railway recruitment examinations |
| Teacher eligibility | HTET |
| Entrance examinations | NEET/JEE and similar entrance examinations |
Which examinations are covered in a given session is stated in the advertisement — always check the examination list in the advertisement before applying.
How Much Assistance is Given
No cash amount is paid to the student under this scheme — the coaching fee is paid directly to the institution. The fee amount differs for each examination and is decided by the committee chaired by the Secretary, Welfare Department, keeping in view the market rates.
| Installment | When | How much |
|---|---|---|
| First installment | Immediately after the candidate joins the coaching | 30% of the total amount |
| Second installment | After satisfactory completion of the course | 70% of the total amount |
The payment goes to the institution’s bank account, not the student’s account. So the student does not have to worry about the fee — they only have to attend the coaching regularly after selection.
How Many Students Benefited — Budget and Figures
As per the 44th Report of the Committee on the Welfare of Scheduled Castes, Scheduled Tribes and Backward Classes of the Haryana Vidhan Sabha (2020-21, presented on 18 March 2021), the figures for this scheme are:
| Session | Budget (₹ lakh) | Expenditure (₹ lakh) | Beneficiaries |
|---|---|---|---|
| 2019-20 | 1,000.00 | 324.00 | 397 |
| 2020-21 (up to 31 December 2020) | 1,900.00 | 360.50 | 800 |
In 2020-21 the budget nearly doubled (from ₹1,000 lakh to ₹1,900 lakh) and the number of beneficiaries also rose from 397 to 800. Official figures after 2021 were not found in public sources — this guide will be updated when new figures are available.

As per the department’s official scheme page, the eligibility conditions are:
| Condition | Detail |
|---|---|

- Students whose parents’/guardians’ annual income is more than ₹2.5 lakh.
- Students who do not possess the requisite educational qualification for the examination.
- Students who have already taken 2 chances for the same examination.
- Students already availing the benefit of another coaching scheme at the same time (the Central SHREYAS free coaching scheme also carries this condition — two schemes cannot be taken together).
How This Scheme Differs From Other Schemes
Several scholarships and coaching schemes run for SC/BC students, which causes confusion. This table clarifies which scheme this guide is about:
| Point | This scheme — SC/BC Competitive Exam Coaching | PM-YASASVI Post-Matric (OBC/EBC/DNT) | Minority Post-Matric | Lower Income Group Scholarship | State SC Scheme — Govt ITI | DTE Tuition Fee + Transport |
|---|---|---|---|---|---|---|
| For whom | SC/BC students preparing for competitive examinations | OBC, EBC and DNT students, Class 11 to PG | 6 minority communities, Class 11 to PhD | Any category — no caste condition | SC students, only Government ITI | SC students, AICTE technical courses |
| Benefit | Free coaching in a private institution (fee paid to the institution) | ₹5,000–₹20,000 per year | ₹6,000–₹15,000 per year | ₹27–₹75 per month + full compulsory fees | ₹215 per month | Tuition up to ₹20,000/₹40,000 + bus/train pass |
| Income limit | ₹2.5 lakh per year | ₹2.5 lakh per year | ₹2 lakh per year | ₹12,000 per year | None stated | Tuition: ₹2.5–3.5 lakh; Transport: none |
| Apply where | Offline — DWO/TWO office | NSP (scholarships.gov.in) | NSP (scholarships.gov.in) | Har-Chhatravratti portal | Through your ITI (offline) | Har-Chhatravratti portal |
| Whose scheme | Haryana State (SEWA Department) | Central (PM-YASASVI) | Central (Ministry of Minority Affairs) | Haryana State (Directorate of Higher Education) | Haryana State (Skill Development Dept) | Haryana State (Department of Technical Education) |
| Last date 2026-27 | Not announced | 31 January 2027 | 30 November 2026 | 31 December 2026 | Not announced | Not announced |
Note — the Mukhyamantri Yuva Pratibha Protsahan Yojana is different: In April 2026, Chief Minister Nayab Singh Saini announced a new scheme — the Mukhyamantri Yuva Pratibha Protsahan Yojana. Under it, EWS youth who clear the preliminary stage of UPSC, HPSC and Judicial Services examinations get ₹25,000 to ₹70,000 for coaching for the next phase (income up to ₹1 lakh → ₹70,000; up to ₹1.80 lakh → ₹60,000; ₹1.80–3 lakh → ₹50,000; ₹3–5 lakh → ₹25,000). Coaching for UPSC and HPSC examinations in all state government universities through evening classes was also announced. This is a completely different scheme from this SC/BC coaching scheme — there the benefit goes to those who have already cleared prelims, while here selection happens before coaching, and the benefit is for SC/BC students. Do not confuse the two.
Similarly, the Central SHREYAS free coaching scheme (for SC/OBC students, ₹4,000 per month stipend) and the DACE centre at Central University of Haryana, Mahendergarh (free UPSC/HCS coaching with a ₹4,000 per month scholarship) are also different schemes — they belong to the Central Government, while this scheme belongs to the Haryana State Government. The BOCW free coaching for construction workers’ children and the Education Department’s Super 100 (JEE-NEET coaching) are separate schemes too.

| Passport-size photo | Recent photo of the applicant |

How to Apply
Applications under this scheme are offline — this scheme is NOT on the Har-Chhatravratti portal (its name does not appear in the portal’s list). Applications are taken only when the department issues an advertisement.
Steps for Students
- Watch for the advertisement: Applications are taken only when an advertisement is issued. The advertisement states the examination list, the number of seats, the last date and the place of submission — keep track of the DWO office and the department website.
- Get the form: Get the application form from your district’s District Welfare Officer (DWO) or Tehsil Welfare Officer (TWO), or download it from the department website.
- Fill the form: Fill all columns — an incomplete or unsigned form can be rejected summarily without any notice (this warning is printed on the form itself).
- Attach documents: Attach copies of the documents listed above and put page numbers with an index on top.
- Submit: Submit the form at the concerned institution or DWO office in the manner prescribed in the advertisement.
- Selection: A State-level committee — chaired by the Secretary, Welfare Department, with academic experts as members — selects the students. After selection, the student joins coaching at the selected private institution.
For institutions (FORM-I): Private institutions/universities fill a separate FORM-I proposal — full details of the institution, registration, managing committee, income-expenditure statements for the previous 3 years (certified by a Chartered Accountant or Government Auditor), at least 5 years of experience in coaching, own building and sufficient space, library/audio-visual facilities, details of courses and successful/placed students of the last 3 years, proposed courses and fee, faculty details and bank information. The institution must never have been declared bankrupt or blacklisted by any government institution — this is also declared in the proposal.
Note: There is no application fee for this scheme — if anyone asks for money in its name, it may be fraud.
Application Timeline
| Session / Event | Status |
|---|---|
| Scheme amended | 1 June 2009 — the committee system for deciding duration and fee came in; income ceiling raised from ₹1 lakh to ₹2.5 lakh |
| 2019-20 | 397 students benefited (budget ₹1,000 lakh, expenditure ₹324 lakh) |
| 2020-21 | 800 students benefited (up to 31 December 2020; budget ₹1,900 lakh, expenditure ₹360.50 lakh) |
| 2026-27 | Not announced yet — no advertisement found; Buddy4Study shows the status as “Closed” |
This scheme has no fixed annual calendar — applications are taken only when an advertisement is issued. Stay in touch with the DWO office and keep checking the department website.
How the Money is Paid
The amount is sent to the institution’s bank account — not the student’s account. The first installment (30%) is released immediately after the candidate joins the coaching, and the second installment (70%) after satisfactory completion of the course. If the student leaves the coaching midway or does not complete it satisfactorily, the second installment is not released.
How to Check Status
- From your DWO office: Ask your district’s District Welfare Officer (DWO) or Tehsil Welfare Officer (TWO) — they can tell you the status of the application and selection.
- From the institution: The private institution where you were selected for coaching can also be asked about the status.
- From the department: Contact the Welfare Department (SEWA), Chandigarh office — contact details are given below.
How Renewal Works
This is not an annual scholarship, so there is no renewal. A separate chance is available for each examination — but a maximum of 2 chances is allowed for the same examination. If you have already taken the benefit twice for UPSC, you cannot take it a third time for UPSC — though you can apply separately for a different examination (such as SSC or Banking).
Common Mistakes in the Application
- Looking for the application on the Har-Chhatravratti portal — this scheme is not on that portal; applications are offline through DWO/TWO.
- Assuming a fixed amount — there is no fixed amount under this scheme; the committee decides the fee. The old ₹10,000 figure does not apply today.
- Confusing it with the Mukhyamantri Yuva Pratibha Protsahan Yojana — that is a separate new scheme (₹25,000–₹70,000 for those who cleared prelims); this scheme is different.
- Applying for the third time for the same examination — only 2 chances are allowed per examination.
- Misunderstanding the income limit — income above ₹2.5 lakh makes you ineligible.
- Submitting an incomplete or unsigned form — such a form is rejected summarily without any notice.
- Applying without waiting for the advertisement — applications are taken only when an advertisement is issued.
- Paying an agent — there is no fee for this scheme; anyone asking for money may be a fraud.
