The Maharashtra State Electricity Distribution Company Limited (MSEDCL) has announced a major relief scheme for consumers whose electricity connections were cut over unpaid bills. Called the Abhay Yojana 2026-27, the scheme runs from 6 November 2026 to 15 January 2027. Under it, the entire interest and delayed payment charges on pending bills will be waived — 100 per cent — and consumers who clear their dues in one payment can also get up to 20 per cent off the principal amount. The scheme was launched under the guidance of Chief Minister and Energy Minister Devendra Fadnavis, and announced by Lokesh Chandra, Additional Chief Secretary to the Chief Minister and Chairman and Managing Director of MSEDCL, at the company’s Prakashgad headquarters in Mumbai.

The scheme covers non-agricultural consumers whose connections were permanently disconnected on or before 31 March 2026 — domestic, commercial, industrial and other non-agricultural categories, in both low-tension and high-tension segments. Consumers whose connections were temporarily disconnected as on 31 December 2025 can also apply. Customers in MSEDCL’s distribution franchise areas are covered too. Agricultural consumers and public tap-water supply schemes are excluded from the scheme. A key benefit is that consumers who settle their dues under the scheme can get their electricity connection restored.

The biggest relief is the full waiver of interest and late fees. After that, the remaining principal amount can be paid in one go or in instalments. Consumers who pay the full principal in a single payment by 15 December 2026 get an extra discount — 10 per cent for low-tension domestic and commercial consumers whose connection was cut for up to three years, and 20 per cent for those cut for more than three years. Other low-tension consumers get 10 per cent and high-tension consumers 15 per cent. Those who cannot pay at once can pay 50 per cent upfront and the rest in six equal interest-free monthly instalments (low-tension); high-tension consumers get three to six interest-free instalments depending on the amount due. Consumers with sanctioned load up to 20 kW who choose a prepaid smart meter at reconnection get a further 5 per cent off the principal. Reconnection charges and the service connection fee for low-tension consumers are also waived.

The scale of the problem is large. MSEDCL says about 34.86 lakh consumers whose connections were permanently disconnected by 31 March 2026 owe around Rs 7,650 crore, including Rs 2,092 crore of interest and late charges that will now be waived. These include 1,835 high-tension and 34,84,513 low-tension consumers. Another 2,60,829 consumers with temporarily disconnected connections owe Rs 488.78 crore, of which Rs 163.93 crore is interest. In all, about 37.47 lakh consumers can benefit. Eligible consumers can apply through MSEDCL’s official online portal or its mobile application. The scheme gives long-disconnected households and small businesses a genuine chance to clear old dues and get power back without the burden of years of accumulated interest.
