The Haryana Cabinet, chaired by Chief Minister Nayab Singh Saini, has approved changes to the recruitment and promotion rules for Junior Lecturer Assistant posts in government colleges across the state. The decision, taken at the cabinet meeting held in Chandigarh on 3 November 2026, amends the Haryana Educational College Cadre (Group-C) Service Rules, 1986, and sets a clear qualification bar for one of the key support posts in college science laboratories.
Who can apply for direct recruitment
Under the amended rules, a candidate applying for direct recruitment as a Junior Lecturer Assistant must have passed the 10+2 examination in the science stream, with Physics, Chemistry and Mathematics or Physics, Chemistry and Biology as subjects. Along with this, the candidate must have at least five years of experience working as a laboratory attendant in a recognised college. Knowledge of Hindi or Sanskrit up to the matriculation level, or Hindi in higher education, will also be mandatory. The age limit for direct recruitment has been fixed at 18 to 42 years, with the existing reservation benefits for reserved categories continuing as before.
Promotion route for laboratory attendants
The amended rules also lay down a clear promotion path for those already working in college laboratories. For promotion to the Junior Lecturer Assistant post, a candidate must hold a 10+2 or equivalent qualification along with five years of experience as a Laboratory Attendant after regular appointment. The rules also keep the government’s powers to modify the cadre strength and to create new regular posts in the college cadre, so the structure can be adjusted as colleges expand.
What the cabinet decided on 3 November
The Junior Lecturer Assistant amendment was one of seven agenda items approved by the Haryana Cabinet on 3 November 2026. The same meeting also approved amendments to the Haryana Public Service Commission (State Service Group-C) Regulations, 2002, the Haryana Travel Agents Registration and Regulation Rules, 2026, changes to the Transferable Development Rights policy, and the Land Pooling Policy 2026, besides deciding to call a special session of the Haryana Legislative Assembly on 26 November to mark Constitution Day.
For students and laboratory staff in Haryana’s government colleges, the change matters because Junior Lecturer Assistants are the backbone of science practical work тАФ they prepare experiments, maintain equipment and support lecturers in physics, chemistry and biology laboratories. The new rules give serving laboratory attendants a defined route upward and give aspirants a clear checklist of what they need before they can apply. No vacancy number or application date was announced along with this rules change; future vacancies for the post will be advertised separately, and candidates should follow only the official notifications of the Haryana Staff Selection Commission and the Higher Education Department for any such announcement.
