Haryana has made a digital identity mandatory for doctors, dentists, AYUSH practitioners, nurses, pharmacists and other eligible healthcare professionals working or registered in the state. The state health department issued the notification on 30 October, making registration under the Healthcare Professional Registry (HPR) compulsory for fresh registrations and renewals.

The HPR is part of the Centre’s Ayushman Bharat Digital Mission, which aims to build an integrated digital healthcare ecosystem. The idea is to create a verified, comprehensive and standardised digital repository of healthcare professionals in Haryana, so that people can check the credentials of a registered practitioner and practitioners working without valid registration can be identified.

The mandate will be implemented through five professional bodies: the Haryana State Medical Council, the Haryana State Dental Council, the Haryana Nurses and Nurse-Midwives Council, the Council of Indian Medicine Haryana and the Haryana State Pharmacy Council. It covers doctors, dentists, AYUSH practitioners, nurses and pharmacists, along with eligible allied healthcare professionals, including auxiliary nurse midwives, general nursing and midwifery professionals and those with BSc and MSc nursing qualifications.

Professionals who do not already hold an HPR ID when they apply for fresh registration or renewal will get a maximum of 90 days to obtain one by submitting the required documents through the HPR portal. During this period their registration will be treated as provisional, allowing them to continue practising, subject to fulfilment of other applicable statutory and regulatory requirements.

Those who fail to obtain the digital identity within 90 days will face suspension of their provisional registration without any further notice, and will not be able to practise until the registration is reinstated. To get reinstated, a professional must apply within 10 days of obtaining the ID, and the application will require verification and approval by the registrar or competent authority of the respective council.

The notification will come into effect one month after its publication in the official gazette, and its implementation will not involve any financial obligation on healthcare professionals. The state government says the publicly accessible database will help patients verify credentials and strengthen trust in the healthcare system.
