The Haryana government has notified the admission procedure for MD and MS courses for the academic session 2026-27, covering government, government-aided and private medical colleges, including institutions under private universities. The notification, issued by the Medical Education and Research Department on 3 November 2026, supersedes earlier notifications governing postgraduate medical admissions in the state. For thousands of MBBS graduates who qualified through NEET-PG 2026, this notification is the rulebook for how Haryana’s postgraduate medical seats will now be filled.

The central feature of the framework is a 50-50 split. In government medical institutions, 50 per cent of seats will be allocated through the All India Merit category of NEET-PG 2026, while the remaining 50 per cent will fall under the Haryana State Merit category. In private medical colleges covered by the notification, 50 per cent of seats will be filled through the open merit or state quota category and the remaining 50 per cent through the management category. The state quota is meant for candidates who are bona fide residents of Haryana or who completed their MBBS from a recognised institution located in Haryana.

Within the state quota, the notification provides for reservation of up to 40 per cent of state quota MD and MS seats for eligible in-service doctors, and 25 per cent of state quota seats under institutional preference for candidates who completed their MBBS from medical institutions located in Haryana. These two provisions together shape who gets priority inside the state quota, and candidates should check the exact eligibility conditions for the in-service and institutional-preference categories in the official notification rather than assuming they apply automatically.

Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak, has been authorised to conduct combined centralised online counselling based on NEET-PG 2026 merit. The university will publish the detailed counselling schedule, admission portal information and tentative seat distribution separately, and candidates should follow the official portals — uhsr.ac.in and dmer.haryana.gov.in — for those updates. The government has also clarified that online seat allotment will remain provisional until candidates complete physical verification of their eligibility and original documents.

For aspirants, the practical steps are clear: confirm which quota and reservation category applies to you from the notification itself, keep MBBS degree, internship, registration and category documents ready for physical verification, and track the UHSR and DMER portals for the schedule and seat matrix. This post deliberately does not quote registration-fee or security-deposit figures, because those must be taken from the official notification and portal at the time of applying; fee and deposit schedules in summaries can change between rounds, and the notification is the only safe source for them.
