Haryana’s Mukhyamantri Dugdh Utpadak Protsahan Yojana gives milk producers an extra incentive on every litre of milk they supply to the state’s dairy cooperatives. Under the revised rates announced by Chief Minister Nayab Singh Saini, a milk producer supplying milk to the Haryana Dairy Development Cooperative Federation (HDDCF) now gets an incentive of Rs 7 per litre in the summer season and Rs 5 per litre in the winter season. Women associated with self-help groups and women cooperative societies supplying milk to VITA, the state’s dairy cooperative brand, get Rs 10 per litre, and Antyodaya families also get Rs 10 per litre.

The scheme is run by the Haryana government through the Haryana Dairy Development Cooperative Federation, which procures milk from producers through the milk unions and VITA. The incentive is paid in addition to the price of the milk, so it directly raises the income of the producer for the same quantity of milk. The rates were revised in July 2026, when the Chief Minister announced five major initiatives for the dairy sector. The summer incentive was raised from Rs 5 per litre to Rs 7 per litre, and the winter incentive from Rs 3 per litre to Rs 5 per litre. The summer season runs from April to September, when milk production usually falls, and the winter season from October to March.

The higher rate of Rs 10 per litre is aimed at two groups in particular. Women associated with Women Self-Help Groups and Women Cooperative Multipurpose Agriculture Credit and Service Societies who supply milk to VITA receive Rs 10 per litre. Antyodaya families тАФ the poorest families identified under the state’s Antyodaya programme тАФ also receive Rs 10 per litre when they supply milk to the dairy unions.

The dairy package announced alongside the incentive revision also supports families who want to start or expand dairying. Antyodaya families with an annual income of up to Rs 1.80 lakh can get concessional loans to buy buffaloes, and the Animal Husbandry Department provides a subsidy of up to Rs 80,000 for purchasing a buffalo, with VITA extending additional assistance of Rs 50,000. Interest-free loans are also provided to women self-help groups and Scheduled Caste families, with the government bearing the interest cost.

Dairying is one of the largest sources of supplementary income for Haryana’s rural families. The state government has said that incentives worth Rs 70 crore have already been given to cooperative milk producers under this scheme, and Haryana’s per capita daily milk availability stands at 1,128 grams. Milk producers who supply milk through their local cooperative milk collection centre to VITA or the Haryana Dairy Development Cooperative Federation receive the incentive along with the milk price. Producers should confirm the current rate and their registration with their nearest milk collection centre or district milk union.
