For a young person or family from the Backward Classes (BC) in Haryana who wants to start a small business, a shop, a workshop or any income-generating work, the biggest obstacle is capital. The National Backward Classes Finance & Development Corporation (NBCFDC) Term Loan Scheme exists for exactly this — up to Rs 25 lakh as a loan for self-employment, at 7–8% annual interest. In Haryana, the loan is routed through the Haryana Backward Classes & Economically Weaker Sections Kalyan Nigam (HBCKN), and applications are made on the Antyodaya SARAL portal.
Before going further, one thing must be made clear — the myScheme Haryana list and older pages linked to the SARAL portal still show the old terms of this loan (up to Rs 15 lakh, 6–8% interest, Rs 3 lakh income limit). NBCFDC revised its pattern of finance from 1 April 2025 — the maximum loan is now Rs 25 lakh, the income limit is Rs 5 lakh, and interest is 7–8%. This guide treats NBCFDC’s current (2025) terms as the main terms, and shows the old terms for reference. Before applying, do confirm the current terms with the Nigam or your District Manager.

| Income limit | Annual family income up to Rs 5 lakh (terms effective from 1 April 2025) |

How Much Loan Will You Get?
The loan amount depends on your project cost and eligibility — but every slab has a fixed limit, interest rate and repayment period.
| Loan amount | Interest (to beneficiary) | Repayment period |
|---|---|---|
| Up to Rs 1.25 lakh | 7% per annum | 4 years |
| Rs 1.25 lakh to Rs 25 lakh | 8% per annum | 7 years |
| Moratorium | 1 quarter (3 months) — on all loan schemes (except the education loan, which has 5 years) | — |
| Timely payment rebate | 1% per annum rebate — shared equally between the Channel Partner (Nigam) and the beneficiary | — |
| Utilisation of funds | Funds must be used within 90 days of disbursement — 3% for 1–90 days, 6% for 91–180 days, 8% beyond 180 days; unutilised funds must be refunded after 180 days | — |
The finance pattern is as follows — NBCFDC 85%, and Channel Partner/beneficiary share 15%. Note — under the old terms the pattern was NBCFDC 85% / State Corporation 10% / beneficiary 5%; under the new terms the 15% share of the Channel Partner and the beneficiary is stated together — how much the Nigam contributes and how much you contribute is not stated separately on NBCFDC’s website, so ask the Nigam before sanction.
The Biggest Confusion — Old Terms vs New Terms
Searching for this scheme throws up terms from two different periods, because NBCFDC revised its pattern of finance from 1 April 2025. The table below shows which term belongs to which period — and which applies today.
| Point | Old terms (myScheme / SARAL / other state corporation pages) | New terms (NBCFDC, from 1 April 2025) |
|---|---|---|
| Maximum loan | Rs 15 lakh | Rs 25 lakh per beneficiary |
| Income limit | Annual family income up to Rs 3 lakh | Annual family income up to Rs 5 lakh |
| Interest (to beneficiary) | 6% (up to Rs 5 lakh) / 8% (above Rs 5 lakh) | 7% (up to Rs 1.25 lakh) / 8% (above Rs 1.25 lakh) |
| Finance pattern | NBCFDC 85% / State Corporation 10% / beneficiary 5% | NBCFDC 85% / Channel Partner + beneficiary 15% |
| Repayment | 54 monthly instalments (about 4.5 years) | 4 years (up to Rs 1.25 lakh) / 7 years (above Rs 1.25 lakh) |
| Age & PPP | Age 18–55 years; Parivar Pehchan Patra (PPP ID) required | No age limit stated on NBCFDC’s website; PPP is still asked for in the SARAL application — confirm with the Nigam |
The most important warning: the myScheme list, the SARAL portal’s service information and many websites still show the old terms (Rs 15 lakh, 6–8%, Rs 3 lakh income), while NBCFDC’s own website has the new terms in force from 1 April 2025. This guide therefore treats the new terms as the main terms — but before applying, do confirm the current terms with the Haryana Kalyan Nigam or your District Manager, because in Haryana the loan is given through the Nigam.
Who Is Eligible?
Every condition below must be met — if even one is missed, the application will not be considered.
| Condition | Detail |
|---|---|
| Community | Belong to the Backward Classes (BC) — castes notified as backward by the Central or State Government |
| Residence | Permanent resident of Haryana |
| Age | 18 to 55 years (as per the myScheme / SARAL details — no age limit is stated on NBCFDC’s website; confirm with the Nigam) |
| Income | Annual family income up to Rs 5 lakh (new terms; old pages state Rs 3 lakh) |
| Parivar Pehchan Patra | Parivar Pehchan Patra (PPP ID) — the SARAL application pulls family data through PPP |
| Work / project | Want to start or expand an income-generating activity or business — loans are not given for consumption alone |
Who Is NOT Eligible?
If any of the situations below applies to you, the application will not be considered — check yourself against this list before applying.
- Not from the Backward Classes (BC) — this scheme is only for BC applicants; SC applicants have separate NSFDC/HSCFDC schemes, and Safai Karamcharis have separate NSKFDC schemes.
- Annual family income above Rs 5 lakh — those above the income limit are excluded (old pages state Rs 3 lakh — the new limit is Rs 5 lakh).
- Not a permanent resident of Haryana — residents of other states cannot take this loan from the Haryana Nigam; contact the channelising agency of your own state.
- Below 18 years of age — minor applicants are not eligible.
- Loan needed only for consumption — such as a wedding, a house or daily expenses; the loan is given only for income-generating work.
- Loan needed for education — a separate BC Education Loan Scheme exists for that (up to Rs 15 lakh in India / Rs 20 lakh abroad, 4% interest) — this term loan does not cover study costs.
Which Activities Are Covered?
The loan can be taken for any activity that generates regular income — the sectors below are examples, not an exhaustive list. The viability of your project will be assessed by the Nigam / bank.
| Sector | Examples |
|---|---|
| Transport | Auto, taxi, goods carrier, e-rickshaw |
| Small trade / shop | Grocery store, general store, cloth shop |
| Industry / manufacturing | Small workshop, flour mill, packaging unit |
| Agriculture & allied work | Dairy, animal husbandry, poultry, farm equipment |
| Services | Salon, tailoring, mobile/electronic repair, photography |
| Other income-generating work | Any viable business — with the Nigam’s approval |
One thing to note — the Shilp Sampada Term Loan Scheme is only for BC artisans / handicrafts workers (up to Rs 10 lakh, age 18–35); if you are an artisan, look at that scheme too — do not confuse the two, see the difference table below.
Interest, EMI and Repayment
The interest rate depends on the loan amount — smaller loans are cheaper, larger loans slightly costlier. The EMI figures below are illustrations (computed from the stated rates and tenures) — the actual EMI will depend on your sanction terms.
Rs 1.25 lakh loan, 7% interest, 4 years: EMI about Rs 2,993 per month; total payment about Rs 1,43,677 (interest about Rs 18,677).
Rs 5 lakh loan, 8% interest, 7 years: EMI about Rs 7,793 per month; total payment about Rs 6,54,621 (interest about Rs 1,54,621).
Rs 25 lakh loan, 8% interest, 7 years: EMI about Rs 38,966 per month; total payment about Rs 32,73,105 (interest about Rs 7,73,105).
Repayment begins with a moratorium of 1 quarter (3 months) — the first instalment starts 3 months after the loan is received. Timely payment earns a rebate of 1% per annum, shared equally between the Nigam and the beneficiary. And one more rule — the loan amount must be used within 90 days of disbursement; delay raises the interest (6% for 91–180 days, 8% beyond 180 days), and after 180 days the unutilised amount must be refunded.
Documents Required
These documents must be submitted with the application — if even one paper is missing, the case will stall.
| No. | Document | Note |
|---|---|---|
| 1 | Application form (SARAL portal form) or NBCFDC registration | Keep the acknowledgement / reference number after online application |
| 2 | Recent passport-size photograph of the applicant | Attach with the application |
| 3 | Aadhaar card | Proof of identity and age |
| 4 | Age proof (Aadhaar card / birth certificate) | For the 18–55 years eligibility |
| 5 | Haryana residence proof (domicile certificate / ration card) | Proof of being a permanent resident |
| 6 | Caste certificate (Backward Classes) | Issued by the district administration; self-attested copy |
| 7 | Income certificate (recent) | Proof that annual family income is up to Rs 5 lakh |
| 8 | Parivar Pehchan Patra (PPP ID) | The SARAL application pulls family data through PPP |
| 9 | Bank account details (passbook / cancelled cheque) | The loan amount will come into this account; include IFSC |
| 10 | Project report / business plan | What work you will do, the cost, the expected earnings — the Nigam / bank assesses viability from this |
How to Apply?
The application for this scheme is online — through the Antyodaya SARAL portal. Follow the steps below to apply.
| Step | What to do |
|---|---|
| 1 | Check eligibility — BC community, Haryana resident, age 18–55, income up to Rs 5 lakh, keep PPP ID ready |
| 2 | Gather documents — Aadhaar, caste certificate, income certificate, residence proof, PPP ID, bank details, project report (see the list above) |
| 3 | Open the SARAL portal — go to saralharyana.gov.in, register as a new user (mobile OTP verification), then log in |
| 4 | Find the service — in “Apply for Services”, search for ‘Term Loan Scheme for Backward Classes’ or ‘Term Loan Scheme’ (Department: Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam) |
| 5 | Fill the form — enter the PPP ID to fetch family data, select the applicant’s name, verify OTP, fill in project and loan details, upload documents, review and submit |
| 6 | Offline option — applications can also be made from a SARAL Kendra / Atal Seva Kendra (CSC); or contact the District Manager, Haryana Kalyan Nigam office in your district; online registration is also possible on NBCFDC’s website, which is forwarded to the concerned Channel Partner (Nigam) |
After the application, the Nigam / District Manager will verify your eligibility and project, and sanction will follow the bank / NBCFDC process. The application status can be checked on the SARAL portal using the reference ID.
Fee, Timeline and Status Check
- Fee: No government fee has been separately verified for this service — there is no government fee on the Nigam’s SARAL services, and a Rs 10 service charge applies at SARAL Kendra / CSC applications (this is verified for the Shilp Sampada service; it has not been separately confirmed for this service — ask at the centre).
- Timeline: No disposal timeline has been published for claims — no number of days can be stated. The real deadline after sanction is using the loan amount within 90 days.
- Status check: Check the online status on the SARAL portal (saralharyana.gov.in) by entering the department name, scheme name and reference ID; or ask your District Manager, Haryana Kalyan Nigam.
- RTS: No timeline under the Right to Service (RTS) has been found in any official source for this service — no number of days can be stated (the Shilp Sampada service is “Not Under RTS”, but do not assume the same for this service).
- Last date: None — applications are accepted throughout the year.
How Is the Money Paid? — The Finance Pattern
After sanction, the loan amount comes into your bank account in one instalment or in parts — but the amount does not come entirely from NBCFDC. The finance pattern is as follows:
- NBCFDC share — 85% — comes from the national corporation.
- Channel Partner / beneficiary share — 15% — this includes both the state Nigam and your share; the separate shares of the two are not stated on NBCFDC’s website — ask the Nigam before sanction.
- Refinance by banks — banks can also take refinance from NBCFDC; under refinance, NBCFDC’s loan can be up to 100% of the outstanding amount of eligible beneficiaries, but payment is made as per the bank’s demand.
- Utilisation condition — the amount must be used within 90 days of disbursement; 3% for up to 90 days, 6% for 91–180 days, 8% beyond 180 days; after 180 days the unutilised amount must be refunded and a utilisation certificate submitted.
- This is a loan, not a grant — the full amount must be repaid with interest; only a 1% per annum rebate is given for timely payment.
Understand the Difference — This Scheme vs Other Schemes
Many loan schemes exist for Backward Classes and other communities — the names sound similar, but the terms, amounts and agencies differ. Applying under the wrong scheme wastes time.

Frequently Asked Questions (FAQ)
1. How much loan will I get under this scheme?
Maximum Rs 25 lakh per beneficiary — this is NBCFDC’s current term (from 1 April 2025). Note — the myScheme list, the SARAL portal and many websites still show the old limit of Rs 15 lakh. Ask the Nigam for the current limit before applying.
2. How much interest will be charged?
Up to Rs 1.25 lakh — 7% per annum; Rs 1.25 lakh to Rs 25 lakh — 8% per annum. Under the old terms the interest was 6% (up to Rs 5 lakh) / 8% (above Rs 5 lakh) — under the new terms 7%/8% applies at the Rs 1.25 lakh threshold. A 1% per annum rebate for timely payment is separate.
3. What is the income limit?
Annual family income up to Rs 5 lakh — this is NBCFDC’s current term (from 1 April 2025). Old pages state Rs 3 lakh — that is the old term.
4. Is there an age limit?
As per the myScheme / SARAL details, the age is 18–55 years — but no age limit is stated on NBCFDC’s own website. Since applications in Haryana go through the SARAL portal, do confirm the age condition with the Nigam / District Manager before applying.
5. Is a PPP ID required?
A PPP ID is asked for in the application on the SARAL portal (as per the myScheme details) — family data is pulled through PPP. Keep your Parivar Pehchan Patra ready before applying.
6. Where do I apply?
Online — through the ‘Term Loan Scheme for Backward Classes’ service on the Antyodaya SARAL portal (saralharyana.gov.in). Offline — from a SARAL Kendra / Atal Seva Kendra (CSC), or at the District Manager, Haryana Kalyan Nigam office in your district. Online registration is also possible on NBCFDC’s website, which is forwarded to the concerned Channel Partner (Nigam).
7. How long will it take to get the loan?
No disposal timeline has been published — no number of days can be stated. After sanction, the amount must be used within 90 days. If there is a delay, ask your District Manager or the SARAL helpline (0172-3968400).
8. Will I have to contribute 15% myself?
The finance pattern is NBCFDC 85% + Channel Partner / beneficiary 15%. Under the old terms the pattern was NBCFDC 85% / State Corporation 10% / beneficiary 5%. Under the new terms, the separate shares of the Nigam and the beneficiary within the 15% are not stated — ask the Nigam before sanction how much you will have to contribute yourself.
9. Can women get a separate benefit under this scheme?
Both women and men are eligible under this term loan (from the BC community). Separately, New Swarnima (up to Rs 2 lakh at 5%) and the Mahila Samriddhi Yojana also exist for women — but their current terms are not separately confirmed on NBCFDC’s website.
10. Can this loan be waived, or is there a subsidy in it?
No — this is a loan, not a grant; the full amount must be repaid with interest. Only a 1% per annum rebate is given for timely payment. NBCFDC’s separate “Small Loan” scheme is said to carry a Rs 60,000 subsidy — that is a different scheme from this term loan, and its current terms have not been separately confirmed.

Disclaimer
This guide was prepared on 9 November 2026 from available official sources — NBCFDC’s website (Individual Loan Scheme page and Pattern of Finance, effective 1 April 2025; website last updated 16 October 2026), the myScheme Haryana list (entry #66), the Antyodaya SARAL service list, and the channelising agencies’ pages of other states (J&K and Goa — for the old terms). The most important point: NBCFDC revised its terms from 1 April 2025 (maximum loan from Rs 15 lakh to Rs 25 lakh, income limit from Rs 3 lakh to Rs 5 lakh, interest from 6%/8% to 7%/8%), while the myScheme list and pages linked to the SARAL portal still show the old terms. Loan amount, interest rate, eligibility and process can change — before applying, do take the latest information from the Haryana Backward Classes Kalyan Nigam or your District Manager. Where sources differ or information could not be verified (especially the current loan limit and interest rate, the age limit and PPP condition, the split of the 15% share, the fee and RTS timeline for this service, and the online application arrangement), the guide says so clearly. Viksit Haryana is not an official portal of any government department.
