What is this Scheme?

Under a scheme of the Haryana Government’s Department of Technical Education (DTE), Scheduled Caste (SC) students studying in technical institutions get reimbursement of tuition fees and a transport facility. The scheme runs under the Scheduled Castes Sub-Plan (SCSP) of the State Government, and applications are taken on the Har-Chhatravratti portal (harchhatravratti.highereduhry.ac.in).

It is one scheme with two parts — tuition fee reimbursement and transport facility reimbursement. On the myScheme portal it is listed as a single scheme — “Reimbursement of Tuition Fee and Transport Facility to SC Students in Technical Institutions” — while the Har-Chhatravratti portal shows it under two separate names: “Reimbursement of Tuition Fee to Schedule Castes” and “Reimbursement of Transport Facility to Schedule Castes”. Both follow the same departmental guideline.

The most distinctive feature of this scheme is its income limit. Tuition fee reimbursement goes only to SC students whose parents’ annual income is between ₹2.5 lakh and ₹3.5 lakh. In other words, students with income up to ₹2.5 lakh fall under PMS-SC (Post-Matric Scholarship), and students with income between ₹2.5 lakh and ₹3.5 lakh fall under this scheme. The transport facility has no income condition — it goes to all SC students (except those living in campus hostels).

Honest position on the 2026-27 status: When the Har-Chhatravratti portal was checked on 8 November 2026, both schemes still showed “Closed on 30/03/2024” — the portal’s table has not been updated since March 2024. But that table is stale: as per the records of G.D. Government Polytechnic, Hisar, payments were made under this scheme in the 2024-25 session too (129 students got bus passes and 3 students got tuition fee reimbursement, totalling ₹5,58,230), and as per Careers360 the 2025-26 rounds closed in June 2025 (tuition fee) and on 28 February 2026 (transport). Buddy4Study (October 2026) lists the 2026-27 dates as “To be announced”. No last date for the 2026-27 session has been announced yet — so no date is given in this guide. As soon as applications open, the information will appear on your institute’s notice board and the Har-Chhatravratti portal.

Note on the 31 December 2026 date: Some websites list 31 December 2026 as the last date for this scheme — that is the last date for the portal’s other (Directorate of Higher Education) schemes, not for this Department of Technical Education scheme. The 2026-27 date for this scheme has not been announced, so do not treat 31 December as its last date.

How Much Benefit

The two parts of the scheme pay differently — tuition fee reimbursement comes with a cap, and the transport facility covers the actual cost of the pass:

1. Tuition Fee Reimbursement

Course level Amount Note
Diploma (Polytechnic, D-Pharmacy) Actual tuition fee or ₹20,000 per year, whichever is lower Maximum cap is ₹20,000
Degree (B.Tech, B-Pharmacy, MBA, MCA, M.E., M.Tech, Ph.D.) Actual tuition fee or ₹40,000 per year, whichever is lower Maximum cap is ₹40,000

Understand this: This is NOT a range of “₹20,000 to ₹40,000” — it is a maximum cap. If your diploma course fee is ₹12,000 a year, you get ₹12,000; if the fee is ₹35,000, you get ₹20,000. In a degree course, even if the fee is above ₹40,000, the maximum you get is ₹40,000. Some websites present “₹20,000–₹40,000” as if it were a range — that is not correct.

2. Transport Facility

Item Amount Note
Bus pass / train pass Actual cost of State Transport facilities Whatever the pass costs; no income condition

Under the transport facility, the actual cost of State Transport (bus pass or train pass) is reimbursed — whatever the pass costs. This facility goes to all SC students regardless of income — only students living in the institute’s campus hostel are excluded, since they do not need to commute.

Which Courses and Institutions are Covered

This scheme is only for AICTE-approved technical courses, and only for regular mode study — students in distance/correspondence courses are not eligible. The institution can be Government, Private or Aided, but it must be approved by the Department of Technical Education, Haryana.

Course Level
Diploma (Polytechnic) Diploma
D-Pharmacy Diploma
B-Pharmacy Degree (UG)
B.Tech Degree (UG)
M.E. / M.Tech Postgraduate
Ph.D. (in Engineering subjects) Research
MBA Postgraduate
MCA Postgraduate

Note: General graduation courses such as BA, B.Sc and B.Com are NOT covered under this scheme — PMS-SC and other schemes cover those. ITI courses are also not covered — SC students in ITIs have a separate State SC scheme (₹215 a month).

Who is Eligible — Eligibility Conditions

The eligibility for tuition fee reimbursement and for the transport facility is different — this is the most important thing to understand:

Condition Tuition Fee Reimbursement Transport Facility
Category Student must belong to the Scheduled Caste (SC) Student must belong to the Scheduled Caste (SC)
Domicile Student must be a permanent resident (domicile) of Haryana Student must be a permanent resident (domicile) of Haryana
Income limit Parents’ annual income must be between ₹2.5 lakh and ₹3.5 lakh No income limit
Admission Admission must be through centralized counseling No centralized counseling condition stated
Course AICTE-approved technical course, regular mode AICTE-approved technical course (Diploma/UG/PG), regular mode
Institute Government/Private/Aided technical institution approved by the Department of Technical Education, Haryana Same
Hostel No condition Students residing in the institute’s campus hostel are NOT eligible
Aadhaar Student’s Aadhaar number is required Student’s Aadhaar number is required

Who is Not Eligible

  • Students who do not belong to the SC category — this scheme is only for SC students.
  • Students who are not permanent residents of Haryana.
  • Students pursuing a technical course through distance/correspondence mode — only regular-mode students are eligible.
  • For tuition fee: students with income below ₹2.5 lakh (they fall under PMS-SC) or above ₹3.5 lakh.
  • For transport facility: students residing in the institute’s campus hostel.
  • Students in courses or institutions not approved by AICTE.
  • Students pursuing general graduation (BA/B.Sc/B.Com) or ITI courses — these are not covered under this scheme.

How This Scheme Differs From Other Scholarships

Several scholarships run for SC students, which causes confusion. This table clarifies which scheme this guide is about and which one may be better for you:

Point This scheme — DTE Tuition Fee + Transport PMS-SC (Post-Matric, SC) PM-YASASVI Post-Matric (OBC/EBC/DNT) Minority Post-Matric Lower Income Group Scholarship State SC Scheme — Govt ITI

Income limit Tuition: ₹2.5–3.5 lakh; Transport: none ₹2.5 lakh per year ₹2.5 lakh per year ₹2 lakh per year ₹12,000 per year None stated
Amount Tuition: up to ₹20,000 (Diploma) / ₹40,000 (Degree) + actual bus/train pass cost Full tuition fee + maintenance allowance (₹230/month for ITI day scholar) ₹5,000–₹20,000 per year ₹6,000–₹15,000 per year ₹27–₹75 per month + full compulsory fees ₹215 per month

Last date 2026-27 Not announced 31 January 2027 31 January 2027 30 November 2026 31 December 2026 Not announced

Which one to choose? If you are an SC student in a technical course (Polytechnic/B.Tech etc.), first look at your income: up to ₹2.5 lakh, PMS-SC is better (full tuition fee + maintenance allowance, no cap); between ₹2.5 lakh and ₹3.5 lakh, this DTE scheme is the one for you (you are not eligible for PMS-SC because of the income limit); above ₹3.5 lakh, neither is available. Income does not matter for the transport facility — it is available separately to all SC technical students. Decide only after asking your institute’s scholarship nodal officer.

Note: the Department of Technical Education has another SC scheme — the Merit-cum-Means Scholarship — which appears separately on the Har-Chhatravratti portal (closed on 30/06/2024). That is a different scheme from this one.

How to Apply

Applications for this scheme are taken on the Har-Chhatravratti portal (as per the departmental advertisement for 2022-23). In earlier sessions (2020-21) the form was submitted at the institute — the process is now online, but verification at the institute level still happens.

Online Application — Through the Har-Chhatravratti Portal

As per the portal’s “How To Apply” page, the steps are:

  1. Go to the portal: Visit harchhatravratti.highereduhry.ac.in — new users click the “Registration” link, existing users log in.
  2. Enter the Parivar Pehchan Patra: Enter your Parivar Pehchan Patra (PPP / Family ID) — a list of family members will appear; select your name and click “Generate OTP”.
  3. Verify the OTP: Enter the OTP received on your registered mobile number and click “Verify OTP”.
  4. Check the details: After OTP verification, the registration form gets auto-filled — cross-check your information.
  5. Select department and institute: Select your Department (Directorate of Technical Education) and College/Institute, create your password and click “Register”.
  6. Log in: Log in to the portal with your User ID and password.
  7. Fill the details: Provide all necessary details like Course, Roll No., Eligibility etc. and upload the documents.
  8. Submit the application: Click the “Apply” button to submit your application.

Verification: The application is checked at three levels — the Institute, the University/Nodal Body, and the Head Office. Keep asking your institute’s nodal officer about the verification status — an application stuck at the institute level does not move forward.

Note: There is no application fee for this scheme — if anyone asks for money in its name, it may be fraud. Once submitted, the application cannot be edited — so double-check every detail before submitting.

Application Timeline

Session Last date / Status
2020-21 Last date for students 20 January 2021; institutes had to forward applications by 22 January 2021 (departmental advertisement)
2022-23 Applications on the portal from 15 January 2023 to 14 February 2023 (departmental advertisement)
2023-24 Portal table shows “Closed on 30/03/2024” — the table has not been updated after that date
2024-25 Payments made at G.D. Government Polytechnic, Hisar — 129 students got bus passes and 3 students got tuition fee reimbursement, totalling ₹5,58,230 (scheme was active)
2025-26 As per Careers360: tuition fee closed in June 2025; transport facility closed on 28 February 2026
2026-27 Not announced yet — not found in any source; Buddy4Study lists it as “To be announced”

Looking at the pattern of past sessions, the application window is usually only a few weeks (in 2022-23 it was just one month — 15 January to 14 February). So apply without delay as soon as the scheme opens on the portal — do not wait for the last days, since verification also takes time.

How the Money is Paid

The amount is sent directly to the bank account (DBT) — to the student’s Aadhaar-linked bank account. As per the departmental notice (2020-21), two disbursing centres were fixed for payments — GBN Government Polytechnic, Nilokheri for tuition fee and Government Polytechnic, Hisar for the transport facility. This information is from the older notice — confirm the current session’s disbursing centre from your institute. The bank account must be active, KYC complete and Aadhaar-linked, otherwise payment will get stuck. If the money does not arrive on time, first ask your institute’s scholarship nodal officer — they can tell you the status of the application.

How to Check Status

  1. On the Har-Chhatravratti portal: Log in at harchhatravratti.highereduhry.ac.in and use “Track Application” to check the status — it will show at which level the application is (institute, nodal, head office).
  2. From your institute: Ask your technical institute’s scholarship nodal officer — if there is any shortcoming in the application, they will tell you what needs to be fixed.
  3. Grievance: A grievance can be registered on the portal and its status checked there.

How Renewal Works

This scheme is available for the duration of the course by applying afresh every session — a new application has to be made on the portal every session. To continue the benefit in the next session, the student must remain regularly enrolled in the same technical institute and the income limit (₹2.5–3.5 lakh for tuition fee) must still be met. For the transport facility, a new bus/train pass has to be submitted every session.

Common Mistakes in the Application

  • Confusing PMS-SC with this scheme — they are different; up to ₹2.5 lakh income means PMS-SC, ₹2.5–3.5 lakh means this scheme. Applying under the wrong scheme can get the form rejected.
  • Misunderstanding the income limit — for tuition fee, income below ₹2.5 lakh or above ₹3.5 lakh makes you ineligible; the transport facility has no income condition.
  • Not admitted through centralized counseling — tuition fee reimbursement requires admission through centralized counseling.
  • Applying for transport while living in the hostel — students residing in the campus hostel are not eligible for the transport facility.
  • Treating 31 December 2026 as the last date — that date is not for this scheme; wait for the announcement of the scheme opening on the portal.
  • Treating “₹20,000–₹40,000” as a range — it is a maximum cap, not a range; if the actual fee is lower, only that much is reimbursed.
  • Aadhaar not seeded — payment comes by DBT, so the account must be active, KYC complete and Aadhaar-linked.
  • Not getting institute-level verification done — filling the online form alone is not enough; get it verified by the institute.
  • Paying an agent — there is no fee for this scheme; anyone asking for money may be a fraud.

Frequently Asked Questions

1. What is the Haryana SC Tuition Fee Reimbursement scheme and who gets it?

It is a Haryana State SCSP scheme of the Department of Technical Education (DTE), under which SC students in AICTE-approved technical courses (Diploma, B.Tech, MBA, MCA etc.) get tuition fee reimbursement (up to ₹20,000/₹40,000) and the cost of a bus/train pass. For tuition fee, parents’ income must be between ₹2.5 lakh and ₹3.5 lakh and admission must be through centralized counseling; the transport facility has no income condition.

2. How much money is given as tuition fee reimbursement?

The actual tuition fee or ₹20,000 (Diploma) / ₹40,000 (Degree) per year — whichever is lower. If your fee is ₹12,000, you get ₹12,000; if the fee is above ₹40,000, you still get a maximum of ₹40,000.

3. How much is given under the transport facility?

The actual cost of the bus pass or train pass — whatever the pass costs. There is no income condition. Only students living in the campus hostel are not eligible.

4. Where to apply?

On the Har-Chhatravratti portal (harchhatravratti.highereduhry.ac.in) — register with the Parivar Pehchan Patra (PPP), verify the OTP and fill the form. Verification also happens at the institute level, so stay in touch with your institute’s nodal officer.

5. What is the last date for the Haryana SC Tuition Fee Reimbursement 2026-27?

The last date for the 2026-27 session has not been announced yet — it was not found in any source. The portal’s table has not been updated since March 2024, and Buddy4Study lists the dates as “To be announced”. 31 December 2026 is NOT this scheme’s date — it is the last date for other schemes.

6. Can PMS-SC and this scheme be taken together?

No — only one of the two is available, depending on income. Up to ₹2.5 lakh income, PMS-SC (full fee + maintenance allowance); between ₹2.5 lakh and ₹3.5 lakh, this DTE scheme. Applying under both can get one rejected.

7. Are students of private institutions eligible for this scheme?

Yes — if the institution is approved by the Department of Technical Education, Haryana and the course is AICTE-approved, and the study is in regular mode. Government, Private and Aided institutions are all covered.
