Haryana NEET PG Counselling 2026: New Rules for MD MS Admissions with 40 Percent In-Service Quota
The Haryana government has notified the admission procedure for MD and MS courses for the academic session 2026-27, giving postgraduate medical aspirants a clear framework for this year’s counselling. The notification, issued by the Medical Education and Research Department on 3 November 2026, covers government, government-aided and private medical colleges, including institutions under private universities, and it supersedes earlier notifications governing postgraduate medical admissions in the state. Candidates seeking admission through NEET PG 2026 should follow this new framework rather than relying on last year’s rules.
Under the revised framework, 50 percent of seats in government medical institutions will be filled through the All India Merit category of NEET PG 2026, while the remaining 50 percent will fall under the Haryana State Merit category. In private medical colleges, 50 percent of seats will be filled through the open merit or state quota category and the remaining 50 percent through the management category. This division keeps a clear balance between national merit and state candidates, while preserving a separate management route in private institutions.
The notification also fixes important reservations within the state quota. Up to 40 percent of state quota MD and MS seats are reserved for eligible in-service doctors, recognising the service of medical officers already working in the government system. In addition, 25 percent of state quota seats will be reserved under institutional preference for candidates who completed their MBBS from medical institutions located in Haryana, and 5 percent reservation is provided for candidates with benchmark disabilities, subject to the applicable guidelines. On fees, the notification prescribes the structure for government and private colleges, with annual tuition for certain specialities at private universities fixed as high as Rs 45 lakh, so candidates must check the fee for their chosen speciality before filling choices.
The combined centralised online counselling will be conducted by Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak, based on NEET PG 2026 merit. Candidates can check uhsr.ac.in and dmer.haryana.gov.in for official updates, since the university will publish the detailed counselling schedule, admission portal information and tentative seat distribution separately. For the second round, candidates opting only for state quota seats in government and government-aided institutions must deposit Rs 25,000, or Rs 12,500 for SC candidates, while the security deposit for postgraduate courses in private colleges during the stray vacancy round has been fixed at Rs 5 lakh. Online seat allotment will remain provisional until candidates complete physical verification of their eligibility and original documents, so applicants should keep all certificates ready.
