The Haryana government has been giving a special social security allowance to transgender (Kinnar) persons since 1 June 2006 — the Kinnar Bhatta Yojana (Allowance to Eunuchs Scheme). Under this scheme, eligible transgender persons living in Haryana receive Rs 3,200 every month, paid directly into their bank accounts. The allowance was raised from Rs 3,000 to Rs 3,200 with effect from 1 November 2025. This guide covers everything — how much you get, who can apply, how to get the Civil Surgeon certificate, how to apply online on SARAL, which documents are needed, and what happens after the age of 60.

One thing to understand clearly: the scheme is officially known by the department’s name, “Allowance to Eunuchs”. The most important document for the application is the certificate from the Civil Surgeon of your district — without it, the application is not considered complete.

From Monthly allowance
1 June 2006 Rs 300
1 January 2016 Rs 1,400
1 November 2016 Rs 1,600
1 November 2017 Rs 1,800

1 April 2023 Rs 2,750
1 January 2024 Rs 3,000
1 November 2025 Rs 3,200

These rates are taken from the Haryana SEWA Department’s official scheme page. The rate is revised from time to time by state government notification — check the SEWA page or the DSWO office for the latest rate.

Who can apply?

  • Permanent resident/domicile of Haryana — must have lived in Haryana for the last 5 years before the date of application.
  • Age 18 years or above. The SARAL scheme document gives the age range as 18 to 60 years — on attaining 60 years of age, the case is transferred to the Old Age Samman Allowance Scheme.
  • Civil Surgeon certificate — a certificate issued by the Civil Surgeon of the district confirming that the applicant is a eunuch. This is the most important document.
  • Must not be involved in any unlawful activity — stated clearly in the department’s eligibility conditions.
  • Income limit: no income limit is given in the department’s current eligibility list. Please note: a 2011 notification did contain an income condition — if the DSWO office asks you for income proof, ask them in writing under which rule it is being asked for.

How to apply — step by step

There are two routes — online (SARAL) and offline (DSWO office):

  1. Get the Civil Surgeon certificate first: visit the office of the Civil Surgeon (Chief Medical Officer) of your district and get the certificate confirming that you are a eunuch. Without this certificate, the application cannot proceed.
  2. Keep your documents ready: keep the age, residence and bank account documents from the list below ready. A Family ID (Parivar Pehchan Patra) is also needed.
  3. Apply online (SARAL): go to saralharyana.gov.in — register first if you are a new user, then log in, search for the “Eunuch Allowance” service and fill in the application. Upload the documents and note down the application number. If you cannot do it yourself, take help from the nearest Antyodaya Kendra or Atal Seva Kendra (CSC).
  4. Apply offline: visit your district’s District Social Welfare Officer (DSWO) office — fill in the application form and submit it with copies of the documents. The DSWO office is usually in the district secretariat/mini-secretariat complex.
  5. Verification and approval: the DSWO will verify your documents and eligibility. Once the check is complete, the allowance is sanctioned and starts being credited to your bank account every month.
  6. Check the status: if you applied online, check the status on the SARAL status page (status.saralharyana.nic.in) using your application number; for an offline application, ask at the DSWO office.

Note: the exact service name on the SARAL portal could not be verified live in this research — the SARAL scheme document titles the service “Eunuch Allowance”. Search for that name on the portal, or ask at an Antyodaya Kendra/CSC.

Which documents are needed?

The document list is as per the official SARAL scheme document:

Document Why it is needed / what kind
Age proof To prove age 18 years or above (birth certificate / Aadhaar / voter card etc.)
Residence proof (any one, issued 5 years ago) Ration Card (Food & Supplies Department, Haryana) or Voter Card (Election Department, Haryana) or voter list showing the applicant’s name with photograph — the document must have been issued prior to 5 years; if none is available, a self-declaration along with any other documentary proof, to be verified by the DSWO
Civil Surgeon certificate Issued by the Civil Surgeon of the district — confirms that the applicant is a eunuch; the most important document
Savings bank account details + passbook copy The allowance is paid by DBT into the account — the account must be in the applicant’s name
Family ID (Parivar Pehchan Patra) Required for the application
Aadhaar Card (optional) Listed as optional in the SARAL document
Passport-size photo For the application form
Mobile number For contact and SMS updates

Note: no officer can refuse to accept your application for lack of documents — documents can also be submitted later.

What happens at the age of 60?

When a beneficiary attains the age of 60 years, the case is transferred to the Haryana Old Age Samman Allowance Scheme — no fresh application is needed and the monthly benefit continues. The Old Age Samman Allowance is also currently Rs 3,200 per month.

How many people are getting the benefit?

According to the figures published on the SEWA Department’s official page, the number of beneficiaries of this scheme is very small — which is why the scheme has not fully reached all those who need it:

Year Beneficiaries Budget (Rs lakh) Expenditure (Rs lakh)
2019-20 31 8.00 7.80
2020-21 33 9.00 8.60
2021-22 37 10.94 10.32
2022-23 39 15.00 11.15
2023-24 39 20.00 —

Figures for 2024-25 and 2025-26 are not published on the SEWA page.

Frequently asked questions (FAQ)

Rs 3,200 per month — the rate in effect from 1 November 2025. The allowance is credited every month directly to the beneficiary’s bank account.

2. Who can apply?

A transgender (Kinnar) person who has lived in Haryana for the last 5 years, is aged 18 years or above, and holds a certificate from the Civil Surgeon of the district. A person involved in any unlawful activity is not eligible.

3. Where do I get the Civil Surgeon certificate?

From the office of the Civil Surgeon (Chief Medical Officer) of your district. This certificate confirms that you are a eunuch and is the most important document for the application.

4. Is there any income limit?

No income limit is given in the department’s current eligibility list. A 2011 notification did contain an income condition — if the DSWO office asks you for income proof, ask them in writing under which rule it is being asked for.

5. How do I apply online?

Go to saralharyana.gov.in, register/log in, search for the “Eunuch Allowance” service and fill in the application. If you cannot do it yourself, take help from the nearest Antyodaya Kendra or Atal Seva Kendra (CSC). Offline applications are submitted at the District Social Welfare Officer (DSWO) office.

6. How much will the application cost?

There is no government fee — the application is free. A service charge of Rs 30 may apply at an Antyodaya Kendra or CSC (as per the December 2021 SARAL document). If anyone asks for more money, be careful and complain to the DSWO office or the SARAL helpline 0172-3968400.

No. On attaining 60 years of age, your case is transferred to the Old Age Samman Allowance Scheme — no fresh application is needed and the monthly benefit continues.

8. How many days will it take to get the allowance?

The SARAL scheme document (December 2021) gives an RTS time limit of 60 days for this service. After verification and approval, the allowance starts being credited to your bank account. The arrears/back-payment policy could not be verified from official sources — ask the DSWO office about it.

9. Can I apply with a Transgender Identity Certificate (2019 Act) instead of the Civil Surgeon certificate?

This could not be confirmed from official sources — the department’s published eligibility list asks only for the Civil Surgeon certificate. Confirm with your district DSWO office whether a Transgender Identity Certificate will be accepted.

10. Do I have to apply again every year?

No — once approved, the allowance continues every month as long as eligibility continues. On attaining 60 years of age, the case moves automatically to the Old Age Samman Allowance Scheme.
