India Social Protection Coverage Jumps to 68.4 Percent in 2026 Over One Billion People Covered
India’s social protection coverage has risen from 19 percent in 2015 to 68.4 percent in 2026, bringing more than one billion people within the social security framework, according to an official factsheet released on 31 October 2026 by the Ministry of Labour and Employment. The figures mark one of the fastest expansions of formal social protection recorded by any major economy over the past decade.
The Employees’ Provident Fund Organisation has driven much of this expansion. Contributing EPFO members rose from 3.49 crore in 2014-15 to approximately 7.98 crore as on 16 September 2026, an addition of roughly 4.49 crore members. As of September 2026, around 7.68 lakh establishments are contributing to EPFO, giving the system a broad institutional base for extending coverage to eligible workers.
Pension coverage has grown alongside membership. EPFO paid pensions to 51.04 lakh pensioners during 2014-15, while around 82 lakh pensioners were receiving pension benefits as of September 2026. Claims settlement has also scaled up sharply, from about 1.30 crore claims settled in 2014-15 to 6.42 crore claims settled in the one-year period up to October 2026.
A key reform behind the wider coverage is the revision of the mandatory EPFO wage ceiling. Last revised in September 2014 from Rs 6,500 to Rs 15,000 per month, the ceiling was raised again in September 2026 to Rs 25,000 per month. The government expects the revision to extend mandatory coverage to more than 51 lakh additional employees, reflecting changes in wage levels and the growth of formal employment.
EPFO has also simplified its withdrawal rules, consolidating 13 earlier provisions governing partial withdrawals into three categories covering essential needs, housing needs and special circumstances. Digital reforms, pension schemes and welfare initiatives such as e-Shram and PM-SYM are aimed at strengthening social security for formal, informal, gig and platform workers alike.
The factsheet also records the launch of the Pradhan Mantri Samajik Sahayata Yojana in October 2026, replacing the earlier National Social Assistance Programme. The revised scheme covers eligible elderly persons, widows, persons with disabilities and bereaved families, and will run from 2026-27 to 2030-31, extending income support to some of the most vulnerable sections of society.
