What is the Haryana Old Age Pension scheme?

The Old Age Samman Allowance Scheme, run by the Department of Social Justice, Empowerment, Welfare of Scheduled Castes & Backward Classes and Antyodaya (SEWA), Government of Haryana, gives senior citizens aged 60 years or above a monthly pension of ₹3,200 from 1 November 2025. It is meant for elderly people who cannot sustain themselves on their own resources and need financial support — especially agricultural labourers, rural artisans, Scheduled Castes / Backward Classes, and small and marginal farmers. The pension is paid every month directly into the beneficiary’s bank account.

This is Haryana’s oldest and largest social security pension scheme. It began on 1 April 1964 in joint Punjab at ₹15 per month, was implemented in Haryana from 1 November 1966, and was given a new form as the “Old Age Pension Scheme-1991” from 1 July 1991 — now called the Old Age Samman Allowance Scheme. According to the department, the scheme has 17,85,137 beneficiaries (2023-24).

How much pension do you get — full history of increases

The pension amount has been raised from time to time. According to the department’s official scheme page, the increase history is:

From Monthly pension
1 January 2014 ₹1,000
1 January 2015 ₹1,200
1 January 2016 ₹1,400
1 November 2016 ₹1,600
1 November 2017 ₹1,800
1 November 2018 ₹2,000
1 January 2020 ₹2,250
1 April 2021 ₹2,500
1 April 2023 ₹2,750
1 January 2024 ₹3,000
1 November 2025 ₹3,200

That means ₹38,400 a year from this scheme. Note that the ₹200 increase was announced on 12 February 2026 and applied retrospectively from 1 November 2025; the enhanced amount, including arrears from November 2025, started being paid from February 2026. People already receiving the pension started getting the higher amount automatically — no fresh form was needed.

Who can apply — eligibility conditions

According to the department’s official scheme page, the eligibility conditions have been simplified. A person is eligible for the Old Age Samman Allowance if:

Condition Detail
Age 60 years or above — the eligibility age was earlier 65 years, later reduced to 60
Residence Must be a domicile and resident of Haryana State
Income limit Combined annual income of the applicant and his/her spouse from all sources must not exceed ₹3,00,000

A cautionary note on the length of residence: Many websites claim that a person must have lived in Haryana for at least 15 years to qualify. But the department’s official scheme page only says “domicile and resident of Haryana State” — it specifies no number of years. The 15-year rule exists in some other schemes, such as the widower pension, and appears to have been wrongly copied onto the old-age pension. This article therefore follows the official page. Before applying, please confirm the current rule at your District Social Welfare Office or Atal Seva Kendra — the condition shown on the SARAL portal’s live form will be final.

Who is not eligible

  • Anyone already receiving a pension from any Government, Local or Statutory Body, or from an organisation substantially financed by a Government or Local/Statutory Body.
  • Income from Provident Funds and annuities from any source — banks, financial institutions or insurance companies — is also treated by the department as “pension”, so a person receiving such income is not eligible.
  • Anyone whose combined annual income (applicant + spouse) is more than ₹3 lakh.
  • Anyone who is not a domicile and resident of Haryana.

Keep these documents ready before applying. Scanned copies of originals must be clear and readable:

How to apply online — step by step

Applications in Haryana are made through the Antyodaya SARAL portal (saralharyana.gov.in). The service is listed on the portal as “Old Age Samman Allowance”. The service name can change from time to time, so search for the service name in the steps below:

  1. Open the SARAL portal: Go to saralharyana.gov.in. If you do not have an account, register first with your mobile number, email ID and details, then log in.
  2. Find the service: Under “Apply for Services”, search for “Old Age Samman Allowance” or pick it from the list of services of the Department of Social Justice and Empowerment.
  3. Fill the form: Enter your name, address, age, Aadhaar number, Parivar Pehchan Patra (Family ID) number and bank account details correctly. Write the name and date of birth exactly as on the Aadhaar card.
  4. Upload documents: Upload scanned copies of your Aadhaar card, Family ID, age proof, residence proof, income certificate and bank passbook as per the list above.
  5. Check and submit: Read every detail once more before submitting — a wrong account number or wrong name can stop the pension. On submission you will get an Application Reference ID (Acknowledgement Number) — keep it safe; you will need it to check the status.
  6. Verification: Your application goes to the District Social Welfare Officer concerned for verification. The office may ask for original documents if needed.
  7. Approval and pension: Once approved, you will get a Beneficiary / Pension ID and the pension will start coming to your bank account every month.

Applying through an Atal Seva Kendra (CSC)

If you cannot fill the online form yourself, visit the nearest Atal Seva Kendra (CSC). The operator there will fill the form online with your documents and give you the acknowledgement number.

How to apply offline

  1. Download the “Download APPLICATION FORM FOR OLD AGE SAMMAN ALLOWANCE” form (PDF) from the form and procedure (form_and_proc.aspx) page of the department’s pension portal pension.socialjusticehry.gov.in, or get the form from your District Social Welfare Office.
  2. Fill in all the details in the form and paste your recent passport-size photo.
  3. Attach self-attested copies of the documents listed above.
  4. Submit the filled form at your district’s District Social Welfare Office (DSWO).
  5. Keep the submission receipt or acknowledgement number safe.

Fee and time limit

Item Fee / time
Government fee ₹0 (no charge)
SARAL portal service charge ₹10
Atal Seva Kendra charge ₹30
Time to dispose of the application (RTS) 60 working days (as per the department’s official RTS list; the service is listed as a “Pro-Active Service”)

Note: The fee amounts are as per the scheme’s SARAL service listing; the amount shown on the portal at the time of application will be final. If anyone demands a large sum of money in the name of this scheme, it may be a fraud — inform the District Social Welfare Office or the SARAL helpline immediately.

How the pension money is paid

After approval, the pension is sent directly to the bank account (DBT) — since August 2020, payments are made through the Public Financial Management System (PFMS) straight into the beneficiary’s account. The money is usually deposited every month. The first pension may take some time after approval because payments are made in batches. If the money does not come for a month or two even after approval, contact the District Social Welfare Office with your Pension ID and bank details. Make sure the bank account is not closed, its KYC is complete and it is linked to Aadhaar — a wrong or closed account blocks the pension.

How to check pension status and the beneficiary list

Check the application status on the SARAL portal

  1. Go to saralharyana.gov.in and choose the Tracking option.
  2. Select Social Justice and Empowerment as the department and Old Age Samman Allowance as the service.
  3. Enter your Application Reference ID and view the status.
  4. Or send an SMS from your registered mobile number — SARAL (space) Application ID — to 7738299899.

Check the status on the pension portal

  1. Go to pension.socialjusticehry.gov.in.
  2. On the homepage, choose “Track Beneficiary Pension Details”.
  3. Choose the search method — Pension ID, Aadhaar number or bank account number (with IFSC).
  4. Enter your number and the security code (captcha) shown on the screen.
  5. Click “View Details” — your pension status, payment details and beneficiary information will appear on the screen.

Find your name in the beneficiary list

  1. Go to pension.socialjusticehry.gov.in and choose “View List of Beneficiaries” (direct link: pension.socialjusticehry.gov.in/ben_List).
  2. Select your district, area, block or municipality, village or ward, and the type of pension.
  3. Fill the captcha, view the list and search for your name in it.

What changed for people already receiving the pension?

People who were already getting ₹3,000 per month did not need to do anything — the enhanced amount of ₹3,200 started reaching them automatically. The arrears from November 2025 to January 2026 were also paid from February 2026. If your pension is still coming at the old rate, contact the District Social Welfare Office with your Pension ID.

Common mistakes in the application

  • Understanding the income rule wrongly — the limit is not only your own income; the combined income of you and your spouse must not exceed ₹3 lakh.
  • Applying while already drawing a government pension — anyone receiving a government pension, Provident Fund income or an insurance annuity is not eligible; such an application will be rejected.
  • Giving a bank account not linked to Aadhaar, or a closed account — the pension comes by DBT, so the account must be active, KYC-complete and Aadhaar-linked.
  • Filling the form under the wrong scheme — the unmarried pension (45–60 years), widow pension and Ladli Social Security Allowance are separate schemes; the Old Age Samman Allowance applies only from 60 years of age.
  • Paying an agent — the government fee is ₹0; anyone demanding a large sum in the name of this scheme is committing fraud.
  • Old income recorded in the Family ID — income is verified from the Family ID, so get the income updated in the Family ID before applying.
