Haryana’s Common Eligibility Test (CET) qualified youth who do not secure a government job even two years after clearing the test have started receiving support under the Saksham Yuva Yojana from 1 November 2026. Chief Minister Nayab Singh Saini announced the decision while reviewing the Employment, Skill Development and Industrial Training Department and the Haryana Skill Development Mission under the Viksit Bharat Vision 2047 framework. A state survey has identified 5,40,428 CET-qualified youth for coverage under the scheme. Eligible youth are to be provided 100 hours of work every month, and those who remain without permanent employment for two years become entitled to an allowance under the scheme from 1 November, which is also Haryana Day.

The Saksham Yuva Yojana, formally the Educated Youth Allowance and Honorarium Scheme, has run in Haryana since 1 November 2016 under the state Employment Department, and it is designed for educated unemployed youth registered with the Haryana Employment Exchange. The new CET-linked push extends its cover to candidates who cleared the Common Eligibility Test, the qualifying examination for Group C and Group D government posts in the state, but could not get appointed within two years. The 100 hours of monthly work are meant to give these young people experience in government offices alongside financial support, rather than leaving them without either income or work exposure while they wait for appointment. Candidates covered by the survey should watch the Employment Department’s official portal for the notified terms for their cohort, since the reports of the announcement do not carry a separately published monthly figure for this CET group, and no figure should be assumed from other allowance schemes.

The same review meeting carried a wider employment and skilling agenda for the state’s youth. The Chief Minister said Haryana had secured a place among the top ten states under the Central Government’s Pradhan Mantri Viksit Bharat Yojana, under which employment opportunities had been facilitated for 51,000 youth. Financial assistance is also being provided to youth for self-employment under the PM SVANidhi Yojana. The government plans to establish a Model Industrial Training Institute in every district to introduce new training programmes, and it will significantly expand training in artificial intelligence, robotics, drones and other emerging technologies. Five youth from the state have been selected for a world-level skill competition to be held in China in September, and those who win medals there will receive financial assistance of Rs 10 lakh along with assured employment.

For readers, this CET-linked Saksham Yuva support is distinct from the general unemployment allowance window that runs separately. The general Berojgari Bhatta applications for educated unemployed youth are open from 1 to 30 November 2026 on the Employment Department portal hrex.gov.in, and that window is meant for youth who are not already beneficiaries of Saksham Yuva. CET-qualified youth covered by the survey should therefore first confirm which of the two routes applies to them, keep their employment exchange registration current, and follow only the Employment Department’s official portal and notices for dates, documents and payment details. The message of the announcement is straightforward: clearing the CET is no longer meant to be a dead end, and the state government has put a surveyed list of more than 5.4 lakh young people at the centre of its next round of work and allowance support.
