The Haryana Government’s Aapki Beti Hamari Beti scheme turns the birth of a daughter into a moment of financial security for the family. Under this scheme, run by the Women and Child Development Department, Haryana, the government invests Rs 21,000 with the Life Insurance Corporation of India (LIC) in the name of an eligible girl child. The money is not handed over at birth — it is paid to the girl when she turns 18, so that she can use it for her education or the next stage of her life. The scheme was announced on 8 March 2015, on Women’s Day, by the then Chief Minister Manohar Lal Khattar, and notified in August 2015. Its aim is to encourage the birth of girls, check female foeticide, improve the child sex ratio, and strengthen girls’ education and health. The scheme applies to eligible families in both villages and towns across Haryana, and more than 4,60,347 girls have been enrolled so far, according to the department’s website.

How much a family gets depends on which daughter the girl is and when she was born. For a first daughter born on or after 22 January 2015 in a Scheduled Caste (SC) or Below Poverty Line (BPL) family, the government invests Rs 21,000 with LIC. For a second daughter born on or after 22 January 2015, the same Rs 21,000 is invested — and this applies to every family, whatever its caste, religion, income or number of sons. A third daughter born on or after 24 August 2015 also gets the Rs 21,000 investment, and twin or multiple girls born on or after 22 January 2015 get Rs 21,000 each. For older cases covered under the earlier Ladli scheme — a second daughter born on or before 21 January 2015 — the benefit is Rs 5,000 per year for five years, and for twins born on or before that date it is Rs 2,500 per girl per year for five years. The key point to remember is that the Rs 21,000 for a first daughter is only for SC or BPL families, while the Rs 21,000 for a second daughter has no caste or income condition at all.

To be eligible, the family must be a permanent resident of Haryana, with at least one parent living in the state along with the daughter. The pregnant woman should be registered at the nearest anganwadi centre or with the Health Department, the daughter’s birth must be registered with a birth certificate, and her Aadhaar number, timely vaccination record and enrolment at the anganwadi centre are required. Keep these documents ready before applying: the Parivar Pehchan Patra (PPP or Family ID) number, the daughter’s birth certificate, a residence proof such as ration card, voter ID, electricity bill or telephone bill, a caste certificate for SC families, a BPL certificate for BPL families, and the vaccination card. The PPP number is the first document the form asks for, so get it ready before starting the application.

Applying is free — there is no government fee, and only a Rs 10 service charge applies if you apply through an Atal Seva Kendra or Common Service Centre. Online, open the Antyodaya SARAL portal at saralharyana.gov.in, register as a new user, log in, search for “Aapki Beti Hamari Beti”, fill the form with the daughter’s and family’s details, upload the documents, and save the application number or receipt to track the status. Offline, take the form from the nearest anganwadi centre or Women and Child Development office, fill it, attach the documents, and submit it there. The scheme has no last date and stays open all year, but apply soon after birth — the 2015 notification allows application within one year of birth if it could not be made in time. Once a complete application is submitted, the amount is released within one month. For help, call the department helpline 0172-3968400, and remember that no official ever asks for OTP, bank account numbers or passwords on the phone.
