India Jeevan Pramaan Campaign 2026: Pensioners Can Submit Digital Life Certificates in 2000 Cities from November 1
Pensioners across India can submit their annual life certificate digitally during November 2026, as the central government runs its fifth nationwide Digital Life Certificate campaign from 1 to 30 November across 2,000 cities and districts.
The campaign is organised by the Department of Pension and Pensioners’ Welfare under the Ministry of Personnel, Public Grievances and Pensions. It promotes Jeevan Pramaan, the biometric-enabled digital service through which a pensioner can generate a life certificate without visiting a bank or government office in person.
Pensioners are required to submit a life certificate every year for their pension to continue. The digital route replaces the paper process: after Aadhaar-based authentication, the certificate is stored in a repository from which the pension-disbursing authority can access it.
The focus this year is face authentication, which lets pensioners verify their identity by scanning their face on a smartphone, on both Android and iOS. The government says this is meant to make the process easier for elderly pensioners, including those who find fingerprint authentication difficult. Technical support comes from the Ministry of Electronics and Information Technology and the Unique Identification Authority of India.
The campaign is described by the government as its biggest ever, with a target of generating 2.30 crore digital life certificates during the month, including 1.50 crore through face authentication. Those figures are campaign targets, not results already achieved. A whole-of-government approach brings together 19 pension-disbursing banks, India Post Payments Bank, 785 district post offices, 56 pensioners’ welfare associations, the Controller General of Defence Accounts, the Department of Telecommunications, Railways, the Employees’ Provident Fund Organisation and state governments.
Camps are being held in what the department calls ‘Utsav’ mode, with health check-ups and Aadhaar updation facilities alongside certificate generation, and grievance officers posted at camps to handle certificate-related complaints on the spot. Publicity runs through Doordarshan, All India Radio, the Press Information Bureau, SMS messages and social media under #DLCCampaign5, so that pensioners in remote areas also learn where to submit.
