Haryana Labour Welfare Board Scholarship 2026: Rs 4,000–15,000 a Year for Workers’ Children, Eligibility & Apply

For children of workers employed in factories, shops and other establishments in Haryana, the Labour Department runs a special scheme — the Scholarship Scheme for Worker’s Children. It is run by the Haryana Labour Welfare Board (HLWB). Under this scheme, children of workers registered with the Board receive a scholarship of Rs 4,000 to Rs 15,000 per year — the amount depends on the child’s class or course. The money is paid directly into the beneficiary’s bank account.

First, be clear about one thing: this scheme is NOT for construction workers (BOCW/HBOCWWB) — that is a different Board, whose Rs 8,000–Rs 20,000 scholarship is covered in our separate guide. This scholarship is for children of workers whose employer contributes to the Labour Welfare Fund and who are registered with the Labour Welfare Board. Mixing up the two schemes is the most common mistake — read the “Biggest confusion” section below.

How Much Scholarship?

According to the Haryana Government’s district Labour Welfare page (Hisar — official .gov.in page, seen on 8 November 2026), this scheme pays a minimum of Rs 4,000 and a maximum of Rs 15,000 per year. The detailed class-wise break-up comes from a 2002 announcement after a Board meeting (The Tribune / Times of India) — at that time the scholarship was fixed for meritorious students scoring 60% marks:

Class / Course (as per the 2002 announcement) Annual scholarship
Classes 9 and 10 (on 60% marks) Rs 4,000
10+2 to BA (on 60% marks) Rs 5,000
10+2 vocational courses and ITI (on 60% marks) Rs 3,000
Diploma (engineering), graduation, medical, veterinary, personnel management (on 60% marks) Rs 10,000
Degree in medical, engineering, law, agriculture or MBA (on 60% marks) Rs 15,000

The same 2002 announcement also had a separate cash prize for students scoring 75% or more — Rs 1,000 for classes 9 to 10+2, vocational courses, pre-medical and pre-engineering, and Rs 2,000 for BA first to third year.

An honest warning: the class-wise table above is from 2002 — 24 years old. The official district page today records only the minimum–maximum (Rs 4,000–Rs 15,000), which matches the minimum and maximum of the 2002 table, but the current class-wise amounts and the 60% marks condition could not be separately verified for 2026 (the Labour Department site hrylabour.gov.in did not open from this environment on 8 November 2026). Before applying, confirm the amount shown on the SARAL portal or from your District Labour Office — the amount shown on the portal is final.

The Biggest Confusion — the Rs 8,000–Rs 20,000 Table Is NOT This Scheme

Many websites show this table with “worker’s children scholarship” — Class 1–8: Rs 8,000; Class 9–12/ITI: Rs 10,000; Graduation: Rs 15,000; Post-graduation: Rs 20,000. That table does NOT belong to this HLWB scheme. It belongs to the Haryana Building and Other Construction Workers Welfare Board (HBOCWWB) scheme “Financial Assistance for Education (Rule 60)”, which was increased in March 2018 — and it is fully explained in our separate guide. Many websites mix up the two schemes, because the SARAL portal lists the service as “Scholarship Scheme for worker’s children – Haryana Labour Welfare Board”. Do not go by the name — check the Board and the amounts:

Point This scheme (HLWB scholarship) BOCW education assistance (Rule 60)
Board Haryana Labour Welfare Board (HLWB) HBOCWWB (construction workers’ Board)
Whose children Registered industrial/shop/establishment workers Registered construction workers
Amount Rs 4,000–Rs 15,000 per year Rs 8,000–Rs 20,000 per year
Fee No fee Separate registration/claim process (some articles mention a Rs 95 fee — that relates to the BOCW/Labour Copy process, not this scheme)
Our guide This guide Haryana BOCW Scholarship 2026: Up to Rs 51,000 for Workers’ Children

If you are a construction worker (mason, labourer, beldar and so on) and hold a BOCW labour card, you should read the BOCW guide above — the amounts and conditions in this HLWB guide do not apply to you.

Who Is Eligible?

  • Child of a worker — the mother or father is a worker registered with the Haryana Labour Welfare Board (HLWB). This registration happens through the employer — the employer registers the establishment with the Board and pays a contribution to the Labour Welfare Fund.
  • Worker’s service period of 1 year completed (as per the district page).
  • Worker’s monthly wage up to Rs 20,000 (wage ceiling as per the district page).
  • The child is studying regularly in a recognised school/college/institution — an “Appearing Certificate” (proof of studying in the current class) and a “Pass Certificate” (proof of passing the previous class) are asked for.
  • Resident of Haryana — the child studies in an institution in Haryana.
  • 60% marks condition (2002 announcement) — this was the condition in 2002, but the current district page does not record any marks condition, so do not treat it as a confirmed present-day condition; confirm from the portal/office.

Who Is Not Eligible?

  • Children of unregistered workers — an e-Shram card alone does not give this Board’s scholarship; HLWB registration (through the employer) is compulsory.
  • Children of construction workers (BOCW) are NOT covered by this scheme — they have the separate HBOCWWB education assistance (Rs 8,000–Rs 20,000).
  • Workers whose monthly wage is above Rs 20,000 — as per the wage ceiling on the district page.
  • Workers whose 1-year service period is not complete.
  • How many children per family can get it — this is NOT recorded on the official district page. Do not apply the BOCW rule (“maximum 2 children, up to 3 daughters”) to this HLWB scheme — ask the District Labour Office first.
  • Employed/self-employed students — the official page for this scheme says nothing about this (in the BOCW scheme such students are not eligible) — confirm from the office for HLWB.

Last Date and Current Status — Read This

According to the official district Labour Welfare page, the last date to apply for this scholarship is 31 December every year, and the service period is 1 year. This means the last date for 2026-27 is taken as 31 December 2026 — but this is the annual pattern; the 2026-27 window could not be separately confirmed, because the Labour Department site and the SARAL portal did not open from this environment on 8 November 2026. Before applying, confirm the live window on the portal or from your District Labour Office.

About the fake work-slip investigation: in December 2025, Labour Minister Anil Vij revealed a fake work-slip scam of about Rs 1,500 crore in the HBOCWWB (construction workers’ Board) — of 5,99,758 work slips in 13 districts, only 53,249 were found genuine, and of 2,21,517 registrations, 1,93,756 were found fake. During the investigation, new BOCW applications were stopped and the RTS timeline was suspended; in October 2026 the Labour Department announced block-level help desks and invited 2026 applications. That investigation was about construction-worker (BOCW) registrations — HLWB registration happens through the employer, not through work slips — so it does not directly affect this scholarship. Even so, because the same Labour Department tightened verification in 2026, ask your District Labour Office or SARAL centre before applying whether new HLWB scholarship applications are currently being accepted, and get your registration verified in advance.

Documents Required

As per the official district Labour Welfare page, these documents are required (all duly attested):

Document Why it is needed
Employee Certificate Proof that the worker is a registered employee with HLWB
Employer Certificate From the employer — the worker is employed with them and registered with the Board
Ration Card For family details
ESI Card Proof of coverage under Employees’ State Insurance
Appearing Certificate Proof that the child is regularly studying in the current class — from the head of the school/institution
Pass Certificate Proof of passing the previous class
Salary Slip Proof of the worker’s monthly wage (Rs 20,000 ceiling)

Note: Aadhaar, Parivar Pehchan Patra (PPP) and bank account details are not on this official list — but the online form may ask for bank account and identity details for payment. Confirm the final list on the SARAL portal or from the District Labour Office.

How to Apply Online

As per the district Labour Welfare page, applications are online — through hrylabour.gov.in. On the SARAL portal, the service is listed as “Scholarship Scheme for worker’s children – Haryana Labour Welfare Board” (as per the SARAL service list). Apply online like this:

  1. Go to saralharyana.gov.in — if you are a new user, register through “New User/Register Here” (mobile number, email), then log in with your user ID and password.
  2. After logging in, search for the “Scholarship Scheme for worker’s children” service — this is the name recorded on SARAL.
  3. Fill the form — worker’s registration details, child’s name, class/course, institution name, bank account details.
  4. Upload documents — Employee/Employer Certificate, Ration Card, ESI Card, Appearing and Pass Certificates, Salary Slip.
  5. Submit the form and note down the application number — it is needed to check the status.
  6. After verification and approval, the scholarship will come into the bank account.

Note: saralharyana.gov.in and hrylabour.gov.in both did not open directly from this environment on 8 November 2026 (no response from the server). That does not mean the websites are down; try opening them from your phone/browser, or take help from the nearest Antyodaya centre / Atal Seva Kendra (CSC).

Offline Application — From the District Labour Office

If you cannot apply online, contact the District Labour Office:

  1. Contact your District Labour Office / District Labour Welfare Officer — this office is the nodal office for the scheme.
  2. Get the application form: the district page lists no form download for this scheme (“Download Form: N.A.”) — so get the form from the office itself; no form number is given in this guide because it is not recorded in any official source.
  3. Fill the form: worker’s name and address, registration details, child’s name, class/course, institution name, bank account details.
  4. Attach documents: all 7 documents from the list above (duly attested).
  5. Submit the form: submit it at the District Labour Office and take the receipt/application number.
  6. Verification and payment: after verification and approval, the amount comes into the bank account.

How to Get Registered with the Labour Welfare Board First

Registration with HLWB is compulsory before this scholarship. This registration is different from BOCW (construction worker) registration:

  1. Registration through the employer: HLWB registration is done by the employer — the employer registers the establishment with the Labour Welfare Board and pays a contribution to the Labour Welfare Fund under Section 9(A) of the Punjab Labour Welfare Fund Act, 1965. As per the Labour Department’s notice, the 2026 contribution had to be deposited before 31 January 2026.
  2. Ask your employer: whether your establishment is registered with the Board and whether your name is on the list of registered workers — that is the first condition for this scholarship.
  3. New registration/renewal portal is live: the Labour Department’s site says the “portal for new registration and renewal is now live” — contact your nearest helpdesk centre with documents.
  4. Get the registration verified: before applying for the scholarship, confirm the active status of your registration from the District Labour Office.
  5. An e-Shram card does not give this scholarship — e-Shram is the national database of unorganised workers, not HLWB registration.

Know the Difference — This Scholarship vs Other Schemes

There are many schemes for the education of workers’ children — do not mix them up:

Scheme For whom Amount Key point
HLWB scholarship (this guide) Children of HLWB-registered (industrial) workers Rs 4,000–Rs 15,000 per year Wage ceiling Rs 20,000/month; 1 year of service; last date 31 December; no fee
BOCW education assistance (Rule 60) Children of HBOCWWB-registered construction workers Rs 8,000–Rs 20,000 per year Different Board; Class 1 to PG; see our separate guide
BOCW meritorious incentive Construction workers’ children (60%+ in Class 10/12) Rs 21,000–Rs 51,000 (as FD) Only Class 10/12; BOCW only; same guide 6103
Backward Classes education loan BC students (higher education) Loan up to Rs 15 lakh at 4% interest This is a loan — it has to be repaid; not a scholarship
State Meritorious Incentive Scheme Toppers of government colleges Rs 5,000 per year For college toppers; no worker registration needed
Merit Cum Means (Minority) scholarship Minority community students (NSP) Up to Rs 30,000 per year Through the NSP portal; for minority students
BPL students monthly stipend School students of BPL families (Classes 1–8) Rs 75–Rs 200 per month For BPL families; up to small classes
PM-YASASVI (post-matric) OBC/EBC/DNT students (Central Government) Post-matric scholarship Central Government scheme; NSP/state portal
Central Labour Welfare Scholarship (NSP) Children of Beedi/Cine/Mine workers As per class (Central Government) Central Government; Beedi/Cine/Mine workers only; income limit applies
HLWB coaching assistance (same Board, different scheme) HLWB workers’ children (entrance exam preparation) Up to Rs 20,000 for coaching; up to Rs 1 lakh for UPSC/HPSC mains This is coaching assistance, not a scholarship
HLWB uniform/books assistance (same Board, different scheme) Daughters of workers (Classes 1–8) Classes 1–4: Rs 2,000; Classes 5–8: Rs 3,000 Only for uniform/books/notebooks; separate from the scholarship

The same child may be eligible for more than one scholarship — but the rules about taking two government scholarships together for the same expense/class differ from scheme to scheme. Read the conditions of each scheme before applying and give correct information in any declaration.

Frequently Asked Questions (FAQ)

1. How much money will I get under this scholarship?

Rs 4,000 to Rs 15,000 per year — the amount depends on the child’s class/course. As per the 2002 announcement, Classes 9–10 got Rs 4,000, 10+2 to BA Rs 5,000, diploma/graduation Rs 10,000 and medical/engineering/law/agriculture/MBA degrees Rs 15,000. Confirm the current class-wise amounts from the portal/office.

2. Who can apply?

Children of workers registered with the Haryana Labour Welfare Board (HLWB) — the worker’s 1-year service period complete, monthly wage not above Rs 20,000, and the child studying regularly in a recognised institution.

3. Is this the same scholarship that pays Rs 8,000–Rs 20,000?

No. The Rs 8,000–Rs 20,000 scholarship is the HBOCWWB (construction workers’ Board) “Financial Assistance for Education (Rule 60)” — a different scheme, explained in our separate guide. Many websites mix the two up; identify them by the Board and the amount.

4. What is the last date to apply?

As per the official district page, 31 December every year. The 2026-27 window has not been separately confirmed — confirm the live window on the SARAL portal or from the District Labour Office before applying.

5. Is there any fee to apply?

No — the official district page records the fee as “No”. The Rs 95 fee mentioned in some articles relates to the BOCW/Labour Copy scholarship process, not to this HLWB scheme.

6. If the child fails a class, will the scholarship still be given?

The official page for this scheme says nothing about this condition. In the BOCW education assistance, no assistance is given again for the same failed class — confirm from the portal or District Labour Office for HLWB.

7. How many children of one family can get the scholarship?

The official page for this scheme does not record any limit on the number of children. Do not apply the BOCW rule (“maximum 2 children, up to 3 daughters”) to this scheme — ask the District Labour Office.

8. How do I apply online?

Log in at saralharyana.gov.in and search for the “Scholarship Scheme for worker’s children” service, or apply through hrylabour.gov.in. Both sites did not open from this environment on 8 November 2026 — try from your browser or take help from the nearest Antyodaya centre/CSC. Offline applications go to the District Labour Office.

9. Will the December 2025 fake work-slip scam affect this scholarship?

That scam was about BOCW (construction worker) registrations — HLWB registration happens through the employer, not through work slips, so it does not directly affect it. Even so, verification was tightened in 2026 — confirm the current status from your District Labour Office before applying and get your registration verified.

10. Which documents are needed?

Employee Certificate, Employer Certificate, Ration Card, ESI Card, Appearing Certificate, Pass Certificate and Salary Slip — all duly attested. Aadhaar/PPP/bank details may be asked for in the online form; confirm the final list from the portal or office.

Disclaimer

This guide was prepared on 8 November 2026 from available official sources — the Haryana Government’s district Labour Welfare page (Hisar), Labour Department Haryana notices, the Punjab Labour Welfare Fund Act, 1965, the SARAL service list and the myScheme portal. The benefit amount, eligibility and process can change over time — confirm the latest information from your District Labour Office or the SARAL helpline 0172-3968400 before applying. Where sources differ or information could not be verified (especially the 2002 class-wise amounts, the 60% marks condition, the limit on the number of children and the 2026-27 application window), the guide says so clearly.
