The Central Government’s Scheme for Financial Assistance for Veteran Artists is for senior artists and scholars who made a significant contribution to arts and letters but can no longer earn a steady income in old age. It is run by the Ministry of Culture. Selected artists receive financial assistance of up to ₹6,000 per month for life. One important point — the Ministry states clearly that this is not a pension in the conventional sense, but financial assistance given to improve the financial and socio-economic condition of old artists and scholars.

How much assistance is given

The quantum of assistance is up to ₹6,000 per month. This amount was raised from ₹4,000 per month with effect from June 2022. On the death of the beneficiary, the assistance is transferred to the spouse.

Who is eligible

There are five eligibility conditions. First — the artist must have contributed significantly in the specialised field of arts, letters and so on. Second — the artist must be 60 years of age or above (the age condition does not apply to the surviving spouse when the assistance is transferred). Third — the annual income of the applicant, including the spouse’s income, must not exceed ₹72,000; this ceiling was earlier ₹48,000 a year. Fourth — the applicant must be a recipient of an artists’ pension of at least ₹500 per month from the concerned State Government or Union Territory Administration, or the artistic credentials must be verified and recommended by the concerned Zonal Cultural Centre (ZCC). Fifth — the applicant must not already be receiving similar financial assistance under another scheme of the Ministry.

How to apply

Applications in the prescribed form are sent through the concerned State or Union Territory Culture Department or the Zonal Cultural Centre (ZCC) — an application without the recommendation of the state government or the ZCC is not accepted. The application form and full details are available on the Ministry of Culture’s website (indiaculture.gov.in). One relief — the income certificate now has to be submitted once in five years, not every year. Never pay anyone for this application.

What it means for artists in Haryana

For Haryana’s folk artists, classical musicians, writers and traditional craftspeople, this scheme is a regular support in old age. The condition is that the contribution must be proven — either the artist already receives the state artists’ pension, or the Zonal Cultural Centre verifies their credentials. Artists in Haryana should contact the Haryana Culture Department and understand the ZCC recommendation process from there.
