What is the Saksham Yuva Yojana?
The Saksham Yuva Yojana — officially the Educated Youth Allowance and Honorarium Scheme-2016 — run by the Directorate of Employment (Department of Youth Empowerment and Entrepreneurship), Government of Haryana, gives educated unemployed youth a monthly allowance of ₹1,200 to ₹3,500 and an honorarium of up to ₹6,000 for 100 hours of honorary work. It is for 10+2 pass, graduate and postgraduate youth who are registered with the Employment Exchange and have not yet found a job. The allowance is paid directly into the beneficiary’s bank account.
The scheme was launched on 1 November 2016 on the occasion of Haryana Swarn Jayanti. Its aim is not only to give money — it also gives young people 100 hours of honorary work in government departments so they gain work experience and skills while preparing for a permanent job. In financial year 2024-25, a budget of ₹400 crore was allocated for the scheme, of which ₹318.51 crore was spent (Subject Committee report of the Haryana Vidhan Sabha, March 2026).

How much allowance and honorarium do you get?
The allowance depends on educational qualification. The honorarium is separate — it is paid for 100 hours of honorary work:
| Qualification | Monthly allowance | Honorarium (100 hours of work) | Both together (maximum) |
|---|---|---|---|
| 10+2 pass | ₹1,200 | Up to ₹6,000 | ₹7,200 |
| Graduate | ₹2,000 | Up to ₹6,000 | ₹8,000 |
| Postgraduate | ₹3,500 | Up to ₹6,000 | ₹9,500 |
Note — every eligible youth gets the allowance, but the honorarium is paid only when honorary work is assigned and the 100 hours are completed. The honorarium is not automatic. It is paid for a maximum of 3 years (36 months) or till 35 years of age, whichever is earlier.
A cautionary note on old rates: Many older articles on the internet show the scheme’s rates as ₹900 (10+2), ₹1,500 (graduate) and ₹3,000 (postgraduate). These were the scheme’s original 2016 rates — they no longer apply. The current rates are ₹1,200 / ₹2,000 / ₹3,500, confirmed by the Haryana Vidhan Sabha Subject Committee report (March 2026). Similarly, the figure of ₹9,000 seen in some advertisements is the OLD postgraduate total (₹3,000 + ₹6,000); at current rates the postgraduate maximum total is ₹9,500 (₹3,500 + ₹6,000).
Saksham Yuva vs the general Unemployment Allowance — understand the difference
Haryana’s Employment Department runs two different schemes, and this causes the most confusion. Their comparison is given below — read it carefully, because the two schemes cannot be taken together:
| Point | Saksham Yuva Yojana (this article) | General Unemployment Allowance Scheme |
|---|---|---|
| Official name | Educated Youth Allowance and Honorarium Scheme-2016 | Unemployment Allowance Scheme for Educated Unemployed Youth |
| Monthly allowance | 10+2 ₹1,200; Graduate ₹2,000; Postgraduate ₹3,500 | 10+2 / Diploma ₹1,200; Graduate ₹2,000 (no postgraduate rate) |
| Honorarium | Up to ₹6,000 (for 100 hours of work) | No honorarium |
| Where to apply | After registering at hrex.gov.in, apply at hreyahs.gov.in | Directly at hrex.gov.in |
| Application window | Registration open through the year | Only 1 to 30 November every year (for FY 2026-27, last date 30 November 2026) |
| Both together? | No — a youth registered under Saksham Yuva is not eligible for the general Unemployment Allowance, and vice versa. Only one of the two schemes can be taken. | |
Our website already has a separate guide for the general Unemployment Allowance scheme — if you only want the allowance and do not want honorary work, that scheme may suit you. But if you want the allowance along with honorary work and experience, Saksham Yuva is the right choice.
New announcement for CET-qualified youth — from 1 November 2026
On 30 July 2026, Chief Minister Nayab Singh Saini announced that CET (Common Eligibility Test) qualified unemployed youth who did not get a government job even two years after clearing the test will be given an honorarium under the Saksham Yuva Yojana from 1 November 2026 (Haryana Day). A state survey has identified 5,40,428 such CET-qualified youth. They will be given 100 hours of work every month, so that while waiting for appointment they get both income and work experience in government offices.
Important: The exact monthly amount and detailed rules for this CET-linked honorarium have not been released yet — the government has made the announcement, but the amount and rulebook are awaited. That is why no CET amount is stated in this article. This article will be updated as soon as the amount and rules are released. You can also read our separate news report on this subject.

How to apply online — step by step
Applying for the Saksham Yuva Yojana happens in two stages — first registration with the Employment Exchange, then registration on the Saksham Yuva portal. Both stages are online:
- Stage 1 — Register with the Employment Exchange (hrex.gov.in): Go to hrex.gov.in and choose “Job Seeker Registration” / “New Registration” and fill in your details — name, address, education, Aadhaar number, Parivar Pehchan Patra and bank details. Once the registration is approved, you will get an Employment Identity Card. If you are already registered with the Employment Exchange, skip this stage and go directly to Stage 2.
- Stage 2 — Open the Saksham Yuva portal: Go to hreyahs.gov.in and open the “Pre-Registration” (preregistration) page. The portal’s main page also opens at hreyahs.gov.in/parvesh.php.
- Fill the form: Enter your Employment Identity Card number, name, address, age, Aadhaar number, Parivar Pehchan Patra (Family ID) number, educational qualification and bank account details correctly. Write the name and date of birth exactly as on the Aadhaar card.
- Upload documents: Upload scanned copies of your Aadhaar card, Family ID, residence proof, income certificate, educational certificates and bank passbook as per the list above.
- Check and submit: Read every detail once more before submitting — a wrong account number or wrong name can stop the allowance. On submission you will get an Application Reference ID (Acknowledgement Number) — keep it safe; you will need it to check the status.
- Verification: Your application goes to the District Employment Office concerned for verification. The office may ask for original documents if needed.
- Approval and allowance: Once approved, the allowance will start coming to your bank account every month. Allotment of honorary work happens separately — the honorarium is paid when 100 hours of work are completed.
Help from the District Employment Office
If you cannot fill the online form yourself, you can get help at your district’s District Employment Office — Haryana has 65 Employment Exchanges. They help with registration and filling the form.
How to check the application status
- Go to hreyahs.gov.in and choose “Application Details” on the homepage.
- Enter your Application Reference ID (Acknowledgement Number) or registration details.
- The status will appear on the screen — whether the application is pending, under verification, approved or rejected.
- If the status shows an error or the application has been pending for a long time, contact your District Employment Office or call the toll-free number 1800-180-2403.
How the honorary work is assigned
After the allowance is approved, eligible youth may be assigned honorary work in government departments, boards, corporations, societies and approved institutions. The work is for a maximum of 100 hours a month, and completing the full 100 hours earns a ₹6,000 honorarium. Allotment of work depends on the department’s need and your qualification — not every youth receiving the allowance will immediately get work. During the work, you may also be given skill-development training as per your chosen department. The honorarium is paid for a maximum of 3 years (36 months) or till 35 years of age, whichever is earlier.
Common mistakes in the application
- Applying for both schemes together — Saksham Yuva and the general Unemployment Allowance cannot be taken together; applying for both will get one rejected. Decide first which scheme you want.
- Trusting the old rates — ₹900/₹1,500/₹3,000 are the old rates; the current rates are ₹1,200/₹2,000/₹3,500.
- Applying while a regular student — a regular student of a college / university is not eligible; such an application will be rejected.
- Going straight to the Saksham Yuva portal without Employment Exchange registration — registration at hrex.gov.in is needed first; only then does registration at hreyahs.gov.in happen.
- Giving a bank account not linked to Aadhaar, or a closed account — the allowance comes by DBT, so the account must be active, KYC-complete and Aadhaar-linked.
- Old income recorded in the Family ID — income is verified from the Family ID, so get the income updated in the Family ID before applying.
- Paying an agent — the government fee is ₹0; anyone demanding a large sum in the name of this scheme is committing fraud.
