What is the BPL Students Monthly Stipend scheme?
The Monthly Stipend for BPL Students, run by the Directorate of Elementary Education, Government of Haryana, gives children from Below Poverty Line (BPL) families studying in Classes 1 to 8 in government schools a monthly stipend of ₹75 to ₹200. It is meant for children whose parents are economically weak, so that no child drops out of school for want of money. The stipend is sent every quarter directly into a bank account opened by the school in the mother’s name.
The scheme began for Scheduled Caste (SC) children in 2008-09 and was extended to BC(A) and BPL children the very next year. Its aim is to reduce the school dropout rate — to keep young children in school. In the Annual Plan 2012-13, a budget of ₹27 crore was approved for the BPL stipend.

How much stipend do you get — by class and gender
The stipend depends on the child’s class and gender. It is paid for 12 months, but disbursed quarterly in one lump sum:
| Class | Boys (per month) | Girls (per month) |
|---|---|---|
| Classes 1–5 | ₹75 | ₹150 |
| Classes 6–8 | ₹100 | ₹200 |
That means a boy in Classes 1–5 gets ₹900 a year and a girl gets ₹1,800 a year; a boy in Classes 6–8 gets ₹1,200 a year and a girl gets ₹2,400 a year. Girls get double the boys’ stipend so that special attention is paid to girls’ education and they do not drop out of school.
A cautionary note on the amount: One source (rojgarfind) shows the Class 1–5 boys’ amount as ₹50 in one table, but the same source’s own article says ₹75. ₹75 is the correct amount — confirmed by the Directorate of Elementary Education’s official document and four or more other sources; the ₹50 is an error in that source’s table. Similarly, a 2010 news article mentions ₹100 for boys in Classes 1–5 — that was the SC scheme’s rate at the time, not the BPL rate. The BPL rates are ₹75/₹150 (Classes 1–5) and ₹100/₹200 (Classes 6–8).
Who is eligible — eligibility conditions
All of the following conditions must be met for the BPL Students Monthly Stipend:
| Condition | Detail |
|---|---|
| Category | The child must belong to a BPL (Below Poverty Line) family — BPL status must be recorded in the BPL ration card / Parivar Pehchan Patra (Family ID) |
| Class | Studying in Classes 1 to 8 in a Haryana government school as a regular student |
| Domicile | Must be a resident of Haryana |
| Attendance | The child must attend school regularly — the stipend is paid on the basis of attendance |
Note: This scheme is only for government school children. BPL children studying in private schools are not eligible.
Who is not eligible
- Children studying in a private school.
- Children in Class 9 or above (a separate scheme exists for them — see below).
- Children whose family does not fall in the BPL category.
- Children who do not attend school regularly.
A separate scheme for BPL students in Classes 9–12
BPL students in Classes 9 to 12 are covered by a separate monthly stipend scheme run by the Directorate of Secondary Education. It is different from the Classes 1–8 scheme — its rates and process may differ. Parents of Class 9–12 BPL students should confirm the current rates and process with the school head or the District Education Officer (DEO), because this article gives only the verified rates for Classes 1–8.
BPL vs BC-A stipend — understand the difference
Haryana runs three separate monthly stipend schemes for school children, and this causes confusion. Their comparison is given below:
| Point | BPL Students Stipend (this article) | BC-A Students Stipend | SC Students Stipend |
|---|---|---|---|
| For whom | BPL families’ children | BC-A category children | Scheduled Caste (SC) children |
| Classes | Classes 1–8 | Classes 1–8 | Classes 1–12 |
| Amount (1–5) | Boys ₹75; Girls ₹150 | Boys ₹75; Girls ₹150 | Different rates (SC scheme) |
| Amount (6–8) | Boys ₹100; Girls ₹200 | Boys ₹100; Girls ₹200 | Different rates (SC scheme) |
| Department | Directorate of Elementary Education | Directorate of Elementary Education | Elementary / Secondary Education Directorates |
The BPL and BC-A rates are identical, but they are separate schemes — a child can take the benefit only under his or her own category. The SC students’ stipend is a separate scheme with different rates. Post-matric scholarships (after Class 11) are entirely different — see their separate guides.
Documents required
Keep these documents ready — they are given to the school:
| Document | For / note |
|---|---|
| Aadhaar card (of the child) | Identity and DBT; must be linked to the bank account |
| BPL proof — BPL ration card / Parivar Pehchan Patra (Family ID) | To prove BPL status; BPL status must be recorded in the Family ID |
| Mark sheet of the previous examination | Proof of passing the previous class |
| Bank account details | Account opened by the school in the mother’s name; account number and IFSC |
| Passport-size photo (of the child) | For the school’s records |
| Mobile number | Parents’ mobile number — for contact from the school |
Note: The final list of documents will be the one the school / Education Department asks for. Confirm the list with your child’s school before the session starts.
How to apply — through the school
This scheme is not applied for on an online portal — it works through the school. The process is:
- Contact the school: At the start of the new academic session (March–April), meet your child’s school head / class teacher and get the child’s name enrolled for the BPL stipend.
- Submit documents: Give the school the child’s Aadhaar card, BPL proof (BPL ration card / Family ID) and the previous exam’s mark sheet.
- Bank account: The school opens a zero-balance bank account in the mother’s name — there is no charge for this. If an account is already open, give its details to the school.
- Verification by the school: The school verifies the child’s BPL status, class and attendance, and sends the name to the Education Department.
- Stipend starts: Once the name is approved, the stipend starts coming to the mother’s bank account every quarter.
Important: Parents do not need to fill any form on a website. If anyone demands money for filling an online form in the name of this scheme, it may be a fraud — inform the school or the District Education Officer immediately.
How the money is paid
The stipend is sent directly to the bank account (DBT) — one instalment every quarter, that is 4 times a year. The account is opened by the school in the mother’s name, so that the money reaches the family directly. The account is opened at zero balance and carries no operating charges. If the stipend does not arrive on time, ask the school first — the school checks the payment status with the department.
How to check the stipend status
- First ask your child’s school head / class teacher — the school holds the list of beneficiaries and the payment information.
- If the school cannot give the information, contact your district’s District Education Officer (DEO) / District Elementary Education Officer (DEEO).
- You can also check the bank passbook / bank app to see whether the quarterly instalment has arrived.
Common mistakes in the application
- BPL status not updated in the Family ID — BPL status is verified from the Family ID / BPL ration card, so get the BPL status updated in the Family ID before the session starts.
- Bank account not linked to Aadhaar — the stipend comes by DBT, so the mother’s account must be active, KYC-complete and Aadhaar-linked.
- Missing the March–April window — enrolment happens at the start of the new session; contacting the school late may mean missing that year’s stipend.
- Applying under the wrong scheme — BPL, BC-A and SC are three separate schemes; take the benefit only under your own category. Classes 9–12 have a separate scheme.
- Paying an agent — there is no fee for this scheme and no online form to fill; anyone demanding money is likely committing fraud.
