Paddy and wheat get insurance cover under the Pradhan Mantri Fasal Bima Yojana (PMFBY), but what about the farmer who grows tomato, cauliflower or mango? One night of hailstorm or frost can destroy an entire vegetable field or orchard — and until recently there was no way to insure a horticulture crop the way a field crop is insured. To fill this gap, the Haryana Government started the Mukhyamantri Bagwani Bima Yojana (MBBY) in September 2021, making Haryana the first state in the country to insure horticulture crops. The scheme started with 21 crops and now covers 46 horticulture crops — vegetables, fruits and spices. It is run by the Department of Horticulture, Haryana, and the official portal is mbby.hortharyana.gov.in.

The biggest strength of the scheme is its small premium. The farmer pays only 2.5 percent of the insured amount, and the government bears the rest. For vegetable and spice crops, the premium is Rs 750 per acre against an insured amount of Rs 30,000 per acre, and for fruit crops the premium is Rs 1,000 per acre against Rs 40,000 per acre. For example, a farmer with two acres of tomato pays only Rs 1,500 as premium for a cover of Rs 60,000, and one acre of mango orchard costs Rs 1,000 in premium for Rs 40,000 of cover. Compensation is decided by the percentage of loss assessed in a departmental survey: a loss of 26 to 50 percent pays 50 percent of the insured amount, 51 to 75 percent pays 75 percent, and more than 75 percent pays the full 100 percent. A loss of 25 percent or less usually does not qualify for compensation. The compensation is sent by Direct Benefit Transfer (DBT) straight to the farmer’s Aadhaar-linked bank account. The scheme covers losses from hailstorm, frost, drought, flood, excessive rain and other adverse weather conditions.

The scheme has now grown further. In the last week of October 2026, the Haryana Government brought beekeeping under the Mukhyamantri Bagwani Bima Yojana, a decision announced by Agriculture and Farmers’ Welfare Minister Shyam Singh Rana on 27 October 2026. Beekeepers can now insure their colonies and boxes at a premium of just Rs 50 per colony and Rs 50 per box, with a cover of Rs 1,250 per colony and Rs 1,250 per box. A maximum of 250 colonies and 250 boxes can be insured per beekeeper, taking the combined cover up to Rs 6.25 lakh. Registration under the Bhavantar Bharpai Yojana–Honey is mandatory, and the unit number of each box must be given. The cover includes losses from flooding of boxes and colonies, destruction by fire, transport accidents and epidemics affecting honeybees — though a transport accident is covered only if it happens within Haryana and an FIR or Daily Diary Report (DDR) is registered. Honey also has a protected price of Rs 120 per kg under the Bhavantar Bharpai Yojana. For help, beekeepers can call the Horticulture Department’s toll-free helpline 1800-180-2021 or contact their District Horticulture Officer.

To apply, the farmer must first register the crop on the Meri Fasal Mera Byora portal at fasal.haryana.gov.in — without that registration, horticulture insurance is not possible. Then open mbby.hortharyana.gov.in, log in with a mobile number, PPP ID or MFMB ID, select the registered crop, and pay the premium online. The premium and cover for the crop appear on the screen before payment, and the payment receipt and application number should be saved for tracking the status and for any claim. Those who cannot apply online can get help at the District Horticulture Officer’s office or through a Common Service Centre, Atal Seva Kendra or e-Disha centre. Registration dates are fixed season-wise by the Horticulture Department, so check the portal for the current last date rather than trusting an old date. The difference from PMFBY is simple: PMFBY is for field crops like paddy, wheat, bajra and mustard, while Bagwani Bima is for horticulture crops like vegetables, fruits and spices. Keep the bank account Aadhaar-linked and active, because compensation comes by DBT, and stay present during the departmental survey after a loss.
