Haryana Sugarcane SAP Rate 2026-27: ₹430 per Quintal

Big news for Haryana’s sugarcane farmers — Chief Minister Nayab Singh Saini announced the new cane price on 29 October 2026. This time the government has fixed the price for two seasons at once: ₹430 per quintal for the 2026-27 crushing season and ₹450 per quintal for 2027-28. The price in the last season (2025-26) was ₹415 per quintal, so this year brings a ₹15 per quintal increase, with a further ₹20 next year — a total increase of ₹35 per quintal over two years.

The crushing season has also been notified — the Agriculture and Farmers Welfare Department has declared 1 November 2026 to 30 June 2027 as the 2026-27 crushing season. Cane has started moving to the mills, and every farmer will get ₹430 per quintal for their cane this time. According to the government, the hike will raise farmers’ per-acre income by ₹10,000 to ₹11,300.

But there is another side to the story — farmer organisations call the hike inadequate. The Bharatiya Kisan Union (Charuni) is firm on its demand of ₹600 per quintal and has announced dharnas outside the mills from 25 December. This guide brings together the new price, crushing dates, the payment rule, the list of mills and the full protest picture in one place.

Season Sugarcane Price (SAP) Increase
2025-26 ₹415 per quintal —
2026-27 ₹430 per quintal +₹15
2027-28 ₹450 per quintal +₹20

What is SAP? How far above FRP is Haryana’s price?

SAP stands for State Advised Price — the price fixed by the state government for sugarcane farmers in its state. Separately, the central government fixes the FRP (Fair and Remunerative Price), the minimum price for the whole country — no mill can buy cane below it.

For the 2026-27 sugar season, the Centre has fixed the FRP at ₹365 per quintal (at 10.25% recovery). Haryana’s SAP of ₹430 per quintal is ₹65 per quintal above the FRP — so a Haryana farmer gets ₹65 more than the central minimum. According to the government’s reply in the Lok Sabha on 10 March 2026, Haryana’s SAP has stayed above the FRP for the last five years.

Crushing Season 2026-27: Dates and Rules

The Agriculture and Farmers Welfare Department issued a notification on 28 October 2026 declaring 1 November 2026 to 30 June 2027 as the 2026-27 crushing season. The notification was issued under Section 2(8) of the Punjab Sugarcane (Regulation of Purchase and Supply) Act, 1953, as applicable to Haryana.

  • Crushing season: 1 November 2026 – 30 June 2027
  • Price announced: 29 October 2026, by Chief Minister Nayab Singh Saini
  • 2026-27 SAP: ₹430 per quintal
  • 2027-28 SAP: ₹450 per quintal (announced in advance)

Note — crushing may start late at some mills. Workers at the Naraingarh Sugar Mill have been on an indefinite strike since September 2026, and about 60% of the mill’s repair work was still pending — crushing there is expected to begin only by the third week of November. Do check the latest position of your local mill with the mill or the Sugarcane Development Officer.

How Much Will Farmers Gain? Per-Acre Calculation

According to the Chief Minister, the average sugarcane yield in Haryana is 700 to 800 quintals per hectare, or about 283 to 324 quintals per acre. On that basis, the gain from the price hike works out as follows:

Calculation Amount
2025-26 price ₹415 per quintal
2026-27 price ₹430 per quintal (+₹15)
2027-28 price ₹450 per quintal (+₹20, total +₹35)
Average yield 283–324 quintals per acre
Extra income by 2027-28 About ₹10,000–₹11,300 per acre

So a farmer with 5 acres of cane can expect roughly ₹50,000 to ₹56,500 more by 2027-28 compared with the old price. The government’s argument is that fixing two seasons’ prices at once gives farmers certainty and lets them plan sowing in advance.

The sugarcane area in Haryana was about 93.78 thousand hectares in 2025-26 (first advance estimates, Lok Sabha reply, 10 March 2026) — up from 71.64 thousand hectares in 2024-25.

Haryana’s Sugar Mills — Where Will the Cane Go?

Haryana has 14 sugar mills in total — 10 cooperative mills, 1 HAFED mill and 3 private mills. The 10 cooperative mills together have a crushing capacity of 30,650 tonnes per day.

Cooperative mills (10): Panipat, Rohtak, Karnal, Shahabad (Kurukshetra), Gohana, Sonipat, Jind, Palwal, Meham and Kaithal.

Other mills: HAFED Sugar Mill, Assandh (Karnal); private mills — Naraingarh (Ambala), Saraswati Sugar Mills, Yamunanagar; Bhadson (Karnal); Piccadily Agro, Indri (Karnal).

In the 2024-25 season, the Panipat Cooperative Mill crushed the most cane — 62.10 lakh quintals. Do check the crushing start date of the mill nearest your village from the mill notice board or the Sugarcane Development Officer.

When and How Will Cane Payment Come?

After selling cane, the biggest question is payment — and the rule here is clear. Under the Sugarcane (Control) Order, 1966, a sugar mill must pay the farmer within 14 days of the supply of cane. The government restated this in its Lok Sabha reply on 10 March 2026.

  • Payment deadline: Within 14 days of cane supply (Sugarcane (Control) Order, 1966)
  • Amount payable in 2025-26 season: About ₹1,491 crore was payable to farmers
  • Payment method: Directly into the farmer’s bank account by the mill
  • Where to complain: If payment is delayed, contact the mill’s Managing Director, the District Sugarcane Development Officer or the Agriculture Department

Keep your supply slip (indent), weighment receipt and bank account details safe — these are the papers you will need if you have to complain about a payment delay.

₹5,000 per Acre Incentive for Four-Foot Row Spacing and Single-Bud Method

Besides the price, the government has also raised the incentive for modern cane cultivation. According to Agriculture Minister Shyam Singh Rana, under the Sugarcane Technology Mission:

  • Four-foot row spacing: Incentive raised from ₹3,000 to ₹5,000 per acre
  • Single-bud method of sowing: Incentive raised from ₹3,000 to ₹5,000 per acre
  • Application dates: 15 October – 31 December 2026, on the portal agriharyana.gov.in
  • Payment: By the end of February 2027, after physical verification
  • Free saplings: Tissue-culture sugarcane saplings free of cost — from the Karnal Cooperative Sugar Mill, October–December 2026

In addition, under the Sugarcane Technical Purpose Project 2026-27, registration for autumn (October–November) planting is open from 1 October to 31 December 2026. Registration for spring/summer planting closed on 30 September 2026. Apply on the Agriculture Department portal agriharyana.gov.in or the Meri Fasal Mera Byora portal (fasal.haryana.gov.in).

Why Are Farmer Organisations Unhappy? The Full Protest Picture

Farmer organisations began protesting the day after the price was announced. Their demand is that the cane price should be ₹600 per quintal, because diesel, labour and fertiliser costs have risen and a ₹15 hike does not even cover the cost increase.

  • 31 October 2026: Bharatiya Kisan Union (Charuni) protested outside the residence of Agriculture Minister Shyam Singh Rana at Radaur (Yamunanagar).
  • From 25 December 2026: Dharnas announced outside all sugar mills.
  • From 2 January 2027: Warning to stop harvesting cane.
  • From 5 January 2027: Announcement to lock the mills — if the demand is not accepted.

According to BKU (Charuni) president Gurnam Singh Charuni, the decision was taken at a meeting of farmer representatives from 12 sugar mills across the state. Stay on this page for the latest on the protest — this guide will be updated whenever a new date or decision comes in.
