Haryana’s Medical Education and Research Department has ordered four state-run medical colleges to release the original documents of MBBS graduates who have secured seats in postgraduate courses, clearing the way for them to complete their admissions on time. The order, issued with immediate effect on 30 October, follows representations from the graduates and the Indian Medical Association, and it protects the postgraduate seats the young doctors earned through the NEET-PG examination.

The directive covers graduates of Pandit Bhagwat Dayal Sharma Post Graduate Institute of Medical Sciences in Rohtak, BPS Government Medical College for Women at Khanpur Kalan in Sonipat, Kalpana Chawla Government Medical College in Karnal, and Shaheed Hasan Khan Mewati Government Medical College at Nalhar in Nuh. Around 300 doctors from these colleges had sought urgent help because their original certificates were held by the institutions under the state’s service bond policy, while the deadline for physical verification of documents for postgraduate admission falls on 2 November.

Under the order, graduates who have secured postgraduate seats within Haryana will have their documentation completed through coordination between the medical institutions concerned, and they will give an undertaking to complete the remaining period of service in Haryana after finishing their postgraduate course, within three months of completing it. Graduates who have secured admission to institutions outside the state will have their documents released subject to an undertaking to deposit their original documents with the medical college from which they completed MBBS, within three weeks of completing the postgraduate degree or diploma.

The department has also set a tight timetable so that no candidate is left waiting. The colleges have been asked to collect details of the 2020-21 batch, including the candidates’ choices and consent, and submit them by 5 pm on 2 November, with director and dean offices remaining open on holidays to finish the work. Any request received by a college or by the department must be decided within two days, and an action-taken report is due to the government by noon on 3 November. The service bond policy, notified on 21 December 2022, applies to students admitted to government medical colleges from the 2020-21 session onwards, and the first batch of about 595 doctors became available for bond service from March 2026. The order keeps their obligation to serve in the state’s public health system intact while making sure their hard-earned postgraduate seats are not lost for want of a document.
