What is the BC-A Students Monthly Stipend Scheme?

Under the Monthly Stipend for BC-A Students scheme run by the Directorate of Elementary Education, Government of Haryana, children from Backward Classes-A (BC-A) families studying in Classes 1 to 8 in government schools of the state receive a monthly stipend of ₹75 to ₹200. The scheme is meant for children whose families belong to the Backward Classes-A category, so that no child drops out of school for want of money. The stipend is sent every quarter directly into a bank account opened by the school in the mother’s name.

The scheme began for Scheduled Caste (SC) children in 2008-09, and in the very next year, 2009-10, it was extended to BC-A and BPL category children as well. Its aim is to reduce the school dropout rate — to keep young children in school. In the Annual Plan 2011-12, ₹71.83 crore was approved for the BC-A stipend, and 5,08,322 BC-A students benefited that year. For 2012-13, a budget provision of ₹73 crore for BC-A and ₹27 crore for BPL was made.

How Much Stipend — By Class and Gender

The stipend amount depends on the child’s class and gender. The amount is for 12 months, but payment is made together every quarter:

Class Boys (per month) Girls (per month)
Class 1–5 ₹75 ₹150
Class 6–8 ₹100 ₹200

That means a boy in Classes 1–5 gets ₹900 a year and a girl gets ₹1,800 a year; a boy in Classes 6–8 gets ₹1,200 a year and a girl gets ₹2,400 a year. Girls receive double the boys’ stipend so that special attention is paid to daughters’ education and they do not drop out of school.

A note of caution on the amount: A 2010 newspaper article mentions ₹100 for boys in Classes 1–5 — that was the SC scheme’s rate at the time, not the BC-A rate. The BC-A rates are ₹75/₹150 (Classes 1–5) and ₹100/₹200 (Classes 6–8) — confirmed by the Directorate of Elementary Education’s official document, which lists all four BC-A rates separately and clearly, and the same rates appear on the National Scholarship Portal (NSP) and other sources.

Who is Eligible — Eligibility Conditions

All of these conditions must be met for the BC-A students monthly stipend:

Condition Detail
Category The child must belong to the BC-A (Backward Classes-A) category — a BC-A caste certificate is required
Class Studying regularly in Classes 1 to 8 in a Haryana government school
Residence Must be a resident of Haryana
Attendance The child must attend school regularly — the stipend is given on the basis of attendance

Please note: This scheme is only for children in government schools. BC-A children studying in private schools are not eligible. The official document mentions no income limit for this scheme — eligibility rests on the BC-A category certificate, not on income.

Who is Not Eligible

  • A child studying in a private school.
  • A child studying in Class 9 or above (a separate scheme covers them — see below).
  • A child who does not belong to the BC-A category (children of BC-B or other categories are not eligible under this scheme).
  • A child who does not attend school regularly.

Separate Scheme for BC-A Students in Classes 9–12

BC-A students studying in Classes 9 to 12 are covered by a separate monthly stipend scheme run under the Directorate of Secondary Education. It is different from the Classes 1–8 scheme — its rates and process may differ. Parents of Class 9–12 BC-A students should confirm the current rates and process with their school headmaster or the District Education Officer (DEO), because this article gives only the verified rates of the Classes 1–8 scheme.

BC-A vs BPL vs SC Stipend — Understand the Difference

Haryana runs three separate monthly stipend schemes for school children, and they are often confused. The comparison is below:

Point BC-A Students Stipend (this article) BPL Students Stipend SC Students Stipend
For whom BC-A category children BPL families’ children Scheduled Caste (SC) children
Classes Classes 1–8 Classes 1–8 Classes 1–12
Amount (1–5) Boys ₹75; Girls ₹150 Boys ₹75; Girls ₹150 Boys ₹100; Girls ₹150
Amount (6–8) Boys ₹100; Girls ₹200 Boys ₹100; Girls ₹200 Boys ₹150; Girls ₹200
Department Directorate of Elementary Education Directorate of Elementary Education Directorate of Elementary / Secondary Education

The BC-A and BPL rates are identical, but they are two separate schemes — a child can take the benefit only as per their own category. Note: under the SC scheme, boys get more than BC-A/BPL boys (₹100 vs ₹75 in Classes 1–5; ₹150 vs ₹100 in Classes 6–8), while girls’ rates are the same in all three schemes. Post-matric scholarships (after Class 11) are completely different — see their separate guides.

Documents Required

Keep these documents ready — they have to be given to the school:

Document For whom / Note
BC-A caste certificate To prove BC-A category — the most important document; issued by the competent authority (Tehsildar/SDM)
Aadhaar card (of the child) For identity and DBT; must be linked to the bank account
Previous exam mark sheet Proof of passing the previous class
Bank account details Account opened by the school in the mother’s name; account number and IFSC
Passport-size photo (of the child) For the school’s records
Mobile number Parents’ mobile number — for contact from the school

Please note: The final list of documents will be the one the school / education department asks for. Confirm the list with your child’s school before applying.

How to Apply — Through the School

Application for this scheme is not made on an online portal — it is done through the school. The process is:

  1. Contact the school: At the start of the new academic session (March–April), meet your child’s school headmaster / class teacher and get the name registered for the BC-A stipend.
  2. Submit documents: Give the child’s BC-A caste certificate, Aadhaar card and previous exam mark sheet to the school.
  3. Bank account: The school opens a zero-balance bank account in the child’s mother’s name — there is no charge for this. If an account is already open, give its details to the school.
  4. Verification by the school: The school checks the child’s BC-A status, class and attendance and sends the name to the education department.
  5. Receiving the stipend: Once the name is approved, the stipend starts coming every quarter directly into the mother’s bank account.

Important: Parents do not need to fill any form on any website. If anyone asks for money to fill an online form in the name of this scheme, it may be a fraud — inform the school or the District Education Officer immediately.

How the Money is Received

The stipend is sent directly into the bank account (DBT) — one instalment every quarter, that is, 4 times a year. The account is opened by the school in the child’s mother’s name, so that the money reaches the family directly. The account is opened at zero balance and no operating charge is levied on it. If the stipend does not arrive on time, first ask the school — the school itself finds out the payment status from the department.

How to Check the Stipend Status

  1. First ask your child’s school headmaster / class teacher — the school has the list of beneficiaries and the payment information.
  2. If the school cannot give the information, contact your district’s District Education Officer (DEO) / District Elementary Education Officer (DEEO) office.
  3. You can also check the bank passbook / bank app to see whether the quarterly instalment has come into the account.

Common Mistakes in Application

  • No BC-A certificate, or an old one — BC-A status is verified from the caste certificate, so get the certificate made/updated before the session starts.
  • Bank account not linked to Aadhaar — the stipend comes by DBT, so the mother’s account must be active, KYC complete and Aadhaar-linked.
  • Missing the March–April window — enrolment happens at the start of the new session; contacting late can mean losing that year’s stipend.
  • Applying under the wrong scheme — BC-A, BPL and SC are three separate schemes; take the benefit only as per your category. Classes 9–12 have a separate scheme.
  • Paying an agent — there is no fee for this scheme and no online form to fill; anyone asking for money may be a fraud.
