Women working in construction in Haryana have a dedicated scheme from the Labour Department — the Maternity Benefit Scheme, run by the Haryana Building and Other Construction Workers Welfare Board (HBOCWWB). Under this scheme, a registered woman construction worker receives a one-time assistance of Rs 36,000 after the birth of her child — Rs 30,000 maternity assistance + Rs 6,000 for nutritious food. The amount is credited directly to the woman’s bank account (DBT).

First, be clear about this: the benefit is for the registered woman construction worker herself — it does not apply to the delivery of a male worker’s wife. The delivery of a male worker’s wife is covered under the separate Paternity Benefit Scheme (Rs 21,000), explained below. And an e-Shram card alone is not enough — HBOCWWB registration is compulsory.

How Much Assistance?

As per the scheme document, the one-time assistance is paid after the birth of the child:

Component Amount
Maternity assistance Rs 30,000
Nutritious food (mother and newborn) Rs 6,000
Total (per delivery) Rs 36,000

The benefit is available for up to 2 children. The special rule is that if the 3rd child is a girl, the same Rs 36,000 is payable for the third child too — irrespective of the order of the first two children. So a third daughter also gets the benefit, but a third son does not.

Note: the assistance is paid after the birth of the child, not during pregnancy — the child’s birth certificate is mandatory with the application. And the maternity benefit and the paternity benefit cannot both be claimed for the same child — if the husband has claimed paternity benefit for that child, the woman is not eligible for maternity benefit.

Who Is Eligible?

  • Woman construction worker — engaged in building/construction work (mason, labourer, beldar, painter, electrician, etc.).
  • Permanent resident/domicile of Haryana.
  • Registered with HBOCWWB — with at least 1 year of regular membership completed.
  • At least 90 days of construction work experience in the preceding year recorded and approved at the time of registration.
  • Age 18–60 years (BOCW registration age limit).
  • The husband must not have availed paternity benefit from any department/board/corporation — a declaration/undertaking is required.
  • Benefit for up to 2 children; extends to the 3rd child if it is a girl.

Who Is Not Eligible?

  • Unregistered women workers — an e-Shram card alone does not entitle anyone to HBOCWWB cash benefits; board registration is compulsory.
  • If the husband has claimed paternity benefit for the same child, the woman cannot claim maternity benefit for that child.
  • Third son — no benefit for a third child if it is a boy; the extension is only for a third girl.
  • Workers whose membership is not regular, or whose 90 days of work experience is not approved.
  • Claims made more than 1 year after delivery — as per the scheme document, the application must be made within 1 year of delivery.

What About the Delivery of a Male Worker’s Wife? — Paternity Benefit Scheme (Rs 21,000)

If the woman is not a construction worker herself, but her husband is an HBOCWWB-registered construction worker, the Paternity Benefit Scheme applies on her delivery — a separate scheme from the maternity benefit:

Component Amount
Newborn care Rs 15,000
Nutritious food for the wife Rs 6,000
Total (per delivery) Rs 21,000

The paternity benefit is also available for up to 2 children and extends to a third daughter. The condition is that the wife must not have claimed maternity benefit from any employer/department/board. The maternity benefit (Rs 36,000) and the paternity benefit (Rs 21,000) cannot both be claimed for the same child — the family must choose one route.

Claim Window and Current Status — Read This

As per the scheme document, the application must be made within 1 year of delivery — claims after that are not accepted. In February 2026, the Haryana government brought 29 Labour Welfare services under the Right to Service Act, 2014; a 60-day timeline was fixed for these services, including maternity assistance (Designated Officer — Labour Welfare Officer; First Grievance Redressal Authority — Deputy Labour Commissioner (Welfare); Second — Welfare Commissioner).

But this is important: in December 2025, Labour Minister Anil Vij exposed a fake work-slip scam of about Rs 1,500 crore in HBOCWWB — in 13 districts, only 53,249 of 5,99,758 work slips were found genuine (5,46,509 fake), and 1,93,756 of 2,21,517 registrations were found fake. During the verification, acceptance of new applications was stopped and the RTS timelines were suspended. In October 2026, the Labour Department announced block-level help desks and invited applications for 2026. So before applying, ask your District Labour Office or SARAL centre whether new maternity benefit claims are currently being accepted — and get your work slip and registration verified first.

Know the Difference — Maternity Benefit vs Other Schemes

There are several maternity-related schemes — do not confuse them:

Scheme For whom Amount Key point
Maternity Benefit (this guide) — HBOCWWB Registered woman construction worker Rs 36,000 per delivery (up to 2 children; 3rd daughter) HBOCWWB registration compulsory; apply on SARAL; claim within 1 year of delivery
Paternity Benefit — HBOCWWB Registered male construction worker (on wife’s delivery) Rs 21,000 (Rs 15,000 + Rs 6,000) Wife must not have claimed maternity benefit anywhere; only one of the two benefits per child
Self-Marriage Assistance — HBOCWWB Registered woman worker’s own marriage Rs 50,000 one-time One-time; different from Kanyadaan (daughter’s marriage)
Kanyadaan — HBOCWWB Registered worker’s daughter’s marriage Rs 1,01,000 (Rs 50,000 + Rs 51,000), up to 3 daughters Rs 21,000 for a son’s marriage (separate)
PMMVY — Central Govt (WCD) Pregnant/lactating mother (any) First child Rs 5,000 (2 instalments); second girl Rs 6,000 Central scheme; via Anganwadi; no BOCW registration needed; PMMVY 2.0 (from 1 April 2022)
Mukhyamantri Matritva Sahayata Yojana — Haryana (WCD) Mother of the second live child (boy) Rs 5,000 one-time Notification 16 March 2023; SC/ST/BPL/PMJAY/income < Rs 8 lakh; effective 08.03.2022

A woman can take both the HBOCWWB maternity benefit (Rs 36,000) and PMMVY for the same delivery — they are separate schemes and do not block each other (PMMVY needs separate registration at the Anganwadi). But for the same child, only one of the HBOCWWB maternity and paternity benefits is payable.

Frequently Asked Questions (FAQ)

1. How much money is given under the maternity benefit?

Rs 36,000 one-time — Rs 30,000 maternity assistance + Rs 6,000 for nutritious food. It is credited to the bank account by DBT after the birth of the child.

2. Who can apply?

An HBOCWWB-registered woman construction worker — at least 1 year of regular membership, at least 90 days of construction work experience in the preceding year, Haryana resident, age 18–60 years.

3. What is given on the delivery of a male worker’s wife?

Nothing under this scheme — the maternity benefit is only for the registered woman worker herself. The paternity benefit scheme gives Rs 21,000 to the male worker on his wife’s delivery. Both benefits cannot be claimed for the same child.

4. Up to how many children is the benefit available?

Up to 2 children. If the third child is a girl, Rs 36,000 is payable for the third child too. There is no benefit for a third son.

5. Can I get the maternity benefit with an e-Shram card?

No. An e-Shram card does not entitle anyone to HBOCWWB cash benefits — registration with the board (HBOCWWB) is compulsory.

6. By when must I apply?

Within 1 year of delivery — as per the scheme document, claims after that are not accepted.

7. How do I apply online?

Go to saralharyana.gov.in, register/log in, search for the “Haryana Maternity Benefit Scheme” service and fill the form with documents uploaded. Offline applications are made on Form XI at the District Labour Office.

8. How many days will it take to get the money?

The RTS timeline is 60 days as per the February 2026 notification. But RTS was suspended during the December 2025 verification and new applications were stopped — help desks and 2026 applications were announced in October 2026; ask your District Labour Office about the current position.

9. Which documents are needed?

Child’s birth certificate, work slip / work experience proof, Aadhaar card, bank account details, ration card, residence proof, caste certificate, declaration (husband has not claimed paternity benefit) and the medical certificate with Form XI (in original).

10. Are maternity benefit applications being accepted now?

New applications were stopped during the fake work-slip verification in December 2025. In October 2026, the Labour Department announced block-level help desks and invited 2026 applications — confirm the current position from your District Labour Office or SARAL centre before applying.
