The Haryana Cabinet has approved major changes to the service rules of the Haryana Public Service Commission (HPSC), fixing the strength of the Commission’s own Group-C posts at 85 and rewriting who can apply for them. The decision was taken at the Cabinet meeting chaired by Chief Minister Nayab Singh Saini on Tuesday, 3 November 2026, through amendments to the Haryana Public Service Commission (State Service Group-C) Regulations, 2002. The changes bring the Commission’s rules in line with the latest government instructions and take account of the growing workload created by the rising number of examinations and related work handled by the Commission.
Under the amended regulations, the total sanctioned strength of Group-C posts in the Haryana Public Service Commission will now be 85, including 15 newly created posts. The 15 new posts are one Section Officer, three Deputy Superintendents, one Personal Assistant, 25 Assistants, two Senior Scale Stenographers, two Junior Scale Stenographers, six Steno Typists, 13 Drivers, 29 Clerks, one Restorer and two Gestetner Operators. The largest share of the new posts — 29 Clerks and 25 Assistants — reflects the scale of clerical and examination work the Commission now handles, while the new stenographer, driver and restorer posts fill long-standing gaps in its day-to-day functioning.
The eligibility conditions for appointment to these posts have also been changed in an important way. The old provisions that allowed Tibetan refugees and persons of Indian origin who migrated from Pakistan, Burma, Sri Lanka and certain East African countries to apply have been removed. Eligibility will now be restricted to citizens of India and subjects of Nepal and Bhutan, and the appointment of a subject of Nepal or Bhutan will be subject to the condition that an eligibility certificate has been issued by the Government. The rule on language has also been relaxed: at the Matric level, Hindi or Sanskrit as a subject will now be accepted, and candidates who studied Hindi at the higher education level will also qualify.
For direct recruitment to the Commission’s Group-C posts, the age limit has been fixed at 18 to 42 years, calculated as on the last date of submission of the application, with relaxation in the upper age limit as per the Haryana Civil Services (General) Rules, 2016. The amendments also align Regulation 13 — covering disciplinary matters, appeals and other service issues — with the Haryana Civil Services (Punishment and Appeal) Rules, 2016, and remove the old reference to the 1987 rules. In another provision, the Commission will now be able to relax the experience requirement by up to 50 per cent for reserved vacancies of deprived Scheduled Castes, other Scheduled Castes, Backward Classes, Ex-Servicemen and Persons with Disabilities when enough candidates with the prescribed experience are not available. Candidates should note that this is a change in the Commission’s own service rules, not a fresh recruitment advertisement — no application dates have been announced for these posts. The same Cabinet meeting also approved changes in college cadre service rules, mandatory registration of travel agents and revisions to the Transferable Development Rights policy.
