The Jhajjar district administration has taken strong action against illegal ready-mix concrete (RMC) plants spreading pollution in the district. On the request of the Haryana State Pollution Control Board (HSPCB), Bahadurgarh, a team of the District Town Planner (DTP), Jhajjar, removed 8 illegal RMC plants operating in different villages of the district. The action was carried out on Wednesday in Yakubpur, Dadri Toe, Naurangpur, Uklana and Nimana villages. The inquiry found that these plants were running without the required No Objection Certificate (NOC) and without Consent to Establish and Consent to Operate (CTE/CTO).
The plants removed include Shri Vinayak Promix in Yakubpur; P and S Infra (Plant-II) and Balaji Traders in Dadri Toe; Balaji Construction in Naurangpur; UltraTech RMC and Hindustan RMC in Uklana; and BKJ Buildtech and Chahar RMC in Nimana. The Pollution Control Board had already sealed these units, after which it requested the Town and Country Planning Department to get them removed. Regional Officer Sunil Sheoran of the board said that Consent to Establish and Consent to Operate are mandatory to run an RMC plant, and none of the eight units had either permission.
The effect of the administrative crackdown was also visible in Badli village, where the operator of Messrs Com RMC removed his own structure fearing action. The regional officer said no illegal unit operating in the area will be spared and strict action will follow against violators. A special drive is also underway to identify and remove such units.
The action comes at a time when the Commission for Air Quality Management (CAQM) has put precautionary measures in place in Delhi-NCR from 5 to 20 November as air quality worsens. On 3 November, the Haryana State Pollution Control Board directed the deputy commissioners, municipal commissioners and regional officers concerned in NCR to ensure strict compliance and submit reports. The Jhajjar action shows the administration’s active drive to control pollution and enforce the rules.
