Under the Odisha government’s Godabarisha Bidyarthi Protsahan Yojana, 15,000 meritorious Class 12 students will get Rs 30,000 each to buy laptops for higher education. The scheme, announced by Chief Minister Mohan Charan Majhi, opened applications on the Odisha State Scholarship Portal at scholarship.odisha.gov.in, and the last date to apply is 19 November 2026. The government has a budget of Rs 45 crore for the first phase, which will benefit 15,000 students in total.

Under the scheme, 15,000 meritorious students from the 2025-26 academic year will receive Rs 30,000 each. The Higher Education Department has issued detailed guidelines for it. According to the guidelines, 90 percent of the seats will be given to students from the Arts, Science and Commerce streams, and 10 percent to students from vocational and other streams. Seats for students of all three streams will be divided in the ratio of 40:40:20. A total of 13,500 seats are reserved for the Arts, Science and Commerce streams, and 1,500 seats for vocational and other streams. Seats will be allocated district-wise according to population, with Bhubaneswar, Cuttack, Berhampur, Sambalpur and Rourkela given priority. Two percent of seats are reserved for persons with disabilities (PwD) and five percent for economically weaker sections (EWS).

Students who passed Class 12 in the 2025-26 academic year from the Council of Higher Secondary Education (CHSE), Odisha, CBSE, ICSE or other recognised boards are eligible for the scheme. For their laptops, the students must first buy a laptop with a minimum configuration of 8 GB RAM and 512 GB storage, and then apply for reimbursement. Students who have already received a laptop or similar benefit under any other government scheme are not eligible. The students will have to buy a laptop by 20 November 2026, apply online by 27 November 2026, and the payment will be credited directly to their bank accounts by 24 December 2026. Students have to apply online through the Odisha State Scholarship Portal at scholarship.odisha.gov.in with the CHSE roll number and their registered mobile number. The final merit list will be published on the portal on 30 November 2026, and selected students will receive Rs 30,000 through direct benefit transfer (DBT) into their Aadhaar-linked bank account.

The Odisha Higher Education Department will provide detailed guidelines to colleges and schools in the next few days. Officials have asked all Class 12 students to apply on time and to read the instructions on the scholarship portal carefully before applying. This scheme will strengthen digital education in Odisha, giving students in remote areas easier access to online classes, study material and competitive exam preparation. Students can also contact their school or college office or the district education office for further information. The scheme is expected to benefit a large number of students who have been unable to afford a laptop despite having good academic records.
