Union Home Minister Amit Shah has assured the people of Uttarakhand that cases registered after May 2027 will be decided within three years. On Friday, at the Reserve Police Lines in Dehradun, Shah presented the President’s Colour to the Uttarakhand Police, making it the 16th police force in the country to receive the highest honour for a police force. Chief Minister Pushkar Singh Dhami was present at the ceremony. Addressing the gathering, Shah said that after May 2027, the journey from the registration of an FIR to the Supreme Court will be completed in three years, and there will be no more “date after date” for the people.
Shah said the three new criminal laws — the Bharatiya Nyaya Sanhita, the Bharatiya Nagarik Suraksha Sanhita and the Bharatiya Sakshya Adhiniyam — have been in force across the country since 1 July 2024. These laws have replaced the old Indian Penal Code, the Code of Criminal Procedure and the Indian Evidence Act. Their basic principle is justice, not punishment. The new laws fix time limits for investigation, make forensic evidence compulsory in serious crimes, and promote digital processes. Facilities such as e-FIR and zero FIR have made it easier to register a complaint. A forensic laboratory has been set up in Uttarakhand, and other systems are being prepared so that investigation is not delayed and the guilty are punished within the fixed time.
The Home Minister said Uttarakhand has made major progress in implementing the new criminal laws. Police stations, forensic science laboratories, courts, prosecution and prisons are being connected through digital platforms. The Uttarakhand Police has secured the top position in the country on the CCTNS/ICJS 2.0 dashboard with a score of 93.46. Shah said that in Jaipur last year he had shared that Rajasthan’s conviction rate had risen from 42 per cent to 60 per cent after the new laws came into force. The same change, he said, is now being brought to Uttarakhand, where the police have restructured their administrative framework, integrated forensic science into investigations and strengthened computerisation.
Shah also set a clear target on drugs. He said the central government is working with the resolve to make India completely drug-free by 31 December 2029, and expressed confidence that Uttarakhand will become drug-free within the next three years. Praising the Uttarakhand Police for its work against narcotics and cybercrime, he said the state’s Drugs-Free Devbhoomi campaign has produced results — in the last four years the police have arrested more than 7,000 accused and seized illegal drugs worth more than Rs 307 crore. He said that under the leadership of Prime Minister Narendra Modi, the security forces have achieved major success in freeing the country from Naxalism, and the same determination will now be applied to the drug trade.
The Home Minister said the Vibrant Villages programme is being run to develop border areas and stop migration from the hills. He said the journey towards a developed India by 2047 will have Uttarakhand as its first stop. At the ceremony, Shah also honoured 206 personnel of the Uttarakhand Police who made the supreme sacrifice in the line of duty. The President’s Colour is the highest honour given to a police force for its service and contribution, and its presentation to the Uttarakhand Police marks a proud moment for every officer and soldier of the state.
