Haryana Chief Minister Nayab Singh Saini launched the Mukhyamantri Antyodaya Parivar Utthan Yojana 2.0 (MMAPUY 2.0) on 11 December 2025 at the state-level Antyodaya Utthan Mela in Sonipat. The scheme aims to raise the annual income of the state’s poorest families to at least Rs 1,80,000. Speaking at the launch, the Chief Minister said the government, guided by Prime Minister Narendra Modi and inspired by Pandit Deendayal Upadhyaya’s philosophy of Antyodaya, is committed to improving the living standards of the poorest families and giving them equal opportunities, skill development, employment, dignity and a better standard of life. The scheme is run by the Social Justice and Empowerment Department, Haryana, and its official portal is parivarutthan.haryana.gov.in.
What makes this scheme different is that the government does not hand the family one fixed cash amount. Instead, it identifies the family through verified Parivar Pehchan Patra (PPP) data and links it to the right support from 49 programmes of 19 departments. The current eligibility on the portal is a PPP-verified annual family income below Rs 1.80 lakh, and the identification happens from PPP records — the family does not have to collect a separate income certificate to prove it is poor. Once a family is profiled by age, education, skills and needs, it is connected to a package of five kinds of help: education and training, skill development, daily-wage employment, self-employment through loans and assistance, and job creation. At the Sonipat launch, benefits were given on the spot to 5,000 beneficiaries of 19 different schemes, including 16 nomadic families, 79 widowed women, 186 Scheduled Caste families, 156 families with income below Rs 1 lakh and 72 families with income below Rs 1.40 lakh.
The Antyodaya Mela is the heart of the scheme. At a mela, counters of different government departments sit at one place, so a poor family does not have to run from office to office. On the spot, families get counselling, selection of the right schemes, help with forms, and financial linkage through loans and other support. In the first phase, such melas were held at 166 locations across the state, and under MMAPUY 2.0 they are being organised across the state in phases. The services available at the mela counters cover pension, BPL cards, ration cards, self-employment loans, women empowerment, agriculture, animal husbandry, skill development, education and health. The launch also highlighted the Haryana Antyodaya Parivar Parivahan Yojana (HAPPY), under which eligible citizens get up to 1,000 kilometres of free bus travel in a year — a separate scheme, but one whose benefits also reach Antyodaya families.
There is no single form and no last date for this scheme, and it runs all year. Online, open parivarutthan.haryana.gov.in, read the scheme details and eligibility, use the login option, and download the Android or iOS app and documents from the portal. Offline, find the date and place of the next Antyodaya Mela in your district or block from the portal or the district administration, carry your PPP number, get counselling at the counter, and get help completing the applications for the schemes chosen for your family. The most important document is the PPP number with correct information — if your PPP is not made yet, or its income or family-member details are wrong, get it corrected first, because eligibility is decided from that data. Counselling at the mela is free, and no government official asks for OTP, bank account numbers or passwords on the phone — anyone demanding money to get you the benefit is trying to cheat you.
Frequently Asked Questions
Q. What is Mukhyamantri Antyodaya Parivar Utthan Yojana 2.0? A. It is a Haryana Government scheme to raise the annual income of the poorest families to at least Rs 1.80 lakh. Instead of one cash payment, it links each family to 49 schemes of 19 departments — skill training, self-employment loans, daily-wage work, education and health. MMAPUY 2.0 is its new phase, launched on 11 December 2025 in Sonipat.
Q. How do I check if my family is eligible for MMAPUY? A. As per the official portal, families with a PPP-verified annual family income below Rs 1.80 lakh are eligible. Identification is done from Parivar Pehchan Patra (PPP) data, so your PPP must be made and its details correct.
Q. Does MMAPUY give cash directly to the family? A. No. The scheme does not pay one fixed cash amount. The benefit is linkage to the right schemes for your family’s needs — such as skill training, a self-employment loan, daily-wage work, pension or a ration card. Loan amounts depend on the scheme the family is linked to.
Q. How do I apply for MMAPUY 2.0 in Haryana? A. There are two ways: online through parivarutthan.haryana.gov.in, or offline at an Antyodaya Mela in your district or block, carrying your PPP number. There is no last date — melas are held in phases across the state.
