What is the Minority Post-Matric Scholarship?

Under the Central Government’s Post-Matric Scholarship Scheme for Minorities, students of Haryana belonging to minority communities — Muslim, Christian, Sikh, Buddhist, Jain and Parsi — get ₹6,000 to ₹15,000 per year for studies from Class 11 up to PhD. This is a Centrally Sponsored Scheme of the Ministry of Minority Affairs (MOMA), Government of India, with 100% Central assistance. In Haryana it is implemented by the Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya (SEWA) Department, and applications are taken on the National Scholarship Portal (NSP). Under the scheme, 5 lakh scholarships are awarded across India every year, and 30% of the scholarships are reserved for girl students in each community.

The aim of the scheme is that no minority student should drop out after Class 10 for lack of money. The scholarship has two parts — admission + tuition fee and a maintenance allowance — and the amount depends on the level of the student’s course and whether the student is a hosteller or a day scholar. The money is sent directly to the student’s Aadhaar-seeded bank account (DBT).

How Much Scholarship — By Course Level

The scholarship has two parts. First — the admission + tuition fee, paid per year as per the course level:

Course level Admission + tuition fee (per year)
Class 11–12 ₹7,000
Technical and vocational courses (Class 11–12 level) ₹10,000
Undergraduate (UG) and Postgraduate (PG) ₹3,000

Second — the maintenance allowance, paid for 10 months in an academic year:

Course level Hosteller (per month) Day scholar (per month)
Class 11–12 (including technical and vocational) ₹380 ₹230
UG and PG (other than technical and professional courses) ₹570 ₹300
M.Phil and PhD ₹1,200 ₹550

Adding both parts together — some examples:

Student Total scholarship (per year)
Class 11–12, day scholar ₹7,000 + (₹230 × 10) = ₹9,300
Class 11–12, hosteller ₹7,000 + (₹380 × 10) = ₹10,800
Technical course (Class 11–12 level), hosteller ₹10,000 + (₹380 × 10) = ₹13,800
UG/PG, day scholar ₹3,000 + (₹300 × 10) = ₹6,000
UG/PG, hosteller ₹3,000 + (₹570 × 10) = ₹8,700
M.Phil/PhD, hosteller ₹3,000 + (₹1,200 × 10) = ₹15,000

So most students get ₹6,000 to ₹13,800 per year, and an M.Phil/PhD hosteller gets up to ₹15,000 per year. In addition, 30% of the scholarships are reserved for girl students in each community.

Caution note on the last date: Two dates appear for this scheme’s last date. The scheme-specific tracker scholardost.com (verified 30 October 2026, still showing “22 days left” on a live check on 8 November) and shiksha.com’s NSP article say applications are open till 30 November 2026. But some other sources (sarkariyojana.com, entri.app, fisheriesindia.com — 2 November 2026) say the general NSP student window closed on 31 October 2026, and November is verification month. NSP closing dates are scheme-wise — this guide uses 30 November 2026 for THIS scheme, but do check the current status on this scheme’s page on scholarships.gov.in before applying — that is final.

Note on the amount: Some websites quote the maximum amount as “₹13,500 per year” — that is a summary figure. This guide follows the Ministry’s rate table (tables above), under which the total works out to ₹6,000 to ₹15,000 per year depending on the course and hosteller/day scholar status.

Who is Eligible — Eligibility Conditions

All of these conditions must be met for the Minority Post-Matric Scholarship:

Domicile Student must be a permanent resident (domicile) of Haryana and a citizen of India
Level of study Class 11 to PhD — including ITI, diploma, UG, PG, M.Phil and PhD; a full-time course in a government-recognised institution

Income limit Parents’/guardians’ total annual income from all sources must not exceed ₹2,00,000
Family limit At most 2 students from one family can get the benefit of this scheme

Note: A student can take only one scholarship at a time for the same course and the same purpose — benefits under another scheme for the same purpose cannot be taken together. From the academic year 2026-27, NSP allows a student to apply for one merit-based scheme plus one or more welfare-based schemes, provided they meet each scheme’s eligibility. Certificate courses of less than one year’s duration are not covered under this scheme.

Who is Not Eligible

  • Students who do not belong to any of the six notified minority communities.
  • Students whose family annual income exceeds ₹2 lakh.
  • Students who scored less than 50% marks in the previous final examination.
  • Students who are not residents of Haryana.
  • Students not enrolled in a full-time course at a recognised institution.
  • Students pursuing a certificate course of less than one year’s duration.

How This Scheme Differs From Other Scholarships

Several schemes run under the name “Post-Matric Scholarship”, which causes confusion. This table clarifies which scheme this guide is about:

Point Minority Post-Matric (this guide) PM-YASASVI Post-Matric (OBC/EBC/DNT) SC Post-Matric Scholarship Merit-cum-Means (MCM)
For whom Muslim, Christian, Sikh, Buddhist, Jain, Parsi OBC, EBC and DNT students Scheduled Caste (SC) students Minority students (professional/technical courses)

Amount ₹6,000–₹15,000 per year ₹5,000–₹20,000 per year Separate rates (SC scheme) Up to ₹20,000 per year + course fee
Income limit ₹2 lakh per year ₹2.5 lakh per year ₹2.5 lakh per year ₹2.5 lakh per year
Minimum marks 50% (previous exam) No marks condition No marks condition 50% (previous exam)

Whose scheme Ministry of Minority Affairs Ministry of Social Justice (PM-YASASVI) Ministry of Social Justice Ministry of Minority Affairs

One more confusion to clear: this scheme is NOT a Har-Chhatravratti state scheme. Har-Chhatravratti (harchhatravratti.highereduhry.ac.in) is the Haryana Higher Education Department’s state portal hosting the state’s own 16 scholarship schemes. The Minority Post-Matric Scholarship is a Central Government scheme and its application is taken only on NSP — not on the Har-Chhatravratti portal.

How to Apply — Online on NSP

Applications for this scheme are taken only online, on the National Scholarship Portal (NSP). The process is:

  1. Complete One-Time Registration (OTR): First go to scholarships.gov.in and complete One-Time Registration (OTR). From the academic session 2024-25, OTR is mandatory for all NSP scholarships — you cannot fill the application without OTR. You need your Aadhaar card and mobile number for OTR, and face authentication through the NSP OTR app — for this, the biometric lock in Aadhaar must be unlocked (check on the mAadhaar app or My Aadhaar portal).
  2. Log in: Log in to NSP with the OTR number/reference you received after OTR.
  3. Select the scheme: From the list of schemes, select “Post-Matric Scholarship Scheme for Minorities”. Note — SC, OBC/EBC/DNT and other schemes are separate; select the scheme as per your own category.
  4. Fill the form: Fill in your personal, academic and bank details correctly. The details must match your Aadhaar and Parivar Pehchan Patra (PPP), otherwise verification will get stuck.
  5. Upload documents: Upload scanned copies of the minority community certificate, income certificate, domicile certificate, mark sheets, college bonafide and fee structure, photo and signature.
  6. Check and submit: Check the form carefully — no mistake in name, income, bank account number or community — then submit it finally.
  7. Verification by the institution: After submission, the application is first checked by your college/institution’s nodal officer, then by the district nodal officer and then by the state nodal officer. Selection is made state-wise as per quota, and a district-level scrutiny committee reviews the applications. If there is any shortcoming, the application may come back for correction — correct it in time and submit it again.

Important: There is no application fee for this scheme and no offline form to fill. If anyone asks for money in the name of this scheme, it may be fraud — immediately inform your college or the NSP helpline. If you cannot apply online yourself, you can take help from the nearest Common Service Centre (CSC) — the charge for the entire activity, including OTR generation and filing the complete form, is fixed at ₹30.

Application Timeline 2026-27

Task Date
NSP portal opened (academic session 2026-27) 1 June 2026
Last date to apply 30 November 2026
Institute verification After application — by the institute nodal officer
District/State verification After application — by the district and state nodal officers

Do read the caution note on the last date above — some sources report the general NSP window closing on 31 October 2026. The 30 November 2026 date in this guide comes from scheme-specific sources; confirm the current status on this scheme’s page on NSP before applying, and submit the form as soon as possible instead of waiting for the last days.

How the Money is Paid

The scholarship is sent directly to the bank account (DBT) — to the student’s Aadhaar-seeded bank account. The admission and tuition fee part and the maintenance allowance are paid as per the scheme’s rules; the maintenance allowance is paid for a maximum of 10 months in an academic year. Payment happens only after verification is complete at the institution and district/state levels. If the money does not arrive on time, first ask your college nodal officer — they can tell you the status of the application.

How to Check Status

  1. On NSP: Log in to scholarships.gov.in and check “Check Application Status” / “Track Application” — it will show at which level the application is (institution, district or state verification).
  2. From the college: You can also ask your college nodal officer about the application status — if the application has come back for correction, they will tell you what needs to be fixed.
  3. On PFMS: The payment status can also be seen on PFMS (Public Financial Management System).

How Renewal Works

This scholarship is renewed every year till the course is completed, provided the student’s academic performance is satisfactory and they scored at least 50% marks in the previous examination. For renewal, the renewal form must be filled on NSP every year, with a fresh income certificate and a course continuation certificate. Note: if a student is repeating the same stage of education in a different subject after passing one stage, they may not be eligible for renewal.

Common Mistakes in the Application

  • Selecting the wrong scheme — NSP has separate schemes for SC, OBC/EBC/DNT, Minority and others; select “Post-Matric Scholarship Scheme for Minorities” as per your category.
  • Not doing OTR — OTR is mandatory from the academic session 2024-25; without OTR the application cannot be filled.
  • Biometric lock in Aadhaar — face authentication is required for OTR; if the biometric lock is on in Aadhaar, unlock it first on the mAadhaar app or My Aadhaar portal.
  • Details not matching Aadhaar and PPP — name, date of birth and bank details in the form must match Aadhaar and Parivar Pehchan Patra, otherwise verification will get stuck.
  • Bank account not linked to Aadhaar — the scholarship comes by DBT, so the account must be active, KYC complete and Aadhaar-linked.
  • Less than 50% marks — if marks in the previous examination are below 50%, the application will not be accepted.
  • Waiting for the last date — waiting for the last days can cause portal congestion and delays in verification; submit the form as soon as possible.
  • Paying an agent — there is no fee for this scheme (except the ₹30 CSC service charge); anyone asking for money may be a fraud.
