What is the Lower Income Group Scholarship?
The Lower Income Group Scholarship of the Haryana Government’s Directorate of Higher Education — full name “Scheme of Post Matric Scholarship to Lower Income Group Student for Studies in India” — is for students who want to continue studying after Class 10 but whose family income is very low. It is a Haryana STATE scheme, and applications are taken on the Har-Chhatravratti portal (harchhatravratti.highereduhry.ac.in). The portal is open for the academic session 2026-27, and the last date to apply is 31 December 2026.
The biggest special feature of this scheme is that it has NO caste condition — students of any category (SC, BC, General or any other) can apply. Selection is made only on the basis of the family’s total annual income, not on caste. This is what sets it apart from PM-YASASVI (OBC/EBC/DNT), the SC Post-Matric Scholarship and the Minority Post-Matric Scholarship — those three are based on caste or community, while this scheme is based only on income.
But one honest fact first: the income limit of this scheme is very low. As per the portal, the family’s annual income must be ₹12,000 or less — just ₹1,000 a month. This figure comes from a decades-old guideline and the portal still shows the same limit for 2026-27. That means very few families can actually benefit from it — as per one government college’s record, only 16 students there availed it in the 2022-23 session. Even so, if your family’s income falls within this limit, the scheme can help with your study costs — maintenance allowance, tuition fee and examination fee.

Caution note on the income limit: Two figures appear for this scheme’s income limit. The Har-Chhatravratti portal’s eligibility page (checked on 8 November 2026, for session 2026-27) says the family’s annual income must be ₹12,000 or less. But some websites (such as Buddy4Study’s 2026-27 Haryana page) quote the income limit as ₹2.5 lakh — that is the limit for the SC/BC Post-Matric schemes, wrongly applied to this scheme. This guide follows the official portal’s ₹12,000 limit. Do check the current limit on the portal’s eligibility page before applying.
Note on the amounts and the “Central scheme” claim: The maintenance rates in this guide (₹27 to ₹75 per month) are taken from the official guideline hosted on the portal — these rates are from a decades-old guideline and the portal has not published revised rates so far. Some websites quote the amount as “up to ₹12,000 per year” — that is a summary figure, not the guideline’s rate table. Also, some listings call this a “Central scheme” — that is wrong; it is a Haryana State scheme of the Directorate of Higher Education, as the portal clearly states.
How Much Scholarship — By Course Level
The scholarship has two parts — a monthly maintenance allowance and a refund of the full compulsory fees. The maintenance rates depend on the level of the course (as per the official guideline):
| Course | Hosteller (per month) | Day scholar (per month) |
|---|---|---|
| Pre-University, I.Sc, I.A., I.Com, B.Sc, B.A., B.Com | ₹40 | ₹27 |
| Oriental Language / Fine Arts courses | ₹50 | ₹35 |
| M.Sc, M.A., M.Com, LL.B., Third Year Hons. courses | ₹50 | ₹35 |
| D.Sc, D.Litt, Ph.D. | ₹60 | ₹45 |
| Diploma in Agriculture / Veterinary Science, Sanitary Inspector, Pre-Engineering, Pre-Medical | ₹40 | ₹27 |
| Diploma / Degree in Indian Medicine | ₹40 | ₹27 |
| Teacher’s Training & Physical Education — Undergraduate course | ₹40 | ₹27 |
| Teacher’s Training & Physical Education — Postgraduate course | ₹50 | ₹35 |
| B.Sc (Agriculture), B.V.Sc, Diploma in Rural Services / Civil & Rural Engineering | ₹50 | ₹35 |
| Postgraduate courses in Agriculture, Post Diploma in Co-operation / Community Development | ₹60 | ₹45 |
| Bachelor of Nursing, Bachelor of Pharmacy | ₹65 | ₹50 |
| Diploma / Certificate courses in Engineering, Technology, Architecture, Medicine | ₹65 | ₹50 |
| Degree courses in Engineering, Technology, Architecture, Medicine, Master of Pharmacy | ₹75 | ₹60 |
| ITI trade courses | ₹20 per month (ad-hoc grant, inclusive of fees) | ₹20 per month (ad-hoc grant, inclusive of fees) |
In addition to the maintenance allowance, these expenses are also covered:
- Full compulsory fees: enrolment, registration, tuition, games, union, library, magazine, medical, examination and other such compulsory fees — but refundable deposits like caution money and security deposit are excluded.
- Study tour: up to ₹100 per year for professional-course students — on the Head of Institution’s certificate that the tour is essential for completing the course.
- Thesis typing/printing: up to ₹100 for research scholars — on the Head of Institution’s recommendation.
- Free board/lodging adjustment: if a student gets free board and lodging both, the maintenance allowance is one-third of the hosteller rate; free board only gives one-third of the hosteller rate plus ₹5 per month; free lodging only gives the full hosteller rate minus ₹5 per month.
Note: these rates are from the official guideline hosted on the portal. If the department issues revised rates, payment will follow those — check the current guideline on the portal before applying.
Who is Eligible — Eligibility Conditions
All of these conditions must be met for the Lower Income Group Scholarship:
| Condition | Detail |
|---|---|
| Nationality | Student must be a citizen of India |
| Domicile | Student must be a permanent resident (domicile) of Haryana — the scholarship is awarded by the Haryana Government to students of the state where they are permanently settled |
| Level of study | Recognised post-matric course in a recognised institution — Class 11 to graduation, post-graduation and PhD; studies must be in India |
| Previous examination | Must have passed Matriculation (Class 10) or an equivalent or higher examination |
| Income limit | Parents’/guardians’ total annual income from all sources must be ₹12,000 or less (first slab — considered first) |
| Caste | No condition — selection is on income, not on caste; students of any category are eligible |
| Institution | Government / Aided / Self-Financed (Govt/Aided/SFC) colleges in Haryana |
| Attendance | No minimum attendance requirement (N/A on the portal’s eligibility page) |
| Other scholarship | Cannot hold any other scholarship/stipend at the same time — if another scholarship of higher value is awarded, the student can choose either one |
Second income slab: As per the guideline, applicants are divided into two slabs — the first slab with income up to ₹12,000 per year, and the second slab with income over ₹12,000 up to ₹20,000 per year. Students from the first slab are considered first; the second slab is considered only if any amount is left over from the allotted funds. A student whose parents’/guardians’ income is less gets precedence over one whose income is more. (Note: the guideline prints the second slab as “Rs. 2000/-“, which is clearly a printing error for ₹20,000. The guideline also mentions a higher limit for technical degree courses, but the printed figure is unclear, so no number is stated here for that.)
Who is Not Eligible
- Students studying through correspondence courses.
- Students repeating the same stage of education in a different subject — for example B.Com after B.A., or M.A. in one subject after M.A. in another subject.
- Students studying in Class XI of a continuous Higher Secondary course — unless the Class 10 examination is treated as equivalent to Matriculation and the student has joined other courses after passing it.
- Students already receiving any other scholarship/stipend (one of the two must be chosen).
- Students whose family annual income is more than ₹12,000 (the second slab is considered only if funds remain).
- Students who are not permanent residents of Haryana.
- Postgraduate medicine students who are allowed to practise during the course.
How This Scheme Differs From Other Scholarships
Several schemes run under the name “Post-Matric Scholarship”, which causes confusion. This table clarifies which scheme this guide is about:
| Point | Lower Income Group (this guide) | PM-YASASVI Post-Matric (OBC/EBC/DNT) | SC Post-Matric Scholarship | Minority Post-Matric |
|---|---|---|---|---|
| For whom | Any category — no caste condition | OBC, EBC and DNT students | Scheduled Caste (SC) students | Muslim, Christian, Sikh, Buddhist, Jain, Parsi |
| Income limit | ₹12,000 per year | ₹2.5 lakh per year | ₹2.5 lakh per year | ₹2 lakh per year |
| Amount | ₹27–₹75 per month + full compulsory fees | ₹5,000–₹20,000 per year | Full tuition + ₹230–₹1,200 per month | ₹6,000–₹15,000 per year |
| Apply where | Har-Chhatravratti portal | NSP (scholarships.gov.in) | NSP (scholarships.gov.in) | NSP (scholarships.gov.in) |
| Whose scheme | Haryana State (Directorate of Higher Education) | Central (PM-YASASVI) | Centrally Sponsored | Central (Ministry of Minority Affairs) |
| Attendance condition | None | 75% | 75% | None (50% marks condition applies) |
| Last date 2026-27 | 31 December 2026 | 31 January 2027 | 31 January 2027 | 30 November 2026 |
One more confusion to clear: applications for the SC/BC Post-Matric Scholarships are taken on NSP from the academic year 2025-26 — the fact that their names appear on the Har-Chhatravratti portal’s eligibility page does not mean applications for them are taken there. But the Lower Income Group scheme is a state scheme of its own, and its application is taken only on the Har-Chhatravratti portal — not on NSP.

Documents Required
Keep these documents ready for the application (as per the portal’s “How To Apply” page):

|---|---|
| Parivar Pehchan Patra (Family ID / PPP) | Mandatory — registration is done through it; OTP comes on the registered mobile |
| Aadhaar card copy | For identity and DBT; must be linked to the bank account |
| Income certificate | The most important document — to prove family annual income of ₹12,000 or less; for employed parents, an income certificate from the employer + an affidavit of income from all other sources |
| Haryana domicile certificate | To prove permanent residence in Haryana |
| Class 10 mark sheet / certificate | To prove Matriculation passed |
| Class 12 mark sheet / certificate | Where applicable |
| Last examination passed certificate | Except for first-year students |
| Fee receipt | Proof of college fees paid |
| Passport-size photo and signature | For the application |
| Caste certificate | Not required for this scheme (no caste condition) — it appears in the portal’s general documents list |
| BPL certificate | If applicable |
| Father’s death certificate | If applicable |
Note: The final list of documents will be the one asked for on the portal at the time of application — confirm the list with your college nodal officer before applying.

Applications for this scheme are taken only online, on the Har-Chhatravratti portal. As per the portal’s “How To Apply” page, the process is:
- Register: First go to harchhatravratti.highereduhry.ac.in. New users should click the “Student Registration” link; existing users can log in.

- Verify OTP: Enter the OTP received on the registered mobile number and click “Verify OTP”.

- Log in: Log in to the portal with your User ID and password.
- Fill the details: Provide all necessary details like course, roll number and eligibility, and upload the documents.
- Submit the application: Click the “Apply” button to save/submit your application.
Important: There is no application fee for this scheme and no offline form to fill. If anyone asks for money in the name of this scheme, it may be fraud — immediately inform your college or the portal’s help desk. Aadhaar seeding: As per the portal’s instructions, students whose Aadhaar seeding has been successfully activated should inform their colleges so that the Aadhaar-seeded data in the college login can be updated accordingly — the bank account must be Aadhaar-seeded for DBT payment. Wrong scheme selected: If you applied under the wrong scheme by mistake, you can raise a request from your login — the college can delete the current session’s application at its level, so that you can choose the correct scheme.
Application Timeline 2026-27
| Task | Date / Status |
|---|---|
| Portal opened for academic session 2026-27 | Notice dated 17 September 2026 |
| Last date to apply | 31 December 2026 |
| Institute-level verification | After application — by the college |
| University / Nodal Body verification | After that — second level |
| Head Office verification and payment | After verification is complete — by DBT |
The portal homepage states clearly: “Lower Income Group Scheme — Open till 31/12/2026”, and the pop-up instruction says the same — “शैक्षणिक सत्र 2026–27 के लिए स्कॉलरशिप पोर्टल अब खुल गया है। स्कॉलरशिप के लिए आवेदन जमा करने की आखिरी तारीख 31.12.2026 है।” Note: applications for the 2025-26 session closed on 11 February 2026 — that is the old date, do not confuse it with this one. Submit the form as soon as possible instead of waiting for the last days.
How the Money is Paid
The scholarship is sent directly to the bank account (DBT) — to the student’s Aadhaar-seeded bank account. As per the guideline, the maintenance allowance is paid from 1st April, or from the month of admission, whichever is later, up to the month in which the examination is completed at the end of the academic year — including maintenance during holidays. If a scholar secures admission after the 20th day of a month, payment starts from the following month. For renewal cases, the allowance is paid from the month following the month up to which the scholarship was paid in the previous year. Payment has been made through DBT since 2021-22. If the money does not arrive on time, first ask your college nodal officer — they can tell you the status of the application.
How to Check Status
- On the portal: Use “Track Application” on harchhatravratti.highereduhry.ac.in to check the status — it will show at which level the application is (Institute, University/Nodal Body or Head Office).
- Register a grievance: A grievance can be registered on the portal through “Register Grievance” and its status checked through “Track Grievance”.
- From the college: You can also ask your college scholarship nodal officer about the application status — if there is any shortcoming in the application, they will tell you what needs to be fixed.
How Renewal Works
This scholarship is renewed every year till the course is completed, provided the student’s conduct is good and attendance is regular, and the student is promoted to the next higher class — whether the examination is conducted by a University or by the Institution. If a scholar is unable to appear in the annual examination owing to illness, the award may be renewed for the next academic year on submission of a medical certificate and the Head of the Institution certifying that the scholar would have passed had they appeared. If, as per the rules of a University/Institution, a student is promoted to the next higher class even without actually passing the lower class and has to take the junior class examination again later, they will still be entitled to the scholarship for the class to which they were promoted. Note: if the Head of the Institution reports that the scholar’s progress is not satisfactory or conduct is poor — such as participating in strikes or irregular attendance without permission — the scholarship may be cancelled or further payment stopped.
Common Mistakes in the Application
- Applying on the wrong portal — this scheme’s application is taken on the Har-Chhatravratti portal, not on NSP (scholarships.gov.in).
- Selecting the wrong scheme — SC/BC Post-Matric, PM-YASASVI and Minority schemes are separate; select “Lower Income Group Scheme” as per your eligibility.
- Misunderstanding the income limit — this scheme’s income limit is ₹12,000 per year, not ₹2.5 lakh; ₹2.5 lakh is the SC/BC schemes’ limit.
- Details not matching PPP and Aadhaar — name, date of birth and bank details in the form must match Parivar Pehchan Patra and Aadhaar, otherwise verification will get stuck.
- Aadhaar not seeded — the scholarship comes by DBT, so the account must be active, KYC complete and Aadhaar-seeded; inform the college once seeding is done.
- Taking two scholarships together — no other scholarship can be taken along with this scheme; one of the two must be chosen.
- Applying from a correspondence course — correspondence-course students are not eligible for this scheme.
- Waiting for the last date — waiting for the last days can cause portal congestion and delays in verification; submit the form as soon as possible.
- Paying an agent — there is no fee for this scheme; anyone asking for money may be a fraud.
Frequently Asked Questions
1. What is the Haryana Lower Income Group Scholarship and who gets it?
It is a Haryana State scheme of the Directorate of Higher Education, under which students studying after Class 10 get a maintenance allowance (₹27–₹75 per month, as per course) and full compulsory fees. There is no caste condition — students of any category can apply, provided the family annual income is ₹12,000 or less and the student is a permanent resident of Haryana.
2. Is there any caste condition in this scheme?
No. Selection under this scheme is made only on the basis of income, not on caste — the guideline clearly states that the scholarship is awarded on the basis of the parents’/guardians’ total annual income and not on the basis of caste. SC, BC, General — students of any category are eligible. This is what sets it apart from PM-YASASVI, SC and Minority scholarships.
3. What is the income limit for the Lower Income Group Scholarship?
The family’s total annual income from all sources must be ₹12,000 or less (first slab). The guideline also has a second slab — over ₹12,000 up to ₹20,000 — but it is considered only if any amount is left after the first slab. Note: some websites quote ₹2.5 lakh; that is the SC/BC schemes’ limit, while this scheme’s limit is ₹12,000.
4. How much money is given under the Lower Income Group Scholarship?
Maintenance allowance of ₹27 to ₹75 per month as per course (₹27 day scholar / ₹40 hosteller for B.A./B.Sc./B.Com; ₹60 day scholar / ₹75 hosteller for Engineering/Medicine degrees; ₹20 per month for ITI trade courses) — plus the full compulsory fees (admission, tuition, examination etc.). These rates are from the official guideline hosted on the portal.
5. Where to apply for the Lower Income Group Scholarship?
Apply only online — on the Har-Chhatravratti portal, harchhatravratti.highereduhry.ac.in. First register with your Parivar Pehchan Patra (PPP), verify the OTP, then log in and select “Lower Income Group Scheme” and fill the form. This scheme’s application is not taken on NSP.
