Haryana NCR Air Pollution Watch: PAVAN Command Centre Live as Construction Halt Runs November 5 to 20

Union Environment Minister Bhupender Yadav on Friday reviewed the Commission for Air Quality Management’s new Integrated Command and Control Centre for Delhi-NCR, a system built to track air pollution in real time and speed up enforcement across the region, including Haryana’s National Capital Region districts. The centre, named PAVAN, short for Platform for Air Quality Vigilance and Analytics for NCR, was reviewed at the Commission’s headquarters in New Delhi on 30 October 2026.

PAVAN-I3C brings more than 30 data streams onto a single screen, covering air quality, emissions, weather, satellite inputs, camera feeds, mobility, complaints and compliance records from several agencies. According to the official description, it draws on 111 continuous ambient air quality monitoring stations across Delhi-NCR, more than 2300 industries and more than 3200 active construction sites, along with traffic congestion hotspots. The aim is to spot a farm fire, a polluting stack or an uncovered construction site quickly, flag the violation and act on it in real time, rather than waiting for separate reports from different agencies.

Speaking after the review, Yadav said clean air cannot be secured by any one agency or any one state acting alone, and that the centre puts every data stream that matters onto one screen so that non-compliant industries, polluting sources and traffic hotspots can be acted upon swiftly. The centre is expected to support enforcement of the Graded Response Action Plan this winter, when air quality in the region typically deteriorates most.

Alongside the review, Yadav announced that dust-generating demolition and outdoor civil construction activities across the National Capital Region will halt from 5 November to 20 November, a period he described as the peak time for air pollution. Projects of national importance will be exempt, and the Commission is to issue the formal order for the halt. A separate Delhi ban on dust-generating demolition and outdoor construction runs from 1 November to 31 January. Work-from-home directions are also expected for the high vehicle density districts, which include Haryana’s Gurugram, Faridabad and Sonipat, along with Ghaziabad and Gautam Buddha Nagar.

Yadav also praised farmers in Punjab and Haryana for their work on crop residue, saying that with about half the harvest complete, the region is close to its target of putting at least 40 per cent of stubble to other uses instead of burning it, giving farmers additional income and strengthening the circular economy. The minister said resources are now being fully deployed for the remaining half of the harvest. For Haryana’s NCR districts, the combination of real-time monitoring, the November construction halt and the expected work-from-home directions marks a sharper, data-led phase of winter air-quality action.
