Haryana Make in Haryana Industrial Policy 2026: Rs 5 Lakh Crore Investment Target and 10 Lakh Jobs
Haryana Chief Minister Nayab Singh Saini has launched the Make in Haryana Industrial Policy 2026, setting an ambitious target of Rs 5 lakh crore in investment and 10 lakh jobs for the state. The policy was unveiled in Gurugram and is designed to strengthen Haryana’s position as a leading destination for domestic and global investors.
Alongside the main policy, the state government has brought in nine new sector-specific policies. Together, they focus on next-generation industries such as data centres, global capability centres, electronics, electric vehicles and other technology-led manufacturing. The aim is to move Haryana beyond traditional manufacturing towards innovation-led growth, with new opportunities in high-value and future-ready sectors.
A central feature of the policy is the AI-enabled Single Window 2.0 system, also described as an intelligent investment facilitation portal. It brings approvals, land allocation, incentives and clearances onto one platform, supported by a smart AI assistant and an AI-powered investment blueprint generator. For investors, the promise is faster decisions, clearer guidance and less time spent navigating separate departments.
On the first day of the launch, investment agreements worth Rs 1.10 lakh crore were signed, including Rs 30,000 crore in foreign direct investment. Among the major commitments was a Rs 20,000 crore data centre project by Anant Raj. The strong opening response underlined investor confidence in Haryana’s industrial ecosystem, its infrastructure and its skilled workforce.
The policy links fiscal incentives to intra-state sales, employment generation, research and development and exports. It also offers a 50 percent top-up on incentives available under central schemes, including production-linked incentive schemes. Green manufacturing is encouraged through renewable energy adoption and measures such as zero liquid discharge, combining industrial growth with environmental responsibility.
The government also unveiled the logo for Happening Haryana, its upcoming Global Investors Summit. Chief Minister Saini said investors now judge a state on its overall ecosystem, including how quickly it takes decisions, the quality of its infrastructure and the availability of talent. The Make in Haryana policy, he indicated, is Haryana’s answer to that test, offering a simpler, faster and more predictable route for businesses looking to invest and create jobs.
