Educated unemployed youth in Haryana can now apply for monthly financial support, as the state Employment Department has opened online applications for the Unemployment Allowance for Educated Unemployed Youth scheme, known as the Berojgari Bhatta Yojana, from 1 November 2026. Applications will be accepted only until 30 November 2026, and must be submitted online through the department’s official portal, hrex.gov.in.

The allowance depends on educational qualification. Candidates who have passed Class 12 or hold a two-year diploma after matric will receive Rs 1,200 per month, while graduates, those with higher education, or holders of a three-year diploma after Class 12 will receive Rs 2,000 per month. The amount is transferred directly into the beneficiary’s bank account.

Eligibility is strict and aimed at genuinely unemployed youth. Applicants must be permanent residents of Haryana, aged between 21 and 35 years, and registered with an employment exchange in the state continuously for at least three years. They must not be employed or self-employed, must not be a student, trainee or apprentice, must not be a dismissed government employee, and must not already be registered under the Saksham Yuva scheme. Family income and property conditions prescribed in the notification also apply.

Applicants will need a Family ID and a domicile certificate, along with proof that their employment-exchange registration is live on the register, self-attested copies of all educational certificates, an Aadhaar card, an Aadhaar-linked bank account passbook, a ration card, passport-size photographs, and a caste certificate where applicable. Property attestation and a self-declaration form in the prescribed formats are also part of the application.

To apply, candidates should visit hrex.gov.in, verify their mobile number with an OTP, obtain or use their permanent HREX registration number, also called the Employment ID, fill in the form and upload the required documents before the deadline of 30 November 2026 at 11:59 pm. There is no application fee for any candidate, and the department has made clear that no applications will be accepted after the deadline.

The scheme is run by the State Department of Employment alongside the Saksham Yuva Yojana, and is meant to give social and financial security to educated young people while they search for suitable work. Because the conditions on registration, age and employment status are checked against official records, applicants are advised to read the full notification on hrex.gov.in and confirm their eligibility before applying.
